2201 Taft Highway, Bakersfield, California 93313  202102‐8081  4  Fulcrum Resources Environmental   This Underground Storage Tank Removal Report (Report) has been completed and submitted by Fulcrum  Resources (FR) Environmental for the removal  of one single‐walled fiberglass‐wrapped steel 20,000‐gallon  capacity Underground Storage Tank (UST) located at 2201 Taft Highway, Bakersfield, California (subject  property, depicted in Figure 1). The work was conducted on behalf of Bakersfield 119 LLC, for the City of  Bakersfield Fire Department. FR was retained by Bakersfield 119 LLC to conduct soil sampling and prepare the  removal report for the UST removal project.     1.0  Scope of Investigation    The objective of this investigation was to remove one, single‐walled, fiberglass‐wrapped steel UST with an  estimated 20,000‐gallon capacity. Following UST removal, the UST excavation was backfilled with the existing  excavated soil to pre‐removal conditions.    FR performed the following scope of work:     Observed the exposing of the tank, tank content removal, tank rinse, rinsate removal, and waste  disposal.    Observed the exposing and removal of product lines and dispenser islands.   Collected soil samples from tank excavation floor, dispenser islands, product lines, and soil stockpiles.    Observed the excavation backfill with existing excavated soil.   Drilled and sampled two 50‐foot soil borings in the vicinity of the southern‐most fuel dispenser island  area.    2.0 Property Description    The subject property lot is currently an unoccupied paved concrete and asphalt lot undergoing redevelopment.  Figure 2 illustrates the subject property layout and site photographs are included in Appendix A.    According to available historical aerial photographs, the subject property appears to be developed with a fueling  station from sometime prior to 1952. Based on conditions encountered during tank removal activities, the fueling  station no longer exists, and the subject property appears to be mostly undeveloped.      3.0 Environmental Setting    3.1 Regional Physiographic Setting    The United States Geological Survey (USGS) Gosford, California Quadrangle 7.5‐minute series topographic map  was reviewed for this Report.  According to the map, the subject property is approximately 351 feet above mean  sea level (MSL).  The contour lines in the area of the subject property indicate the area is within a generally flat  area with regional topography declining faintly towards the south. The project location on a topographic map is  depicted on Figure 1 at the end of this report. The subject property is located within the San Joaquin Valley.  The San Joaquin Valley is generally considered to  be bounded on the east by the Sierra‐Nevada Mountains, on the west by the Coast Range, the south by the San  Emigdio and Tehachapi Mountains, and on the north by the Sacramento‐San Joaquin Delta.     Subsurface soils encountered during the UST removal activities included poorly graded sand, silty sand and silt  to approximately 50 feet below ground surface (bgs; the maximum depth explored).      4.0 UST Removal Procedures    4.1 UST Removal Activity Oversight    The field activities are documented by photographs which are included in Appendix A. A UST removal permit was  obtained from the City of Bakersfield Fire Department by the removal contractor, Shancor, Laguna Hills, California  (Appendix B).    Prior to the removal of the UST, the soil surrounding the UST was excavated and stockpiled nearby for potential  use as backfill material. The excavation had an approximate area of 40 by 18 feet. In addition, the product lines  and dispenser stations were removed.     On February 25, 2021, a vacuum truck operated by Able Environmental Vacuum Truck was deployed at the  subject property for cleaning and removing the tank contents, and to ensure that vapor concentrations had been  reduced to below the lower explosive limit for the hydrocarbon contents of the tank prior to removal of the UST.     Able Environmental Vacuum utilized a high‐pressure sprayer hose to rinse the tanks, and subsequently removed  the rinsate (using the vacuum truck), until the UST was adequately cleaned for transport and disposal.     Following the tank closure certification process (see Appendix C), the UST was removed from the excavation by  a crane and placed on a trailer for transportation to SA Recycling, 2000 E Brandage Lane, Bakersfield, California.  