E. Social Media Content Creation— Social Media Committee Chairperson— Zechariah Garcia: Zechariah wants to
use social media to introduce KBBC members to the community. Part of the purpose would be to inform
community members how they could help support KBB plans of action.

Task: KBBC members to coordinate availability and locations for video content creation with Zechariah Garcia
F. Update Keep America Beautiful (KAB) Cigarette Litter Collections Stand Grant — John Enriquez
John is the new lead for this grant project. Last week, Brooks Douglas did a presentation to the Downtown
Block to Block program for those participants consideration to accept the granted in -kind gift from KBB. Gift
recipients will have to sign a form from KBB that staff created for this project. Some locations downtown
may need an encroachment permit or rider to an encroachment permit. Monica Cater would like an image of
the container available for interested parties.
Task: Jessica Felix will reach out to GET Bus about their interest in placing them at bus stops.

website now and a team has signed up, however Jessica Felix is awaiting confirmation from City
Technology Services about how volunteer crew captains and crew members are linked and made aware of
each other through the Survey Monkey registration and Excel data collection.
D. Guest Presentation: Recycling Lives — Sean Mullens & Sal Moretti, Recycling Lives: Sal Moretti of Kern County
Employment Training Resources introduced Sean Mullens of Recycling Lives. Recycling Lives helps local adults
prepare for the workforce by providing certifications and training. A key part of training includes teaching
behavior that helps a person get and keep a job. Recycling Lives has recycled glass landscape mulch that is safe to
the touch. They are looking for demonstration projects to utilize the landscape mulch. Recycling Lives is interested
in collaborating with KBBC on a demonstration project. The demonstration projects would be to help Recycling
Lives navigate entering the market as a retailer of recycled glass.
E. Clean City Ambassador Recognition Program — Brianna Carrier: The City is developing a recognition program. She
would like the KBB Social Media Subcommittee and [Education]/Image Subcommittee to help. It will be a mayoral
recognition program that will include online recognition. Still in development is how residents could achieve the
recognition. For example, a commitment to do regular cleanups in their neighborhood could be a way to be
recognized.
F. Save the Date: Saturday, March 25, 2023, Clean California Community Day — Vice Chairperson: From March 17-
27, will be Clean California Community Days. Caltrans would like KBB to provide volunteers fora Caltrans District 6
led community service project on Saturday, March 25. John Enriquez is open to leading a project on a weekday
during this time frame. At the KBB January special meeting, KBBC said that they would try to have about 50
volunteers for the activity.
G. Special Projects and Programs Funding Update —Staff
1. Vote to move funds from KAV634 KBB General Fund accordingly: $3,500 to KAV633 Murals, $3,000 to
KAV629 Promotions/Advertising for swag, and $2,500 to KAV608 for Pacific Gas and Electric Company to
receive a minimum of Gold level GAC 2023 sponsor recognition and benefits.

VI. Staff, KBBC, and Advisory Board Comments
Brooks Douglass: Thanked everyone for their contributions and looks forward to doing more together.
Brianna Carrier: She mentioned that the City Economic and Development Department has a home repair and
weatherization program. Grants for $15,000 are available to owner occupied residences that meet certain income
requirements. The funding could be used for energy efficacy and fagade upgrades. More information is available on
the City website now. The City is also working on prosperity neighborhoods. Examples include Niles St. & Monterey St.
and the TCC Dr. Martin Luther King, Jr. area. In follow up to prior KBBC inquiry about collaborating with canal agencies
to allow KBB volunteers to clean up canals, the City is talking to Kern Delta about the possibility of scheduling a
cleanup day for the canal by Niles St. & Monterey St. Ray Scott offered to help promote related upcoming volunteer
day(s) to Rotary groups.
Cathy Butler: She thanked Brooks Douglass for participating in the Block to Block meeting.
John Enriquez: At the next KBBC meeting, he would like to present a report about pedestrian trash receptacles
Downtown and in Old Town Kern. The report is to take a closer look at ones already in place that need repair and
where new ones could be placed. The first Litter Subcommittee meeting with Caltrans this calendar year is set for
Tuesday, February 14 at 1 PM.
Zechariah Garcia: KBBC member generated social media content meetings could be online and content elements for
review could be submitted to Zechariah online.
Monica Cater: She announced that today is her last day as a KBBC member. She became involved with KBBC shortly
after she moved to Bakersfield about 6 years ago. She's resigning due to more commitment to her employer that
includes increased travel. She appreciates KBBC and encouraged KBBC to ask her to volunteer.
Jessica Felix: She thanked Monica for her contributions to KBBC. She thanked Brooks Douglass for serving as KBBC
Temporary Chairperson in January through today. She welcomed the new KBB Advisory Board members. She also
mentioned that Mayor Karen Gob recognized The Retirees Pick Up Group at the City Council Meeting earlier this week.
The recognition was for the group's 10-year anniversary volunteering for the community. Their volunteerism has been
primarily through KBB.

