HomeMy WebLinkAboutRES NO 185-2022RESOLUTION NO. 1 8 1-.® 2 02 2 A RESOLUTION DISPENSING WITH BIDDING PROCEDURES DUE TO AN EMERGENCY OPERATING CONDITION AT THE CITY'S MT. VERNON AVENUE RECYCLING FACILITY, AND AUTHORIZING QUINN COMPANY, TO PROVIDE A RENTAL GREEN WASTE TROMMEL SCREEN, NOT TO EXCEED SEVENTY- SEVEN THOUSAND FOUR HUNDRED AND TWENTY- THREE DOLLARS AND FIFTY-SIX CENTS ($77,423.56). WHEREAS, CONTRACTOR represents that CONTRACTOR is experienced, well qualified and a specialist in the field of screening curbside green waste and commercial food waste; and WHEREAS, the Mt. Vernon Recycling Facility (Facility) is currently experiencing a back log of waste material due to equipment downtime; and WHEREAS, the Facility will incur great expense and risk of fire if the 450 tons of daily incoming curbside green waste and commercial food waste are not processed in a timely manner; and WHEREAS, City desires to rent a trommel screen from CONTRACTOR for the Facility to process the backlog of materials to reduce the risk of fire at the Facility and the surrounding community; and WHEREAS, the Public Works Director recommends the City Council find that said work, supplies, equipment and materials necessary to rent a trommel screen from Quinn Company at the Facility while the CITY reduces down the backlog of recycled materials it is of urgent necessity for the preservation of life, health or property and that the Council authorizes dispensing with bidding requirements in accordance subsection DA of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The City Council finds and declares that the foregoing recitals are true and correct and are hereby incorporated fully as a material part of this Resolution and based upon such matters, the City Council makes the additional findings set forth herein below. 2. The Finance Director is authorized to dispense with bidding in accordance with Section 3.20.060 of the Bakersfield Municipal Code.' SAFILING1400 CONTS & AWNTSTY_2223 v Page 1 of 3 Pages ORIGINAL 3. The expenditure of funds for Quinn Company to provide a rental of a curbside waste trommel screen for the Mt. Vernon Recycling Facility shall not exceed Seventy -Seven Thousand Four Hundred and Twenty -Three Dollars and Fifty -Six Cents ($77,423.56). 4. The City Clerk shall attest and certify to the passage and adoption of this Resolution and it shall become effective immediately upon its approval.
