Our Human Resources Department will host its first job fair next Friday (August 26), providing opportunities to job seekers to learn more about the more than 200 available jobs with the City. During the event, job seekers can apply for positions and talk directly with representatives from all City departments. The job fair is set for Friday, August 26 from 9 a.m. to 1 p.m. at the Bakersfield Community House at Mill Creek Park (2020 R Street). The QR code to the right will take users to a list of open positions with the City of Bakersfield. Notable Items  Don’t call it a comeback! According to a recent study by the Institute of Governmental Studies at the University of California Berkeley, Bakersfield’s Downtown activity is among the fastest in North America to return to or exceed pre-pandemic levels. The study ranked Bakersfield the second- fastest recovering City in North America – including Canadian cities. Researchers used location data from more than 18 million smartphone users traveling through North American cities, comparing activity in General Information Aug. 19, 2022 Page 2 the spring of 2022 to pre-pandemic activity. They found that Bakersfield’s recovery rate of 117% trailed only Salt Lake City, UT (155%). Bakersfield is ahead of Columbus, OH (112%), Fresno (108%) and Omaha, NE (92%).  Weekend recreation swim at the McMurtrey Aquatic Center (1325 Q Street) has been extended through Labor Day! The pool is available on Saturdays and Sundays from 1 to 4 p.m., and will also be open on Monday, September 5 (Labor Day) for the same hours. It costs $4 per person, or $13 for groups of four, with kids 2-years-old or younger swimming free!  The City is accepting applications to fill a vacancy on the Keep Bakersfield Beautiful Committee following the resignation of the Ward 5 alternate, Edward Robinson. The remaining term of the seat is through November 2024. Applications are available at the City Clerk’s Office (1600 Truxtun Ave.), or on the City’s website, and should be returned to the City Clerk’s Office by 5 p.m., Wednesday, Sept. 7, 2022. The successful candidate will be nominated by the Ward 5 Councilmember and confirmed by a majority vote of the full City Council.  The Bakersfield Animal Care Center is teaming up with KGET for its annual Clear the Shelters event. Clear the Shelters is a nationwide event, coordinated by NBC. It’s scheduled to take place from 8 a.m. to 1 p.m., Saturday, August 27 at the BACC (201 S. Mount Vernon Avenue). A handful of promos for the event have already aired on KGET. More information on the event can be found at KGET’s website.  With the new school year underway, the Recreation & Parks Department’s community centers, as well as the Bakersfield Police Activities League, are offering after-school programs for students. The Martin Luther King Jr. Community Center offers a variety of programs, including homework assistance, Build-A-Bike, academic enrichment and game room activities. The Silver Creek Community Center provides organized activities and allows students to play in the park on their own and come and go as they please. BPAL provides tutoring, arts & crafts and will even setup field trips. Each site will provide free snacks and dinner to students thanks to a federal grant provided through the Kern County Superintendent of Schools. General Information Aug. 19, 2022 Page 3  Continuing efforts to keep our streets safe, Public Works has been installing retroreflective backplates to stop lights around the City. This week crews have been repainting and installing the bright yellow reflective plates to stop lights up and down Chester Avenue (right and below). The backplates increase intersection safety by 15% and when power goes out, they make motorists aware of a signalized intersection. The retroreflective plates will be installed City-wide, but they will initially be placed at high-traffic intersections, arterials and high-crash sites.  The heat is on! Even though summer is – in theory – winding down with kids going back to school, the weather has still been hot lately. The good folks in Risk Management wanted to help our staff cool off a bit, providing Kona Ice trucks at Development Services on 17th Street on Wednesday (below), and to the Streets Division crews at the Corporation Yard on Truxtun Avenue on Friday. General Information Aug. 19, 2022 Page 4 Traffic Advisories  Overnight closure planned for Stockdale Highway Stockdale Highway will be closed in both directions between McDonald Way and N. Stine Road. The closure will take place between 9 p.m. to 5 a.m. from August 21 to August 25. The closure is needed for the removal of falsework. During the closure, residents can detour around the work zone by using McDonald Way or Real Road to enter or exit the neighborhood. All other traffic will be routed around the area using Oak Street and California Avenue. Construction schedules may be changed without notice due to unforeseen circumstances. