PUBLIC STATEMENTS a. Agenda Item Public Statements – None b. Non-Agenda Item Public Statement - None 3. ADOPTION OF SEPTRMBER 16, 2021 AGENDA SUMMARY REPORT Report was adopted as submitted. Motion by Committee member Freeman and seconded by Committee Member Weir. The motion carried. Personnel Committee Special Meeting Agenda Summary Report Page 2 4. NEW BUSINESS A. Committee Discussion and Recommendations Regarding Classification and Compensation Study – C. Tenter City Manager Christian Clegg provided an overview of the classification & compensation study and what it is intended to accomplish. Koff & Associates provided a presentation with information and overview of the Classification and Compensation study project and the service they provide and what deliverables would look like. There were no initial questions from the committee for the first part of the presentation. B. Committee Discussion and Recommendations Regarding Comparable Cities Resolution – C. Tenter City Manager Clegg shared a brief overview of process and stakeholders and shared the importance of the project. The City developed an internal committee that included both represented and unrepresented units to that all parties were considered when identifying Labor Market Comparison Cities. Twelve cities were identified as comparable to Bakersfield. Cost of living and cost of labor were used in determining comparable cities. Committee member Freeman asked when you factor out housing, what are other major items that affect cost of living. City Manager Clegg stated there is not much, but mentioned cost of fuel, increase insurance costs, cost of consumables and utilities. Committee member Freeman made a motion to accept list of comparable cities for the compensation study and bring forth to City Council. The motion was seconded by Committee member Weir the motion carried. Committee member Freeman asked how soon the project would be completed as it has been an ongoing issue. City Manager Clegg explained that although the classification and compensation study has been a topic for some time, it has only been a month since the consultant has started working on the project, following the RFP process. Committee member Weir inquired on how the decision was made on which positions to include in the compensation study. City Manager Clegg offered overview of the decision-making process. Committee member Weir asked what compensation benefits are excluded from the comparable study. City manager Clegg will allow Human Resources Director Christi Tenter to respond at the next meeting. 5.
