HomeMy WebLinkAboutRES NO 018-2023RESOLUTION NO. 01 8- 2 02 3 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD RECINDING RESOLUTION NO. 80.97 AND ADOPTING A NEIGHBORHOOD TRAFFIC CALMING PROGRAM (NTCP) FOR THE CITY OF BAKERSFIELD WHEREAS, the City of Bakersfield has an ongoing commitment to increase roadway safety for all users and reduce, to the extent feasible, adverse traffic impacts, which is consistent with City Council goals of enhancing public safety and quality of life; and WHEREAS, the City's 22-23 Fiscal Year Budget included funding to develop an improved neighborhood traffic calming program and toolkit that provides for a rational and progressive approach to neighborhood traffic calming; and WHEREAS, the Public Works Department has worked with a nationally recognized consulting firm and has developed a Neighborhood Traffic Calming Program (NTCP) to replace the City's Policy on the Use of Road Undulations for Traffic Speed Control on Public Streets adopted by City Council Resolution No. 80-97 on May 21, 1997; and WHEREAS, the NTCP provides a toolbox of solutions for City staff to consider for implementation in a progressive manner and on a case -by -case basis to address issues such as cut -through traffic, reckless driving, and excessive vehicle speeds in residential neighborhoods; and WHEREAS, the NTCP is intended to be used as a guide for City staff and to inform residents about the processes and procedures for identifying and implementing neighborhood traffic calming measures; and WHEREAS, the NTCP does not mandate implementation of any particular traffic calming measures, but rather provides a process for the City and the public to identify localized traffic safety issues and evaluate possible solutions to improve the safety and quality of life for everyone using the City's streets; and WHEREAS, the City conducted a public involvement program that included one community workshop, one community outreach event, two informational o gNKFq� m e Page 1 of 3 ` 0RIGINA" P! presentations to organizations, and an opportunity for the entire community to share thoughts and opinions via an online web site; and WHEREAS, the City Council therefore desires to rescind and replace Resolution No. 80-97 with the proposed NTCP as set forth in the City of Bakersfield 2023 Neighborhood Traffic Calming Program Report, as amended below. NOW, THEREFORE, BE IT RESOLVED by the Bakersfield City Council as follows: t. The above recitals are found to be true and correct and incorporated by reference herein. 2. City Council Resolution No. 80-97 addressing the Use of Road Undulations for Traffic Speed Control on Public Streets is hereby rescinded. 3. The City Council approves the Bakersfield 2023 Neighborhood Traffic Calming Program Report attached hereto as Exhibit A and incorporated herein by reference to establish the Neighborhood Traffic Calming Program in the City of Bakersfield. Per motion by Vice Mayor Gonzales and unanimously approved by the City Council, the Program is adopted with the elimination of the public participation requirements set forth in the Report, requiring instead public notification for participation. City staff is directed to review and revisit the point prioritization system and incorporating the use of demonstration projects in the Program. i ore.
