2) PUBLIC STATEMENTS

3) ADOPTION OF THE AUGUST 23, 2022, AGENDA SUMMARY REPORT
Councilmember Patty Gray motioned to approve the adoption of the August 23,
2022 Agenda Summary Report as submitted. Motion was approved with
Councilmember Arias absent
4) STAFF REPORT
a. Staff update on the City’s efforts to address homelessness – Valdez
Assistant to the City Manager Anthony Valdez provided the committee with an
overview of past topics discussed at previous Ad Hoc meeting and an update on
City partnership data.
5) NEW BUSINESS
a. Discussion on Affordable Housing and tour of Pinewood Glenn Retirement Community – Valdez
Jason Cater, Economic Development Manager, former principal planner of
affordable housing. Mr. Cater provided a general overview of affordability, cost
burden and the implication on homelessness.
Stephen Pelz, Kern County Housing Authority Director, provided the committee
an explanation of housing authority services and the process of permanent supportive housing. Including an overview of the assessment completed to determine priority.
Committee member Gray spoke on the challenge of mental health services
asked what the City can do to speed up the Care Court process.
Chair Weir asked whether the City can implement their own version of Care
Court and not rely solely on County efforts for mental health and substance abuse. Assistant to the City Manager shared how the City’s federal grant investment into
rehabilitating Pinewood Glenn Retirement Community and introduced Grace
Paloma, Pinewood Glenn Manager, who shared abut the unique congregated
living.
The committee toured facility and one of the residents’ rooms, who was a referral from Flood Ministries. 6) COMMITTEE COMMENTS
Committee member Gray expressed her gratitude for having the opportunity
to see all the great work being done. Chair Weir echoed his appreciation and
noted the importance of getting out, that they care and are trying their best
to care of issues. 7) ADJOURNMENT Meeting adjourned at 1:15 p.m.