Meeting With Caltrans
Litter Committee Minutes
Tuesday, February 14, 2023, 1:00 PM

1. Welcome and Introductions. The meeting was called to order at 1:02 p.m. Present
were John Enriquez, Jason Maio, Angie Jenkins, Cody Miller, Shavonne Conley,
Carole Enriquez, Jennifer Nishikawa, Luda Fishman, Sean Cacal, Jessica Felix, Sal
Moretti, David Madding, Amarjit Dhaliwal, Eric Sanchez, Jamal Mussa, John Lorance,
Mayor Karen Goh, Douglas McNeiece, Maria Montoya, Edward Offerding, Steve
Montgomery, and Ruben Suarez.
2. Clean California Update — Jennifer Nishikawa, the Clean California
Coordinator gave an overview of the Clean California Community Days to be held from
March 17 - 27, 2023. There will be a District 6 kick-off event in Fresno with a tree
planting. The governor may visit. Clean California will be present at many events
including a Spring Festival in Taft. Other activities include several tire amnesty days in
Taft, Shaker and Bakersfield and a statewide Litter Stand Down for Caltrans
employees to be out in force on the freeways. Local cleanups are encouraged during
the Community Days and can be tracked on the website where dates will be added
regularly. Litter pickers and bags will be provided by Caltrans. There is an online
signup for groups so the various activities can be tracked and placed on the map so
the public can access information on local activities.
Jessica Felix asked if the Clean California logo can be used on marketing materials for
the March 25 activity Keep Bakersfield Beautiful had been planning to support. The
answer was yes, such uses are encouraged. Mayor Goh offered Bakersfield as an
always excellent test site for any beautification activities. John asked for clarification on
the hours for the Caltrans activities on March 23 and 25. The Litter Stand Down on the
231d will be an all -day event. On March 25, Caltrans office employees will participate in
a contest to pick up litter for a few hours. The hours will vary. John asked if he would
need a permit to clean on and off -ramps on the March 25. Jason said yes, and he is
the direct contact for the permits.
Shavonne addressed questions regarding the Garces Circle project. Hopefully this
project will be out to contractors this month or in early March. Brianna Carrier is still
seeking a contract for art associated with that project. Hopefully construction will begin
in late summer or early fall at a cost of $1,062,000. Unfortunately, lighting can only be
installed on the Caltrans right-of-way so new lights for the underpass will be located
under the columns at the sidewalks.
On Route 204 there will be sidewalk, art and repainting to the Garces Circle. On
Brundage to California they will take a lane to make a pike path and limit parking in
some places.
3. Caltrans Projects Update — Caltrans
Besides the projects covered by Shavonne, at California Avenue and 99 there will be
safety improvements to include fencing, art, and upgrades to electric and sprinkler
systems.
Amarjit Dhaliwal also gave an update on the TRIP projects.
Jason is working on drought tolerant landscaping at Hoskings and Highway 99 to
include trees and agave bushes. It is hoped this will provide a template to use for other
on and off ramps. Sal suggested that recycled glass made by Recycling Lives be
considered for the landscaping. He and Jason will meet to discuss this further.
4. AdoptAHighwayUpdate— Caltrans
Maria reported that five new groups have recently been permitted. She in encouraging
all Adopt -A -Highway participants to plan something during Clean California Community
Days. She has many outreach activities planned and hopes to be at the Great
American Cleanup.
5. City of Bakersfield Solid Waste Director - Luda Fishman
Luda Fishman described her thirteen years with the City of Bakersfield Solid Waste
Department followed by a stint at the City Water Department. She is glad to be back
with Solid Waste and looks forward to working with the group.
6. City of Bakersfield General Services Superintendent — Sean Cacal
Sean reported that the City of Bakersfield will perform graffiti removal in portions of the
county thanks to a new contract. They are working on hiring four techs. They will work
only 6 - 8 feet from curbs and on public objects like lights, signs, etc. Sean is also
working with Juan at Caltrans on a similar contact to cover soundwalls and on and off
ramps on 99 and 58. This is still being planned due to staffing changes, but Jason will
set up a meeting to restart talks. Sean said that while the focus would be graffiti
removal in safe places, Caltrans help might be needed with traffic control in a limited
number of areas.
7. Keep Bakersfield Beautiful Update — Jessica Felix
The 20thAnniversary of the Great American Cleanup is scheduled for Earth Day, April
22, 2023. This national event should attract a few thousand volunteers. Mayor Goh
has a special $500 first prize plus trophy, as well as a $250 second place prize from
Affordable Dental Care to encourage high school participation in the cleanup. The
participation is not limited to students. If anyone would like to nominate an area to be
cleaned during the Great American Cleanup, get details to Jessica.
8. Freeway Litter Partnership Update
Ruben Suarez of Caltrans reported that The Open Door Network has three SPP crews
who collected 2,800 bags of litter this year. He provided other litter removal statistics as
well. He reported they were using large barrels to make temporary fencing harder for
the homeless to breach. He said not tarping loads on 58 was a huge problem on the
way to the dump. He asked Mayor Goh for help. She asked him for photos which she
will forward.
David gave an update on The Open Door Network crews. He said the program was
growing with the ink now dry on an expansion in Taft which should be up and running
in a month.
He also reported that there has been no update to expand services of the Street
Ambassador program in downtown Bakersfield, but they continue to clean the usual
areas.
Eric Sanchez reported that Veterans Service crews continue to work on removing litter
and vegetation. So far this year 7,486 bags of brush and trash have been removed by
the crews. Usually there are 6 - 8 personnel per day, but sometimes as few as 4.
9. Committee Member or Public Comments
Steve Montgomery suggested that gray and black signs would be better to showcase
the memorial signs on freeways, to set them off from the usual green and white
directional signs. Jason and Steve will get together on the possibilities given federal
requirements for signage on the Caltrans right-of-way.