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public.  Nighttime closure planned on northbound Hwy 99 A nighttime lane closure has been scheduled for all lanes of the northbound State Route 99 between Ming Avenue and State Route 58. The closure will take place between 11 p.m. and 5 a.m. from August 22 to August 25. The closure is needed for the installation of falsework. California Highway Patrol will be monitoring the construction zone. During this closure, motorists will be detoured to exit at Ming Avenue, travel west to Wible Road, north on Wible Road to California Avenue, west on California and re-enter the northbound State Route 99 on-ramp. Construction schedules may be changed without notice due to unforeseen circumstances. The Thomas Roads Improvement Program apologizes for any inconvenience this work may cause the traveling public. Regular construction updates are also available on the TRIP website at BakersfieldFreeways.us MILESTONES  Completed Retaining Wall 84 in the Bakersfield Freeway Connector Project  Completed the bridge post tensioning of Frame 1 of the northbound (NB) State Route (SR) 99 to westbound (WB) SR 58 Connector and the Stockdale Highway Undercrossing (UC) PROJECT STATUS Centennial Corridor Phase 3 – Bakersfield Freeway Connector Contractor: Security Paving Company Project Manager: Ravi Pudipeddi Status: 85% complete; anticipated completion: Fall 2022 This phase of Centennial Corridor consists, in general, of improvements along WB SR 58 and southbound (SB) SR 99. The improvements include an additional auxiliary lane on WB SR 58, realigning the WB SR 58 to SB SR 99 connector loop ramp, constructing a branch connector for SR 58 to SR 99 and constructing a collector distributor along SB SR 99 for the Ming Ave off ramps. • Completed Retaining Wall 84 • Continued work on concrete barrier and pavement along the southbound Ming Avenue offramp August 2022 TRIP Status Report TRIP Status Report August 2022 Page 2 Centennial Corridor Phase 4 – Mainline Contractor: Security Paving Company Project Manager: Ravi Pudipeddi Status: 78% complete; anticipated completion: Summer 2023 This phase of Centennial Corridor extends SR 58 from the current terminus as a freeway at SR 99 westerly to Westside Parkway freeway. At the SR 58/SR 99 interchange, the project adds a collector distributor on NB SR 99 and new NB to WB connector. The project also includes realignments and new cul-de-sacs at various local roads, widening and realignment of Chester Ave at SR 58, and construction of a traffic signal at the WB SR 58 ramps/Brundage Lane intersection which is part of the SR 58/ Cottonwood interchange. • Completed the bridge post tensioning of Frame 1 of the NB SR 99 to WB SR 58 Connector and the Stockdale Hwy. UC • Poured the deck of Frame 2 of the NB 99 to WB 58 Connector • Continued utility installation within the Marella Way Overcrossing • Continued installation of screen walls and soundwalls Rosedale Highway Widening Project Contractor: Granite Construction Company Project Manager: Ravi Pudipeddi Status: 99% completed; anticipated completion: Summer 2022 This project widens Rosedale Highway from Calloway Drive to Verdugo Lane from 2 lanes to 3 lanes in each direction. The project involves reconstructing the existing median to accommodate the additional lane in each direction. It also includes construction of sidewalks in the east-bound and west- bound directions and installation of curb and gutter where it does not exist in the westbound direction. The project includes right turn pockets to Verdugo Lane and Calloway Drive. The project length is 0.50 miles long. • Construction has been completed and is now 100% open to traffic. City is working with Contractor on final close-out of the project. TRIP Status Report August 2022 Page 3 UPCOMING PROJECTS Hosking Interchange Landscaping Improvements Contractor: Griffith Company for Caltrans Project Manager: Ravi Pudipeddi Status: Caltrans negotiating with Contractor to incorporate this work to their project Construction of the SR 99 / Hosking Avenue Interchange Project began in 2014. However, the landscape portion of the project was removed due to prolonged drought