PUBLIC STATEMENTS
Jeannie Young, President of the Assistance League thanked the Youth Commissioners
for their work putting together the donation drive held June 4, 2022. She stated they
had a good turn -out and thanked the Commissioners again.
SUMMARY REPORT
a. Adoption of the May 23, 2022 Youth Commission Minutes.
Staff recommends adoption of the May 23, 2022 Youth Commission Minutes.
Due to lack of quorum, no action taken.
4. NEW BUSINESS
a: Presentation by Mayor Karen Goh recognizing Commissioners Braeden
Burrow (Ward 3) and Isaac Morgan (Ward 5) for their service to the City of
Bakersfield Youth Commission.
b. Presentation by Walter Villa, Administrative Analyst in the Recreation and Parks
Department regarding the City of Bakersfield Parks Master Plan survey.
Staff recommends receive and file of the presentation.
Administrative Analyst Villa made staff comments and gave a PowerPoint
presentation.
Due to lack of quorum, no action taken.
C. Report on the outcome of the Youth Commission Donation Drive in
collaboration with the Assistance League of Bakersfield for FY 2021-2022.
Staff recommends receive and file the report.

Chair Bell stated that the donation drive was successful; they received a lot of
donations. She thanked the Assistance League for their collaboration on this
event.
Assistant League President Young stated the League appreciated how helpful
and professional the Commissioners were during the drive. She asked the
Commissioners to spread the word regarding the Assistant League's Bargain
Box.
Management Assistant Gutierrez asked the Assistance League to get back to
him on how many items were donated. Jeannie Young stated she would
provide that information to the Commissioners at a later date.
Due to lack of quorum, no action taken.
5. STAFF COMMENTS
Management Assistant Gutierrez thanked the Commissioners for their hard work. He
also congratulated the Commissioners on a successful donation drive. He thanked
Commissioner Burrow for his service and Mayor Goh for recognizing him. He
reminded the Commissioners that the next meeting will be in August. He informed of
a possible meeting with new members to go over the Brown Act..
Management Assistant Gutierrez thanked Mayor Goh, Public Information Officer
Conroy and Communications Coordinator Galvan, who were in attendance, for the
support and assistance they provided to the Commissioners.
6. COMMISSION COMMENTS
Chair Bell thanked the Commissioners for their hard work and all the staff that helped
the Commission with their event. She enjoyed being able to interact with the
community again and is looking forward to next year.
Commissioner Burrow thanked the staff for dedicating their time and attention to the
Commission and for the opportunity to experience City Government.
Commissioner Taft also thanked the staff for all their help this past year. He
appreciated the opportunity to learn how the city operates and is looking forward to
next year.

The City of Bakersfield welcomes seven returning commissioners from last year and five newly

Before the Youth Commission can begin discussing new business, City staff will ensure all
incoming commissioners have taken the oath of office Additionally, all commissioners will have

BACKGROUND:
In accordance with Section 2.60.070 (B) of the City of Bakersfield Municipal Code, which states
"[Youth] Commission meetings shall be subject to the Ralph M. Brown Act", and California
Government Code sections 54950 et seq.
The City Attorney's Office shall provide a brief introduction and overview of the Ralph M. Brown
Act, commonly referred to as the "Brown Act" to ensure the Youth Commission understands and
complies with, as required by the California Government Code.

STAFF RECOMMENDATION:
Staff recommends adoption of the FY 2022-2023 revised Youth Commission meeting calendar
BACKGROUND:
The Youth Commission holds regular monthly meetings on the fourth Monday of each month
generally between August and June which corresponds with the Kern High School district
calendar year, with the exception of holiday closures. Current regular meetings are held in City
Hall North, Conference Room A: however, past Youth Commission meetings have also been
held in City Council Chambers, pursuant to the Bylaws. Specifically, ARTICLE III, Section 1
states, "Bakersfield Youth Commission shall hold its regular meetings at a date and time that is
mutually agreeable to the Youth Commission and City at City Council Chambers."
During the first meeting of the new Youth Commission, commissioners review meeting dates
which had been adopted by the commission from the previous year and make any changes as
necessary to accommodate schedules. Additionally, the new commission discusses and reviews
dates between January and June of the next calendar year and adopts the entire calendar.
Due to later start and dismissal times implemented by the Kern High School District, youth
commissioners would not longer be able to arrive to meetings on -time with the current 4:00 p.m.
call to order. Since the current schedule is no longer feasible, staff is bringing forward a new draft
calendar for consideration and adoption which includes Youth Commission meetings from
August 2022 through June 2023 with a proposed call to order at 4:30 p.m. The revised calendar
still proposes that regular meetings occur in Conference Room A, but the Youth Commission
may direct staff to change the regular meeting place to Council Chambers, if desired.

