A. Keep America Beautiful (KAB) Annual Reports Update —Jessica Felix
Staff provided the following estimated highlights:
1. Community Appearance Index Average Score: 2 on a scale of 1 to 4 with 1 being a best case.
2. Volunteers: 4,400
3. Pounds of litter/illegally dumped items cleaned up: 53,700 lbs.
4. Pounds of recyclables/waste reduced: 17,250 lbs.
5. Flowers/shrubs/seeds/bulbs planted: 1,250
6. Trees planted: 85
7. KBBC Ideas to improve score:
a. Litter education outreach to developers
b. More cleanup activities and engagement in Ward 1
B. April 22, 2023: 201h Annual Great American Cleanup (GAC) Planning Committee — KBBC
1. GAC Planning Committee Formation
a. Task List Including GAC Venue Selection —Tabled for further consideration of Dr. Martin
Luther King, Jr. Park, Kaiser Permanente Sports Village, and Jastro Park for GAC 2023.
Task: Staff. Determine if quorum applies to GAC Planning Committee Meeting then schedule a meeting preferably
prior to September 14 KBBC Regular Meeting.
Tasks: Brianna Carrier: At the request of KBBC ask Recreation and Parks staff for a presentation regarding
improvements being made to Dr. Martin Luther King, Jr. Park.
Brianna Carrier: At the request of KBBC, schedule a meeting with the Assistant City Manager and KBBC
leadership to discuss GAC venue and public wall murals.
Brianna Carrier/Staff: Further determination of use of $80,000 budget from City earmarked to KBB from Kern
County Illegal Dump Fees for litter oriented education and eradication, for example all aspects of GAC special
event and blight prevention efforts, e.g. murals, gardens, other beautification.

Staff recommendation to KBBC:
• Start with what KBBC already does
• Begin the groundwork for a research based PSA campaign to help reduce litter (potential to use a
marketing agency)
• Consider a marketing agency
• Focus of funds is litter/illegal dump education, eradication, and enforcement

VII. KBBC and Advisory Board Comments
• Jenilee Fermin: Thanked Brooks and Tai for making the KBB outreach booth at Ready -Set Back 2 School
Health & Wellness Fair possible. She invited all KBBC to participate in the KBB Social Media Committee.
• Monica Cater: Announced the Children First monthly cleanup of the David Nelson Pocket Park
neighborhood and the Friends ofJastro Park cleanup is taking place Saturday, August 13 starting at 8 a.m.
• John Enriquez: Announced Fox Theater and Downtown Bakersfield cleanup is on Sunday, August 14 starting
at 10 a.m. He will lead a Downtown cleanup every Saturday in September and October. He requested
funding and volunteers for a flower planting day(s) in advance of the California Economic Summit in
Bakersfield. The summit is October 27 and October 28. He thanked Public Works for the new lights and
bollards placed in Downtown recently.
