Proclamation presented by Mayor Goh in honor of National Historic Preservation Month. PUBLIC STATEMENTS: a. Agenda Item Public Statements - none b. Non -Agenda Item Public Statements - none APPROVAL OF MINUTES: 1. Motion to approve minutes from the April 19, 2022 meeting. Minutes approved: Motion made by Commissioner Montgomery; Second by Commissioner McCoy. APPROVED: All Ayes CLOSED SESSION: None CORRESPONDENCE: None PUBLIC HEARINGS: None REPORTS: None OLD BUSINESS: Review of HPC Goals & Action Items Goal 1: Feedback for brochure from Commission. Red text items recommended for removal as they don't focus on the downtown area. Commission suggested a QR code made available with more information not contained in the brochure. City to follow up with vendor about how many sites can be listed within brochure and how many lines of text. Commissioner McCoy highlighted importance of quality over quantity. Commissioner Montgomery expressed concerns about size of font and typeface in brochure. Commissioner Montgomery expressed concerns about cultural items versus historic items. Commissioner McCoy expressed concerns about focusing on older structures and mentioned the Nostra House. Commissioner Montgomery mentioned the Frank Lloyd Wright House. Principal Planner Griego suggests properties to be included may be determined with new cultural resource survey. Commission discusses properties to be added/removed from brochure and making separate brochures for other areas in the City (Oleander/Sunset/Westchester) for walking tours. Commissioner McCoy expresses importance of a logical path and aesthetic decisions for walking tours. Goal 2: Feedback for draft letter for certificates. Commission will follow up with City staff with edits and comments. NEW BUSINESS 1. Jastro Park State Restoration Project Fidel Gonzalez made a presentation of the architect, Radian Design Group, findings and recommendations for proposed improvements to enhance the facilities aesthetics and accessibility. He requested feedback and comments from the commission. ADA access ramp: Mr. Gonzalez explained that the existing steps were extended and relocated to the south end. He said they would need to look into the possibility of no handrails to maintain the integrity of the building and have design flow. Repair options: Mr. Gonzalez passed .around examples of Veristone and Fiberglass Reinforced Concrete; he recommended limestone. Commissioner McCoy expressed concerns about vandalism and wanted materials that are durable; Commissioner Montgomery agrees. Chair Stussy inquired about patching and painting as opposed to replacement. Mr. Gonzalez explains panting and patching process. Final appearance: Commissioner McCoy expressed concerns about anti - graffiti coating. Commissioner Montgomery expressed concerns over the architect's familiarity with neoclassical design and in relation to other buildings in the park. Mr. Gonzalez will follow-up with consultant regarding graffiti and design concerns; an update will be provided at next meeting. COMMISSION STATEMENTS: 1. ADMINISTRATIVE REPORT Meeting Date: August 16, 2022 Agenda Section: Old Business Agenda Item: I - 1 TO: Historic Preservation Commission FROM: Economic and Community Development Department DATE: August 8, 2022 SUBJECT: Review of Jastro Park Stage Restoration Project RECOMMENDATION: Recommendation: Staff recommends discussion and submit comments to City of Bakersfield Recreation and Parks Department. BACKGROUND: In accordance with powers and duties in Bakersfield Municipal Code 15.72.040, the Bakersfield Historic Preservation Commission is authorized to review and correspond with City departments as to matters as they relate to the cultural resources of the community. Within the scope of this authority, the City of Bakersfield Recreation and Parks Department is requesting input and consultation with your Commission on proposed improvements on the stage at Jastro Park. Jastro park was constructed in 1917 on two square blocks of land donated by the Kern County Land Company. Most of the landscaping was initially donated by Henry A. Jastro in 1925, for whom the park is named. Henry A. Jastro was a prominent citizen in Kern County's history as a long-time member of the Board of Supervisors, Mayor of Bakersfield, and general manager of the Kern County Land Company. In accordance with Jastro's will, in 1927, the Jastro family donated and erected the bandstand stage at Jastro Park. Above the bandstand stage are the words "From Henry A. Jastro to the People of Bakersfield." The stage was designed by famed local architect Charles H. Biggar. Charles H. Biggar of Bakersfield was responsible for the creative design of many outstanding buildings in Metropolitan Bakersfield and the County of Kern, some of which are designated cultural resources on the local and national registers. His achievements include: the Bakersfield High School Campus, the original Bakersfield Junior College Campus, East Bakersfield High School, the First Baptist Church, the Kern County General Hospital, the Bakersfield Californian building and many others. JASTRO PARK STAGE RESTORATION PROJECT UPDATE At the May 17, 2022, Historic Preservation Commission meeting, the Recreation and Parks Department presented improvements to enhance the facility's aesthetics and accessibility, with an ADA access ramp, repair options for broken/chipped items, recessed lighting, roof repairs, and an overall more natural stone finish for the structure. Since that meeting, the Recreation and Parks Department discovered a historic photo of the east side of the bandstand that demonstrates balusters and rails on the curved portion of the stage. Therefore, these options are open for consideration and discussion for their incorporation into the restoration. Staff recommends discussion and submit comments to City of Bakersfield Recreation and Parks Department.