2.60.010 Creation and purpose.
The city council creates an eight -member Bakersfield youth commission ("commission"). The city council also
appoints the city manager, or designee, as the committee coordinator of the commission. The purpose of the
commission is to engage and empower local youth in having a voice on relevant issues pertaining to municipal
policies, programs, and projects. (Ord. 4833 § 1, 2016)
2.60.020 Application process.
Applications for the commission are available at the city clerk's office and require one letter of recommendation
from a teacher, advisor, counselor, or coach. (Ord. 4833 § 1, 2016)
2.60.030 Appointment of members and alternates.
The commission shall consist of eight members and eight alternates.
A. During the August meeting of the calendar year, each city councilmember and the mayor shall appoint two
members to the commission; the mayor's appointments shall be from the city at -large. One appointment will be
the voting member and the second appointment will be the alternate member.
B. Alternate members may only have voting rights in the event that the regular members are absent from a
commission vote.
1. A majority shall constitute a quorum at any regular or special meeting of the commission. For this
commission, a quorum is defined as five members.

2. Immediate family members of city councilmembers and mayor shall not be eligible for appointment, `
C. If the voting member resigns, the alternate shall assume the position for the remainder of the term. (Ord.
4993 § 1, 2019; Ord. 4914 § 1, 2017; Ord. 4833 § 1, 2016)
2.60.040 Qualifications of commission members.
A. Members and alternates must be current high school students at the time of appointment.
B. Members and alternates must reside in the ward they represent or in the ward their school is located.
C. Members and alternates must have and maintain as close to a 3.0 grade point average as possible during
their tenure on the commission. (Ord. 4856 § 1, 2016; Ord. 4833 § 1, 2016)
2.60.050 Term of office.
A. Members and alternates are appointed to a two-year term with the possibility of a one-year reappointment.
B. Each city councilmember and the mayor have the discretion to extend or terminate the terms for their
appointed members and alternatives.
C. During the August meeting of the calendar year, the commission shall elect a chair and co-chair among its
appointed members for a term of one year.
D. Any member and alternate may removed from the commission as a result of any of the following:
1. Continued absences from meetings or unexcused absences from three consecutive meetings. The city
council may waive such removal forjust cause;
2. By the city councilmember or mayor that appointed them. (Ord. 4993 § 1, 2019; Ord. 4833 § 1, 2016)
2.60.060 Duties.
Generally, to identify the concerns and needs of local youth, including matters related to: recreational
opportunities, park amenities, student safety, and volunteer opportunities with the city, and to:
A. Develop and propose plans that support or improve such programs;
B. Provide recommendations to the mayor and city council;
C. Educate and inspire local youth involvement in relevant issues;
D. Respond to requests on matters referred by the mayor and city council;
E. Report to the mayor and city council, as requested;

F. Identify outside funding sources, including grant opportunities, to achieve the commission's goals and
objectives;
G. Host an annual youth conference to identify local youth concerns and needs;
H. Play an active role in Teen Government Day;
I. Other appropriate actions to further the purpose of the commission. (Ord. 4833 § 1, 2016)
2.60.070 Meetings.
A. The commission shall meet monthly. Members and alternates are required to attend every scheduled and
special meeting.
B. Commission meetings shall be subject to the Ralph M. Brown Act.
C. Agendas and minutes of the commission shall be prepared by the city clerk, or designee, and filed with the city
clerk.
D. Members and alternates shall communicate with the mayor and city council by:
1. Directly contacting their appointed councilmember;
2. Directly presenting at a city council meeting, as requested;
3. Indirect contact through the youth commission meeting minutes;
4. Providing an annual report to city council.
E. The city manager shall designate city staff to assist the youth commission with achieving its goals and
objectives. (Ord. 4833 § 1, 2016)
2.60.080 Compensation/funding.
There is no monetary compensation for serving on the commission; however, members and alternates widely
benefit by participating in active leadership roles, networking amongst civil leaders, making a difference in the
community, and developing critical skills to solve real -world problems.
The commission will be funded by city council as is reasonably necessary to implement the goals and objectives of
engaging and empowering local youth. (Ord. 4833 § 1, 2016)

BYLAWS
OF THE
BAKERSFIELD YOUTH COMMISSION
ARTICLE I - THE COMMITTEE
Section 1. Name of Committee
This Committee shall be called the Bakersfield Youth Commission.
Section 2. Mission Statement
The Bakersfield Youth Commission serves to engage and empower local youth in
having a voice on relevant issues pertaining to municipal policies, programs and
projects.
Section 3. Business Office
This Committee's business office shall be located at the City of Bakersfield, City
Clerk's Office, 1600 Truxtun Avenue, Bakersfield, California 93301.
Section 4. Powers and Duties
The Committee is formed to recommend to the City Council, policies and specific
programs which promote the mission statement of the Bakersfield Youth
Commission as reflected above, and to actively participate in the discussion of
various programs and projects to achieve the Bakersfield Youth Commission's
mission statement.
Section S. Committee Members
This Committee shall consist of eight (8) voting Committee Members, eight (8)
Alternate Committee Members (having voting rights only in the event that their
respective Committee Members are absent from a Bakersfield Youth Commission
vote), and a non -voting Committee Coordinator. The Committee Coordinator,
Committee Members and Alternate Committee Members shall be appointed
and serve terms as set forth in Bakersfield Municipal Code Chapter 2.60.

