HISTORIC PRESERVATION COMMISSION
MEETING OF AUGUST 16, 2022
MINUTES
Chair Stussy called the regular meeting of the Historic Preservation Commission to order
on Tuesday, August 16, 2022, at 4:05 p.m. at Conference Room B of City Hall North. Roll
call was as follows:

APPROVAL OF MINUTES:
1. Motion to approve minutes from the May 17, 2022 meeting.
Minutes approved: Motion made by Commissioner McCoy; Second by

OLD BUSINESS:
l . Review of Jastro Park Stage Restoration Project
Commissioner Stussy referenced the historic photo provided in the Agenda; citing
it as very poignant, and that when photos surface they have a lot to tell about the
past; the present blue paint had no historic precedent as the photo shows how it
should be. Mr. Gonzalez discussed historic photo —plans were not to include
balustrades but now they are present in photo; asked for input from Commission
to keep balustrades as part of design or to keep the stage open for easier viewing.
Commissioner Montgomery suggested construction drawings may be available
for review at the original architect's school (Mr. Gonzalez will look into this).
Commissioner Montgomery commented railings (balustrades) are not required at
the current height of the stage (under 36 inches). Commissioner McCoy expressed
concern about vandalism of ornamentation if it were present; also expressed
concern for anti -skateboarding measures being installed for the stage.
Commissioner Montgomery commented that omitting the balustrades to allow
unobstructed viewing of performances would be ideal; also questioned
conditions of the current lighting. Mr. Gonzales commented the electrical is in bad
shape; needs redesign. Commissioner McCoy commented he is leaning towards
less ornamentation for the purpose of utility. Chair Stussy stressed it is important to
preserve what is historic but doesn't see ornamentation needs to be inhibited and
asked if restoration work was delayed or had financial concerns. Mr. Gonzalez
explained that project is on hold till this HPC meeting; final documents ready in
late fall, bids late winter or early spring; funding unknown until final documents and
engineer's estimates are determined which is being done presently; construction
should start in mid spring. Chair Stussy requested Mr. Gonzalez's comments: Mr.
Gonzalez stated that he liked the original look of the stage but for practical
purposes, balustrades are in the way and do not make sense to retain. Chair Stussy
requested that the record show the feelings of the Commission as not wanting to
keep the balustrades as consensus. The Commission expressed support for the
Park Ranger program. The Commission discussed the possible need for fencing to
protect the restoration project and requests a further update from the Rec and
Parks Department. The Committee discussed what color the stage may have
originally been; Mr. Gonzalez surmises that the limestone color is original. Chair
Stussy thanked Mr. Gonzalez for his input.
NEW BUSINESS
None
COMMISSION STATEMENTS:
1. Commissioner McCoy announced at the Kern County Museum Neon Plaza there
are now 30 signs instead of 8 and discussed new signs coming to the Museum, as
well as a Native American education center that is under construction.
2. Chair Stussy requested a Mill's Act update. Principal Planner Griego explained
that work is still in progress due to other constraints and deadlines and letters of
support have been received. Chair Stussy requested a draft/update. Principal
Planner Griego recommends a future follow up and obtaining more letters of
support; will try to present to Council soon.
3. Chair Stussy requested various website updates to current information. Principal
Planner Griego explained this is maintained by the City Clerk; City Staff to follow
up with City Clerk for corrections.
4. Chair Stussy requested brochure updates. Principal Planner Griego
communicated updates would be at next HPC meeting.
5. Chair Stussy communicated that the Commission had the following
recommendations/comments:
a. A QR code on brochure so anyone can use a digital companion.
b. Want recognition certificates; requested update for next HPC meeting.
c. Neighborhood surveys
i. Principal Planner Griego communicated that past surveys were
provided to the Historic Preservation Consultant and they are
consolidating data and working on this. Chair Stussy expressed support
and thanks; requested to be involved in project/future meetings with
consultant.
d. Questions about an individual who may have applied for the vacant seat on
the Commission.
i. Principal Planner Griego communicated that recruitment is still open.
Chair Stussy requested updates as available.
e. Commissioners McCoy & Montgomery expressed support of a potential
commission member and will encourage application.
f. Chair Stussy informed the group that the Woman's Club of Bakersfield is having
a plaque installed in a few weeks —October 13 at 10 AM; there will be a
dedication and invited all to attend. Chair Stussy expressed that these plaques
would be something else to add to historic properties.
g. Commissioner Montgomery requested that the website have "The" added to
the Bakersfield Californian building listing. City Staff to follow up with City Clerk
who maintains website.
i. Chair Stussy mentioned the Big Shoe building. City Staff to draft a letter
of interest to the building owner.
6. The Commission expressed concerns over trash and vandalism in the City.
7. Chair Stussy inquired about a September meeting.
a. Principal Planner Griego communicated there is a plan to meet and give
updates on requested information.
8. Commissioner McCoy announced that the Santa Fe Caboose at the Kern County
Museum is the 401h building restored; now almost every building has been restored
in the last 5 years.
ADJOURNMENT:
The meeting adjourned at 5:04 p.m. by Chair Stussy.

The California Department of Transportation (Caltrans) in cooperation with the City of
Bakersfield proposes to beautify and enhance the State Route (SR) 204 corridor for its
users in the city of Bakersfield from Post Mile (PM) R 0.000 to 4.779.
There are two build alternatives: the build alternative and the no build alternative. The
proposed activities would install murals underneath Caltrans bridge structures located
along the corridor at Truxtun Avenue and the SR 204/SR 178 Interchange; removal and
replacement of vegetation on slopes at SR 204/SR 178 interchange; improved fencing
installations at the SR 204/SR 178 interchange and at SR 204 and 24th Street; sidewalk
gap closures and remediation along the corridor; bicycle lanes from SR 58 to Garces
Circle; utility box art wrappings; red stamped concrete replacement in the medians
and rock cobble in gores; screen planting along Truxtun Avenue; and free-standing
sculptural pieces and rock work on slopes at the SR 204/SR 178 interchange. No
additional right-of-way will be required. The project is state funded only.
Caltrans makes every effort to be responsible stewards of potentially significant cultural
resources within the project area. In an effort to fully analyze the potential impacts to
any historic properties, Caltrans is seeking comments from community representatives.
Caltrans welcomes any information regarding Cultural resources Within the project
area, any concerns you may have regarding the proposed project, or any other input
or concerns you might have.