Cathy Butler called the meeting to order at 1:38 p.m. Cathy Butler gave a brief history of the
KBB Advisory Board.
Stephen Montgomery presented a list of potential future projects and was pleased that several
projects on his list have been taken care of. Stephen then reviewed his list of suggestions that
have not been addressed, such as limited access to alleys with targeted hours to deter vandals and
taggers; graffiti removal, instead of painting walls with paint that doesn't match, chemical assist
power washing instead, and Caltrans signs for memorials use a different color than the signs that
give direction, suggested color grey with black lettering.
J-P Masuda said property owners still having big issues of breaking and entering, but at some
of their commercial buildings such as 7/11 the playing of classical music is successful in
discouraging loitering. Lighting is a big way to discourage vandals. Cathy suggested in
addition to security that we consider ways of lighting areas that are decorative.
Evelyn brought up her concerns of illegal dumping in the foothills. Stephen suggested she
contact Kern County Public Works to discuss what is currently on the books and suggest fines or
making violators pickup what they dumped. Evelyn also was concerned with the excessive
trash at the parks. It was suggested Evelyn contact the Park Rangers to see if they could
give out citations.
Discussion regarding model cities we could emulate were Santa Clarita or San lose, with laws
that are working to keep areas clean and safe. Cathy will be attending a conference in San Jose at
the end of this month and will bring back info.
Evelyn was also concerned about areas in the city that do not have proper street lighting.
Will check with representative from the city if they are plans for additional lighting in the future.
