HomeMy WebLinkAboutRES NO 184-2022RESOLUTION NO. 4 2 ®2 A RESOLUTION DETERMINING THAT A FIRE DEPARTMENT BATTALION CHIEF VEHICLE CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING FOR THE PURCHASE OF A UTILITY VEHICLE NOT TO EXCEED $70,000. WHEREAS, the City of Bakersfield is in need of a Battalion Chief utility vehicle for purchase with funding for 2022-23 budget year; and WHEREAS, in recent years, Fleet staff has had difficulty purchasing vehicles due to limited availability, vendor order cancellations and vehicle lead times; and WHEREAS, the City desires to expedite the purchase of a utility vehicle to replace a vehicle that has reached the end of its useful life; and - WHEREAS, vehicle manufacturers are not currently taking orders on new vehicles until some time in 2023 and orders may not be delivered until 2024; WHEREAS, vehicles may be obtained through open -market purchase through local and regional auto dealerships; and WHEREAS, if on hand available stock is available from an open market auto dealers at a price equal to Manufacturers Suggested Retail Price plus a 20% contingency amount (currently $53,715 MSRP plus taxes/license and 20% contingency) for a total not to exceed $70,000, then the Finance Department could secure the vehicle through an open market procedure; and WHEREAS, the Public Works Director and Fleet staff recommend this purchase option as a means to address critical equipment supply issues for a replacement Battalion Chief utility vehicle and recommends that Council authorize dispensing with bidding requirements in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2.