ARTICLE 11 OFFICERS
Section 1. Chairperson and Vice -Chairperson
This Committee shall elect, from its members, a chairperson and vice -chairperson
to serve a one-year term. The Committee shall hold the election during the
August meeting of the calendar year, which will coincide with the start of the
school year. If the position of chairperson or vice -chairperson becomes vacant
during the course of the year, the committee members shall elect a replacement
to serve for the balance of the:year.
Section 2. Duties of Chairperson
The chairperson shall preside at all meetings of the Committee and perform the
duties necessary or incidental to the office. This includes calling special meetings
and signing documents or instruments on, behalf, of the Bakersfield Youth
Commission.
Section 3. Duties of Vice -Chairperson
The vice -chairperson, in the absence of the chairperson, or when the chairperson
is unable to act, shall perform the duties of the chairperson.
Section 4. Temporary Chairperson
If both the chairperson and vice -chairperson are absent or unable to act, the
Committee shall elect one of its members to act as temporary chairperson to
serve until a replacement is elected, if necessary.
Section 5. Secretary and Administrative Staff
The City Clerk, or its designee, shall serve as secretary to the Bakersfield Youth
Commission. The secretary shall keep minutes of each meeting, record the official
actions taken, record the vote of all official actions, certify each official act and
resolution of the Bakersfield Youth Commission, maintain records of the operations
and perform such other duties as the Bakersfield Youth Commission or Committee
Coordinator assigns.
Section 6. Committees/Task Forces
Committees and/or Task Forces shall perform such duties as shall be prescribed
at the time of creation or from time to time by the Board or the Chairperson.

ARTICLE 111- MEETINGS
Section 1. Regular Meetings
Bakersfield Youth Commission shall hold its regular meetings at a date and time
that is mutually agreeable to the Youth Commission and City at City Council
Chambers. The Committee may hold its meetings at another place within the
City upon recommendation from the Committee Coordinator and approval by
the Committee Chairperson.
Section 2. Quorum
Five (5) Committee Members constitutes a quorum. Alternate Committee
Members may only vote in the event that their respective Committee Members
are absent from a Bakersfield Youth Commission vote.
Section 3. Notice/Conduct of Meetings
All meetings of the Board shall be called, noticed, held and conducted subject
to the provisions of the Ralph M. Brown Act [Chapter 9] (commencing with
Section 54950) of Part I of Division 2 of Title 5 of the Government Code of the State
of California.
Section 4. Order of Business
In the absence of approval of an agenda to the contrary, Bakersfield Youth
Commission shall pursue the following order of business:
A. Roll Call
B. Public Statements
C. Approval of Minutes
D. Deferred Business
E. New Business, including Standing Subcommittee Reports
F. Committee Member Statements
G. Adjournment
Section 5. Public Statements
At regular meetings, the chairperson shall allow any member of the public to
address the Committee on items within the jurisdiction of the Bakersfield Youth
Commission. No individual speaker shall speak for more than two (2) minutes. The
chairperson, in his or her discretion, may, for good cause, increase the time
allowed for public statements.

Section b. Cancellation of Meetings
If the Bakersfield Youth Commission has no business, or if the secretary determines
a quorum is not available, the chairperson may cancel a regular meeting. The
secretary shall make reasonable efforts to give timely notice of cancellation to all
members and to all other persons to whom the secretary normally gives notices
of meetings.
Section 7. Public Holidays
If a regular meeting falls on a public holiday, the Bakersfield Youth Commission
shall not meet on that date. The chairperson may reschedule or cancel the
meeting and the secretary shall arrange for delivery of proper notice.
Section 8. Adiourned Meetings
The Bakersfield Youth Commission may adjourn a meeting to another date, time
and place.
Section 9. Special Meetings
The chairperson may call a special meeting of the Bakersfield Youth Commission.
The secretary shall give notice of a special meeting, as required by law. In a
special meeting, the Bakersfield Youth Commission may only deal with matters
recited in the notice.
ARTICLE IV -.AMENDMENTS TO BYLAWS
Section 1. Procedure to Amend
These bylaws may be amended by an affirmative vote of at least five (5) BYC
members at a regularly scheduled meeting.
