A. Committee Discussion and Recommendation Regarding Local Catalytic Converter
Theft Ordinance – A. Zambrano/G. Genaro
The City Attorney’s Office (CAO) provided the committee with background on the
ease and quick theft of catalytic converters, which can be highly lucrative. CAO
shared the challenges of prosecuting catalytic converter theft as they have limited
identifying information. CAO reviewed for the committee local ordinances from the
cities of Artesia, Irvine, and Lake Forest as well as current legislation pending at the
State level concerning catalytic converter regulations and local law enforcement.
Committee unanimously approved motion to bring forward an ordinance for
Council consideration at the July 13, 2022 City Council meeting
B. Committee Discussion and Recommendation Regarding Local Tobacco Ordinance –
J. Rudnick/G. Genaro
The City Attorney’s Office provided the committee an overview of Kern County’s
Tobacco Ordinance, the City of Bakersfield Tobacco Ordinance as well as State
Tobacco Laws. CAO shared that while both the City and County have tobacco
ordinances, the County policy focuses on the requirement of a tobacco permit for
retailers. The City’s tobacco ordinance is comprehensive and prohibits youth access
to tobacco products and tobacco product sales without vendor assistance.
Committee unanimously approved motion to bring forward multiple options for
Council consideration concerning ways to reduce youth accessibility to tobacco
