Motion by Vice -Mayor Weir to adjourn to Closed Session at 4:04 p.m.
Motion passed with Councilmembers Arias and Gonzales absent.
The Closed Session meeting was adjourned at 4:04 p.m.
Meeting reconvened at 4:48 p.m.
5. CLOSED SESSION ACTION
a. Public Employee Performance Evaluation - City Attorney; Closed Session
pursuant to Government Code Section 54957(b) (1)/54957.6.
By a unanimous vote, direction was given to bring back an amendment to
the City Attorney's contract to add the same longevity bonus provided to
sworn personnel.

Motion by Vice -Mayor Weir to appoint to the Bakersfield Youth Commission,
Binay Brar, as the alternate member for Ward 4, term to expire July 2023, and

Counsel, Natalie Santamaria and Ashley De La Rosa spoke in opposition to the
staff recommendation.
Josh Taylor, Herts Ramirez, Joe Burnett, Randy Giumarra and John Simpkin
(written material provided), Daniel Socorro spoke in favor of the staff
recommendation.
Emma De La Rosa, Leadership Counsel spoke in rebuttal opposition to the
staff recommendation.

Councilmember Arias requested staff to provide visuals of what it is going to
look like from a pedestrian and bicyclist prospective and communicate with
local school districts to make sure there are proper pathways for students to
get to and from school.
Motion by Councilmember Parlier to close the hearing and reschedule for
November 16, 2022, Council Meeting. Motion unanimously approved.

Motion by Vice -Mayor Weir to adopt item 12.a. Motion unanimously

13. COUNCIL AND MAYOR STATEMENTS
Councilmember Freeman attended conference in Dallas and shared regarding
urban land institute.
Councilmember Parlier requested the Planning and Development Committee review
the landscaping plans along Highway 99 to improve the aesthetics of the areas
bordering the highway.
Councilmember Parlier requested the Safe Neighborhoods Committee review the
potential of purchasing equipment for mosquito abatement to assist Kern Mosquito &
Vector Control District in mitigating the mosquito issues in Bakersfield.
Vice Mayor Weir requested staff review the possibility of allocating the annual cost
saving from Phase 1, Citywide Solar Project, into an EOA, alternative public project,
where residents can benefit directly from the savings.
Mayor Goh expressed her appreciation to staff regarding the Economic Summit.
