a. Resolution No. 190-2022 declaring the results of the General -
Municipal Election for the election of Councilmembers for Wards 1,
3, 4 & 7, and Charter Amendment Measure L, held in the City of
Bakersfield on November 8, 2022.
(Staff recommends adoption of the resolution.)

Councilmember Freeman wished everyone a Merry Christmas and Happy
New Year and congratulated Vice -Mayor Gonzales on his appointment to
Vice -Mayor.
Councilmember Gray congratulated Vice -Mayor Gonzales on his
appointment and Colleagues on their re-election and election. She
expressed her appreciation and thanked staff for their support regarding
the success of the Veterans World War II Memorial at Jastro Park.
Councilmember Gray requested staff improve the appearance of the
Amphitheater located at Jastro Park.
Councilmember Gray wished everyone a Merry Christmas and Happy
New Year.
Councilmember Smith excited to see that a new bike path opened in
Ward 5, this will serve the community well. He expressed his concern with
safety in our streets.
Councilmember Arias expressed his concern regarding street safety as
well.
Councilmember Arias suggested Vice Mayor Gonzales establish an Ad
Hoc Committee on Multimodal Transportation and Traffic Safety.

Vice -Mayor Gonzales congratulated and made comments to his
colleagues on their re-election and welcomed newly elected
Councilmember Kaur; thanked his colleagues for his appointment as
Vice -Mayor.
Vice Mayor Gonzales requested staff schedule a City Council Workshop to
discuss and review the City Council Goals and Objectives within the next
60 days.
Vice -Mayor Gonzales thanked Councilmember Arias for the
recommendation of the Ad Hoc Committee on Multimodal Transportation
and Traffic Safety and would like to appoint Councilmember Arias to serve
as Chair joined by Councilmembers Smith and Kaur as committee
members. Committee to meet prior to February 8th City Council meeting.
The Committee to review safety improvements to help reduce traffic
fatalities.
Vice Mayor Gonzales requested staff to agendize at a January City
Council Meeting, a City Charter review commission that was referred by
former Councilmember Parlier and coordinate with Moss Adams to review
the City Charter and prepare an analysis comparing it to the benchmark
cities, in particular Article III, Legislative Department.
Vice -Mayor Gonzales expressed his appreciation and thanked staff for
their support regarding the Veteran's World War II Memorial at Jastro
Park; wished everyone a Merry Christmas and Happy New Year.
Mayor Goh expressed her congratulations to newly elected and re-
elected Councilmembers; expressed her appreciation regarding the
World War II Memorial and the Kern County Holocaust Memorial
composed of 6 million buttons; thanked her colleagues for their support
and service and wished everyone a Merry Christmas and Happy New
Year.
