Health, Blue Zones, LLC, and the California Resources Corporatfon for the
creatfon of a Blue Zones Project Community in Bakersfield.

As the City contfnues to look into
ways to help improve the health and
well-being of the community, on
Thursday, Sept. 22, in partnership
with Adventfst Health, Blue Zones,
LLC and California Resources Corpo-
ratfon, we announced that we are
now a Blue Zones Project Communi-
ty.
The Blue Zones Project is a first-of-its-
kind populatfon health initfatfve that helps entfre communitfes get healthier by optf-
mizing public policy, social connectfons, and the places and spaces where people
spend the most tfme.
Partfcipatfng Blue Zones Project communitfes have seen double-digit drops in obesity
and smoking rates, economic investment in downtown corridors, grant funding
awards to support policies and programs aimed at improving health equity, and
measurable savings in healthcare costs.
On Wednesday, Sept. 21, the City Council approved an agreement with Adventfst
Health providing $1 million in American Rescue Plan Act funds toward the Blue Zones
Project - Bakersfield.
The California Resources Corporatfon announced a $1 million donatfon to Adventfst

After a brief hiatus during the summer, more workshops are
on the way as the City contfnues to move forward with the
General Plan Update (GPU) process.
As part of the City’s Housing Element Update, a Housing
Opportunitfes virtual workshop is scheduled for next
month. Individuals partfcipatfng will be able to provide pub-
lic input to help identffy where future housing should be
located over the next eight years.
The virtual workshop will be held from 6 to 7:30 p.m. on
Tuesday, Oct. 11. You can register online to partfcipate.
Reminder: The GPU T-shirt contest closes Friday, Sept. 30.
The Think Big survey is also scheduled to close on Sept. 30.

Events
The City has started the process of launching its new Enterprise Resource Planning
(ERP) software, announcing the City-wide effort Thursday, Sept. 22, to employees at
Council Chambers at City Hall South.
The ERP is the financial backbone of the City, allowing us to manage budgets, pay
bills, receive payments and run payroll.
The City’s most-recent ERP, through Naviline, was launched in 1995.
Beginning next week, teams will begin the work of developing, integratfng and train-
ing teams across all departments on the new Oracle Cloud platiorm.

Contfnuing their professional development, three members of the City Manager’s
Office attended the 108th Annual Internatfonal City/County Management Associatfon
conference in Columbus, Ohio this last week.
Assistant City Managers Gary Hallen and Scott Andrews (pictured above), along with
Assistant to the City Manager Kevin Truelson, attended the four-day conference, where
leaders from the around the world gathered to celebrate and share best practfces.

The Rapid Response Team worked on several encampment projects this week, focusing on Dr.
Martin Luther King Jr. Park, the vacant lot on Hughes Lane, and Mill Creek Park.
Clean-Up on the Kern River continues, with a focus on the Western part of Yokuts Park and the Western Part of
Chester Avenue.
RRT’s Night Shift Impact Unit continues to assist our Police Department in clearing encampments and trash
sites between the 1:30 pm and 11:30 pm. hours

