HomeMy WebLinkAboutRES NO 126-2022RESOLUTION NO. 6 2 0 2 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD AUTHORIZING SUBMITTAL OF A FINANCIAL ASSISTANCE APPLICATION TO THE UNITED STATES BUREAU OF RECLAMATION FOR THE WATERSMART: WATER AND ENERGY EFFICIENCY GRANTS PROGRAM WHEREAS, the United States Bureau of Reclamation ("Reclamation") has held a competitive funding cycle for Fiscal Year 23 for the WaterSMART: Water and Energy Efficiency Grants ("WEEG") program and, pursuant to this program, Reclamation makes funds available for water efficiency projects; and WHEREAS, the City has submitted an application for funding to the WEEG program's Fiscal Year 23 competitive funding cycle to provide additional funding for the installation of Advanced Metering Infrastructure (AMI), which will improve the efficiency of the City's municipal water system; and WHEREAS, the City Council approved Resolution No. 086-2022 on June 1, 2022 which gave authorization to the Water Resources Department to move forward with the procurement of Badger Meter AMI and the Badger BEACON AMI system; and WHEREAS, the City Council's authorized investment of $500,000 in local funding for AMI meters is being used as a local match in the request for federal funding; and WHEREAS, Reclamation has directed applicants to submit an official resolution adopted by the applicant's governing body, within 30 days of the application submittal (July 28, 2022), verifying: (1) the identity of the official with legal authority to enter into a grant award agreement; (2) the identity of the appropriate official who has reviewed and supports the application submitted; and (3) affirmation that the applicant will work with Reclamation to meet established deadlines for entering into a grant or cooperative agreement. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. That the appropriate officials within the City's governing structure, which include the City Manager's Office and the Water Resources Manager, have received and support the application that was submitted to Reclamation for the WEEG program. 3. The City Council has received and supports the completion of the application with this resolution that will be submitted before August 28, 2022. 4. The City Council hereby authorizes and directs the City Manager, or designee, including the Water Resources Manager, to: a. File and sign, for and on behalf of the City of Bakersfield, a Financial Assistance Application for a financing agreement with Reclamation for the WEEG project. b. Provide the assurances, certifications, and commitments required for the Financial Assistance Application, including negotiating a financial assistance agreement and any amendments or changes thereto. c. Represent the City in carrying out the City's responsibilities, including certifying disbursement requests on behalf of the City and compliance with applicable State and Federal laws. 5.
