2. Ocie Crawford, True Love Tribe, spoke regarding the 5th annual award
banquet.
3. Tina Bengston, spoke regarding inconsistent street signage of Martin Luther
King Boulevard.
Councilmember Arias requested staff reach out to Ms. Bengston regarding the
signage of Martin Luther King Boulevard and review jurisdiction boundaries.

b. Receive and file department payments from September 9, 2022, to
September 22, 2022, in the amount of $28,092,946.06 and Self Insurance
payments from September 9, 2022, to September 22, 2022, in the amount of
$552,613.72, totaling $28,645,559.78.

C. Adoption of an Ordinance amending Bakersfield Municipal Code Section
17.06.020 by changing the official zoning map from One Family Dwelling (R-1)
to Regional Commercial/Planned Commercial Development (C-2/PCD) on
21.4 acres located south of Hosking Avenue west of South H Street. Applicant

j. Purchase of 80 vehicles
1. Resolution determining that up to 80 vehicles can most efficiently be
obtained through cooperative procurement bidding procedures from
National Auto Fleet Group, Watsonville, a Sourcewell contractor, and
authorizing the Finance Director to dispense with bidding thereof, not
to exceed $3,019,400.

2. Resolution determining that vehicles cannot be reasonably obtained
from cooperative procurement contractor and authorizing the Finance
Director to dispense with bidding thereof to purchase vehicles from
(open market), on -hand available stock from auto dealers, not to
exceed $3,000,000.

4. Appropriate up to $23,800 Equipment Fund balance to the Public Works
Department's Operating Budget within the Equipment Management
Fund to fund the purchase of up to 80 vehicles.

1. Approve the proposed Non -Exclusive License Agreement between the
City of Bakersfield and SiFi Networks, Bakersfield, LLC for a Citywide
Fiber Optic Network.

and any additional documentation to effectuate this Agreement and

P. Final Map and Private Improvement Agreement with Castle & Cooke

and Highgate Park Boulevard.

Annual Subscriptions for the Technology Services Department.

Councilmember Freeman announced he would abstain on item 7.p., due to
appearance of impropriety.
Motion by Councilmember Parlier to adopt Consent Calendar items 7.a. through 7.y.
Motion passed with Councilmember Freeman abstaining from item 7.p. and Vice -
Mayor Weir absent.
8. CONSENT CALENDAR PUBLIC HEARINGS
(Staff recommends conducting Consent Calendar Public Hearing and approval of
items).
a. Public Hearing to consider an Economic Opportunity Area Incentive
Program ($250,000) Grant Agreement with Strong Realty located at 828 East
California Avenue within the Old Town Kern EOA.

b. Public Hearing to consider a resolution for Specific Plan Amendment No. 22-
0086 approving an amendment to the West Ming Specific Plan Circulation
Element, Land Use Element, Zoning Element, and Park and Open Space
Element, on approximately 44.93 acres generally located west of the
intersection of South Allen Avenue and White Lane. Applicant and property
owner: Bolthouse Properties, LLC.

Motion by Councilmember Smith to approve the staff recommendation.
Motion passed with Councilmember Freeman abstaining on item 8.b. and
Vice -Mayor Weir absent.

13. COUNCIL AND MAYOR STATEMENTS
Councilmember Gonzales requested staff provide an update on the acceleration of
establishment of Care Court.
Councilmember Gonzales requested staff provide a report identifying the
subpopulations of unhoused individuals and any strategies to assist in housing said
individuals.
Councilmember Gonzales requested staff provide an update on the implementation
of a Homeward Bound Program to assist unhoused individuals to reunite with their
families in other states.
Councilmember Gonzales requested staff provide an update on identifying and
addressing the existing service gaps associated within the criminal justice system.