Projects Completed by RRT
1. Hosking Road & Akers Road (Block Wall Board-Up)
• The RRT boarded up and secured a damaged block wall due to a vehicular
accident.
2. Jefferson Park (Restroom Security Gate & Pool Fence Repair – Vandalism)
• The RRT repaired the women’s restroom security gate due to vandalism.
• The RRT re-secured two areas cut open at the pool perimeter fence due to
vandalism and illegal forced entry.
3. Kern River Parkway (Irrigation Repair – Vandalism)
• The RRT repaired the backflow device at the rest area north of the lake due to
vandalism.
4. River Oaks Park (Wrought Iron Fence Re-Painting)
• The RRT completed the re-painting project to the existing wrought iron fence at
the northeast end of the park along Stockdale Hwy.
5. Mill Creek (Canal Fence Repair – Vandalism)
• The RRT replaced and painted two missing wrought iron pickets along the canal
fence north of California Ave. due to vandalism
6. McMurtrey Aquatics Center (Concession Stand)
• The RRT located and temporarily shut off the electrical and water supply line to
the leaking water heater, until repairs can be scheduled.
7. H Street (Erosion Clean-Up – Vandalism)
• The RRT responded to shut off a vandalized an irrigation backflow device on the
east hillside which caused dirt erosion into the roadway. The RRT delineated the
road and removed the erosion debris.
8. Bakersfield Museum of Art (Tree Limb Removal)
• The RRT removed and a large fallen park tree limb from the BMoA property.
9. White Lane & Wible Road (Backflow Device Replacement – Vandalism)
• The RRT replaced an irrigation backflow device due to theft.
10. Berkshire Rd. & Vanity Rose Ln. (Backflow Device Replacement – Vandalism)
• The RRT replaced an irrigation backflow device due to theft.
11. Jastro Park (World War II Veterans Memorial Project)
• The RRT trenched 40 LF for a future electrical line from the tennis court to the
memorial site.
12. Jefferson Park (Pool Perimeter Fence Repair – Vandalism)
• The RRT re-secured the pool perimeter fence located on the north side due to
ongoing vandalism.
13. Saunders Park (Restroom Security Gate Repair – Vandalism)
• The RRT secured the women’s restroom security gate adjacent to the spray park
due to vandalism and forced entry.
• The RRT repaired the women’s restroom security gate adjacent to the
playground due to vandalism.
14. The Park at Riverwalk (Mobile Restrooms)
• The RRT transported and assembled three mobile restroom trailers and one
mobile ticket booth for a scheduled concert event.
• The RRT disassembled and transported all of the mobile units back to storage
after the event.
15. Mill Creek (Illegal Dumping Removal – Vandalism)
• The RRT removed illegal dumping located on the west side of the Mill Creek north
of 17th St.
16. Bike Trail @ Stockdale Hwy (Tumbleweed Removal)
• The RRT removed tumbleweeds and dry brush at the bike trail entry bridge
located in the CSUB parking lot.
17. Mountain Ridge Dr. & Berkshire Rd. (Vacant Lot Clean-Up)
• The RRT removed all the tumbleweeds and dry brush from a future park site on
the west side, south of Berkshire Rd.
• Two loads were taken to Kern County Bena Landfill for disposal (total weight
20,500 lbs.).

1. Greystone Park (Drinking Fountain Repair – Vandalism)
• The RRT shut off the water supply to the drinking fountain due to vandalism.
2. Kern River Parkway (Irrigation Repair – Vandalism)
• The RRT shutoff a leaking irrigation valve at Truxtun Ave. & Coffee Rd. due to
vandalism.
3. City Hall North (Office Furniture Relocation)
• The RRT relocated office furniture on the 3rd floor lobby after the re-painting
project was completed.
4. Kern River Parkway (Drinking Fountain Repair)
• The RRT repaired a leaking drinking fountain located east of Mohawk St.
5. Truxtun Avenue (Irrigation Repair)
• The RRT exposed and removed a damaged irrigation anti-siphon valve and
lateral line located on the embankment south of the lake.

shutdowns of its plant located at 7301 District Blvd., Bakersfield, CA 93313.
Employee temporary layoffs in connection with this action are expected to occur on November 23, 2022
[during the 14-day period commencing on November 23, 2022] (the “first temporary shutdown”). The
affected employees are expected to return to work on December 2, 2022.
The second temporary partial plant shutdown is expected to commence on December 24, 2022 [during
the 14-day period commencing on December 24, 2022] (the “second temporary shutdown”). Employees
impacted by the second temporary plant shutdown are expected to return to work on January 2, 2023.
Enclosed is a listing of the job titles of affected employees, the number of affected employees in each
job title, anticipated separation dates, and anticipated return dates, for both the first and second
temporary shutdowns.
