3. ADOPTION OF THE NOVEMBER 22, 2022, AGENDA SUMMARY REPORT
Motion by Councilmember Arias to adopt the November 22, 2022 Agenda Summary Report.
Motion passed with Councilmember Weir absent.
4. STAFF REPORT
a. Staff update on the City's efforts to address homelessness
Assistant to the City Manager Valdez, announced that the committee is now the
Housing and Homelessness Committee and a standing committee as well. He
introduced Jenny Byers, ECD's Assistant Director, who manages housing development
and Crystal Rubio, Assistant to the City Manager, who Is responsible for homelessness
coordination; they are the Housing and Homelessness team for the City of Bakersfield.
Assistant to the City Manager Valdez gave a PowerPoint on the City's efforts to address
homelessness, which included a review of the items that were covered at last years
meetings and the committee's key accomplishments.
5. NEW BUSINESS
a. Discussion Regarding an Overview of the Committee's Work in 2022
After presentation by Homeless Services Principal Carter.
b. Discussion and Recommendation Regarding a Family Reunification Initiative
Assistant to the City Manager Valdez gave a presentation on the proposed Family
Reunification Project
C. Discussion and Recommendation Regarding a Homeless Prevention Program
Homeless Services Principal Carter gave a presentation on the Proposed Homeless
Prevention Program.
d. Approval of the 2023 Committee Calendar
Motion by Councilmember Weir to approve the 2023 Housing and Homelessness
Committee Calendar. Motion passed unanimously.

haThe City ofn i akhousing Development Services Department collects data on the number
of residential housing unit permits that were issued which signify the beginning of
development of new housing.
The City of Bakersfield contracts with Greater Bakersfield Legal Assistance
GBLAInc. to provide 1) fair housing education and }raining, 2) fair housing
outreach, 3) fair housing complaints and investigations, 4) enforcement and
referrals, and 5) landlord -tenant housing dispute resolution. GBLA also
administers the City's Fair Housing Prcgrom.

INV ]o program. Hope to Home is a deferred loan program to make

Habitat The City of Bakersfield contracts with Habitat for Humanity and Staples Energy for the
for Humanity` Home Repair and Weatherization Program. This program helps qualified
wme�emm`" homeowners receive necessary home repair and weatherization improvements. The
program was recently released, target areas were canvassed, and three
applications have been submitted and are under review.
The City of Bakersfield aims to ensure every Bakersfield resident has
access to safe, secure, and affordable homes that meet their needs.
The City contracts several companies to design, construct, and
operate affordable housing projects.

program serving multiple City functions, including but not limited to
downtown ambassadors, green solid waste, high -way clean-up, animal

Jobs Center building was completed in December.
