A RESOLUTION OF THE CITY OF BAKERSFIELD
APPROVING ANNUAL RENEWAL OF SUPPORT
AND MAINTENANCE SERVICES FOR VERSATERM'S
RECORDS MANAGEMENT SYSTEM (RMS) AND
COMPUTER AIDED DISPATCH SYSTEM (CAD)
SOFTWARE NOT TO EXCEED $390,000 PER YEAR.
WHEREAS, in April 2002, the City Council authorized the purchase of Versaterm's
Records Management System (RMS) and Computer Aided Dispatch System (CAD)
software for the Bakersfield Police Department; and
WHEREAS, the support and maintenance of the software is essential to keep the
software upgraded and running efficiently, and is critical should the software, for any
reason, fail; and
WHEREAS, in 2005 the City Council passed Resolution No. 066-05 authorizing up to
$250,000 annually for maintenance costs to Versaterm; and
WHEREAS, in 2016 the City Council passed Resolution No. 004-16 authorizing up to
$350,000 annually for maintenance costs to Versaterm; and
WHEREAS, the Police Department has grown in staffing levels and enabled new
features within the product; and
WHEREAS, the City has also recently added a Park Ranger Program, which will
increase the use of the RMS and CAD systems; and
WHEREAS, the City desires to renew the support and maintenance service annually
without further City Council action as long as the cost does not exceed THREE HUNDRED
NINETY THOUSAND DOLLARS ($390,000) and as long as it remains efficient to continue to
utilize the RMS/CAD software.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1 The above recitals are true and correct and incorporated herein by
reference.
2) The Director of Information Technology or designee is authorized to
annually renew the maintenance and support for Versaterm's Records
Management System (RMS) and Computer Aided Dispatch System (CAD)
system being utilized by the Bakersfield Police Department and Recreation

& Parks Department without further City Council action, provided that the
cost of such renewal does not exceed THREE HUNDRED NINETY THOUSAND
DOLLARS ($390,000) per year as long as the City of Bakersfield is utilizing the
software.
HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the
Council of the City of Bakersfield at a regular meeting thereof held on December 14,
2022, by the following vote:
