RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
BAKERSFIELD APPROVING AN ON -CALL LIBRARY OF
PROFESSIONAL FIRMS QUALIFIED TO PROVIDE PROFESSIONAL
SERVICES INCLUDING STUDIES, SURVEYING AND MAPPING,
PLANNING, ARCHITECTURAL, ENGINEERING AND DESIGN,
PROJECT MANAGEMENT, AND CONSTRUCTION INSPECTION
SERVICES; AND ADOPTING A UNIFORM HOURLY RATE
SCHEDULE FOR THE LIBRARY; AND AUTHORIZING THE CITY
MANAGER, OR DESIGNEE(S), TO ENTER INTO AGREEMENTS
WITH QUALIFIED FIRMS IN ACCORDANCE WITH BAKERSFIELD
MUNICIPAL CODE SECTION 3.20.105.
WHEREAS, professional surveying, planning, architectural, engineering, and
inspection services are frequently necessary for studies, projects, and programs within
the City's Five-year Capital Improvement Program; and
WHEREAS, the adopted Fiscal Year 22-23 Five -Year Capital Improvement
Program across all funding sources totals $196.6 million; and
WHEREAS, the Public Works Department, in conjunction with other City
Departments ("Collectively "Departments"), desire to establish an on -call Library of
Professional Firms (hereinafter "Library") that identifies prequalified firms to perform
professional services on various projects included in the City's five-year Capital
Improvement Program; and
WHEREAS, the development of a three (3) year Library with two one-year
renewals, provides Departments the opportunity to either immediately select a firm for
a project or establish a brief, yet focused evaluation process amongst qualified firms,
thereby establishing an alternative to the standard Request for Proposal (RFP) process
that can take up to three months to complete; and
WHEREAS, a three (3)-year uniform hourly rate schedule for personnel and
overhead costs allows Departments to simplify and streamline future individual
Agreements with firms in the Library by focusing negotiated items to tasks and time; and
WHEREAS, nothing in this Resolution prevents or prohibits any City Department
from conducting an individual project solicitation by RFP or any other approved means
of procurement; and
WHEREAS, authorization of Agreements under this Library will comply with
Bakersfield Municipal Code Section 3.20.105; and
WHEREAS, on June 9, 2022, staff issued a public notice informing professional
surveying and mapping, architectural, and engineering firms of an opportunity to
respond to a Request for Qualifications (RFQ) process with the intent of qualifying

multiple firms to assist the City with a broad range of projects that were listed and
described within the solicitation; and
WHEREAS, on June 24, 2022, staff held a non -mandatory meeting with all
interested proposers to review the solicitation and answer questions; and
WHEREAS, on July 29, 2022, twenty-seven (27) firms responded to the City's
solicitation by formally submitting staff and firm qualifications and experience,
numerous project references, and their hourly billing rate schedule for consideration;
and
WHEREAS, the City assembled an evaluation committee made up of the
Recreation and Parks Department, Economic Development Department, Building
Department, and Public Works Department to review submittals and qualifying firms by
professional discipline; and
WHEREAS, the evaluation committee met on August 9, 2022 and August 18, 2022,
and developed the recommendation for the Library, as listed in Exhibit A attached
hereto and incorporated by reference herein; and
WHEREAS, a Uniform Hourly Rate Schedule, as provided in Exhibit B attached
hereto and incorporated by reference herein (hereinafter referred to as "Rate
Schedule"), has been developed by the Public Works Department by compiling the
submitted 2022 rate schedules from each qualified firm for various positions; and
WHEREAS, the qualified firms in the Library have agreed to the Rate Schedule
and its use when developing the negotiated cost for professional services related to all
personnel and overhead costs within individual project Agreements for the next three
years; and
WHEREAS, the City may review adjustments to the Rate Schedule that are tied to
the Los Angeles -Long Beach-Anaheim/All Urban Consumers Consumer Price Index at
the fourth and fifth renewal years, if those years are added to an Agreement; and
WHEREAS, funding for agreements will be paid for through project budgets as
approved or amended by City Council.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Bakersfield as
follows:
The above recitals are true and correct and are incorporated herein by
reference.
2. This Resolution designates an on -call Library of Professional Firms (Exhibit A)
that have been competitively selected, deemed qualified by experience
and expertise, and approved to enter into professional service
agreements with the City.

3. This Resolution establishes a Uniform Rate Schedule (Exhibit B) that
shall be used for developing personnel and overhead costs for the
professional services.
4. The City Manager and/or designee(s) are authorized to enfer into
agreements with qualified firms listed in the Library.
5. Agreements authorized between the City and firms in the Library
shall comply with the Bakersfield Municipal Code Section 3.20.105.
6. The City Clerk shall attest and certify to the passage and adoption of this
Resolution and it shall become effective immediately upon its approval.