conditions at the time of construction and as necessary to abide with the mandatory reduction of water use required by the state of California Governor’s office. In 2021, the City of Bakersfield reestablished a revised landscape plan within the Hosking interchange footprint that incorporated drought tolerant plants, hardscape and new irrigation systems. In coordination with Caltrans, this revised landscape plan will be implemented in a change order to Caltrans’s Panama and White Lane Vertical Clearance Project. This is the beginning of an effort to beautify Bakersfield within the freeway system. • Caltrans is working with the Contractor to implement the revised landscaping concept as a change order to their existing contract. Work is anticipated to start by Fall of 2022. Westside Parkway Landscaping Phase 1 Contractor: Parsons Transportation Group Project Manager: Ravi Pudipeddi Status: Design 100% Complete This project proposes drought tolerant plants, irrigation systems, and hardscape features along the Westside Parkway from the Coffee Road interchange to Truxtun Avenue. • Project is anticipated to be out to bid in the fall of 2022. State Route 58/99 Corridor Enhancement Project Contractor: Parsons Transportation Group Project Manager: Ravi Pudipeddi Status: Design 30% Complete The Environmental Commitments for the Centennial Corridor requires landscape improvements upon completion of the roadway construction. Centennial Corridor runs along the proposed State Route (SR) 58 from Interstate 5 to Cottonwood Road and is divided into 3 Segments. Segment 1 is the alignment from Truxtun Avenue to Cottonwood Road and SR 99 from SR 58 to Ming Avenue. The State Route 58/99 Corridor Enhancement Project aesthetically improves the freeway system by TRIP Status Report August 2022 Page 4 implementing hardscape, landscape, and irrigation elements at the SR99/SR58 Interchange and along SR 58 from Real Road to H Street. This is part of a greater effort to beautify the City of Bakersfield within the freeway system with drought tolerant planting. • 30% design has been delivered to the City for review. Hageman Road Multi-Use Path Contractor: Granite Construction Project Manager: Ravi Pudipeddi Status: Awaiting Funding Source This project consists of a new 0.40 mile long two directional 10-foot-wide Class I bike paths with 2-foot- wide shoulders on each side. The bike path will begin at the east side of Standard Street cul-de-sac and runs east along the south side of the SR 99 and SR 204 connector up until the east side of the SR 99. The bike path continues east along the SR 204 off-ramp to Buck Owens Blvd and ends at Buck Owens Blvd. The bike path will have an all-weather paved surface allowing for two-way bicycle and pedestrian movement. • Raise Grant application was unsuccessful. Project will be rebid when funding is identified. Kern River Parkway (Backflow Preventer Assembly Repair – Vandalism) • The RRT repaired the damaged test port valves on the backflow preventer due to vandalism. 5. River Oaks Blvd. (Sub-Division Sign Repair) • The RRT temporarily removed the sub-division tract signs for re-finishing. 6. BPD Training Facility (Obstacle Course Equipment Installation) • The RRT installed 2 sets of dip bars along the west side fence and 4 sets of pull up bars along the north side fence, in addition to painting the equipment. • The RRT re-routed an irrigation line due to the new obstacle course layout. 7. Saunders Park (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up along the northeast side of the park fence line. • 3 sites were addressed. • Trash loads were placed inside a rear loader truck, provided by Code Enforcement. 8. Weill Park (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up on the south side of the park fence line. • 2 sites were addressed. • Trash loads were placed inside a rear loader truck, provided by Code Enforcement. 9. Planz Park (Irrigation Repair) • The RRT repaired a broken 4” irrigation main line adjacent to the pump room. In addition to backfilling and grading the turf area after repair was completed. 10. MLK Park (Encampment Clean-Up) • The RRT assisted Code Enforcement with trash removal from homeless encampments set up on the north and south sides of the park. • 5 sites were addressed. • Trash loads were placed inside a rear loader truck, provided by Code Enforcement. 11. MLK Park (Chain Link Fence Removal) • The RRT removed the existing chain link fence and metal posts, located between the existing County property and the park, as the City is acquiring the County property.
