HomeMy WebLinkAboutRES NO 160-2022RESOLUTION NO! 6 G-®2 022 A RESOLUTION DETERMINING THAT FLEET VEHICLES CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING MULTIPLE VEHICLES WITH AN AGGREGATED TOTAL NOT TO EXCEED $3,000,000. WHEREAS, the City of Bakersfield is in need of fleet vehicles for purchase with funding for 2022-23 budget year; and WHEREAS, in recent years, Fleet staff has had difficulty purchasing vehicles due to limited availability, vendor order cancellations and vehicle lead times; and WHEREAS, the City desires to purchase eighty (80) new vehicles to replace vehicles that have reached the end of their useful life and vehicles needed for new programs or expansion of staff and/or public services; and WHEREAS, the eighty new vehicles have an estimated total cost of three million dollars ($3,000,000) and may be secured through a national cooperative purchasing company named Sourcewell which combines the buying power of more than fifty thousand government, education and nonprofit organizations, saving agencies time and money; and WHEREAS, Sourcewell's delivery time for some vehicles may not meet City Department emergency needs and these same vehicles may be obtained through open -market purchase through local and regional vendors; and WHEREAS, if on hand available stock is available from an open market auto dealers at a price equal to or less than a Sourcewell purchase, then the Finance Department would cancel the Sourcewell purchase, without penalty, and secure the vehicle through the open -market vendor; and WHEREAS, the Public Works Director and Fleet staff recommend this purchase option as a means to address critical equipment supply issues for replacement and additional vehicles and recommends that Council authorize dispensing with bidding requirements in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The Council hereby finds that the purchase of various vehicles can only be reasonably obtained from on hand available stock from auto dealers for the reasons set forth above. 3.