The UST was constructed of fiberglass wrapped steel, and had an estimated volume of 20,000 gallons.  No  identification tags were observed on the tank.      Subsequent to sampling, the excavation pit was backfilled with stockpiled overburden soil.    4.2 Soil Sampling Procedures     4.2.1 UST and Fuel Dispenser Sampling  The UST was removed from the subject property on February 25, 2021. Following UST removal, three (3) soil  samples were collected from underneath the footprint of the UST (samples T1‐N, T1‐C, and T1‐S), at a total depth  of approximately 16 feet bgs. Three (3) soil samples were collected from the former fuel dispensers (D1‐S, D2‐C,  and D3‐N) at depths of 4 feet bgs. Three (3) soil samples were collected from the former product line locations  (PL‐N, PL‐C, and PL‐S), at depths of 4 feet bgs. Four (4) composite soil samples were also collected from the  stockpile locations.  Figure 2 illustrates the soil sample locations. At each location, soil samples were collected into laboratory‐supplied, clean glass jars with Teflon‐lined lids. No  headspace was present within the soil sampling containers once the sample was collected. The collected samples  were labeled, each with their specific sample number, and placed in an ice chest. The sample numbers and times  of collection were recorded on the chain of custody.     Soil types encountered during the course of sample collection from the former UST, fuel dispenser, and former  product lines consisted of silty sand and poorly graded sand. The stockpile samples all consisted of sand with silt.  Active monitoring for volatile organic compounds using a photoionization detector (PID) revealed none of the  soil sample locations contained detectable VOCs.  The samples were examined for evidence of contaminants,  such as odors and visual indications of discoloration.  No visual evidence of impact was observed.  Soil sample  logs are included in Appendix D and represented on Figure 2.    The collected soil samples were preserved in an ice chest and kept at 4 degrees Centigrade sample preservation  temperature. Samples were delivered the same day to American Scientific Laboratories, Los Angeles, California,  under proper chain‐of‐custody procedures (Appendix E).     4.2.2 Deeper Soil Boring Sampling  Because one soil sample from the dispenser area contained elevated TPH as diesel, two deep soil borings were  proposed, as described in Fulcrum’s Work Plan dated August 20, 2021.    On October 22, 2021, FR contracted GeoRockers Drilling of Monrovia, California to advance soil borings at the  subject property to assess possible contaminants in subsurface materials based on the elevated concentrations  of TPH as diesel at the southern‐most fuel dispenser area.     All of the samples were submitted to American Scientific Laboratories, Los Angeles, California, a State of  California certified laboratory, using standard Chain of Custody Protocols.  Two soil borings were advanced to  depths of 50 feet bgs site using Geoprobe® 6700 track‐mounted drilling equipment, as depicted on Figure 2 at  the end of this report.  Soil samples were screened in the field at approximate 10‐foot intervals using a  photoionization detector (PID) for volatile organic compounds at all of the soil borings.  Soils recovered were  logged using the Unified Soils Classification System (USCS).  The assessment activities were conducted under the  supervision of FR’s California Professional Geologist (PG). Soil boring logs are provided in Appendix F.    Soil samples were collected with a Geoprobe Large Bore Sampler that measures 2 feet by 1.5 inches and is  capable of recovering discrete samples inside removable liners that measure up to 320 mL in volume.  The liner  is a thin‐walled tube that fits inside the sample tube, facilitates retrieval of the sample, and may be used for  storage when applicable.  No headspace was present in the tube once the sample was collected.  When a soil  sample was collected, both ends of a given tube were immediately covered with Teflon tape, capped with  polyethylene lids, and packed in an ice chest to maintain a minimum 4 degrees Centigrade temperature to  minimize potential volatilization prior to delivery to the laboratory.  The samples were labeled with the sample  identification number and the sampling depth.      The collected soil samples were preserved in an ice chest and kept at 4 degrees Centigrade sample preservation  temperature. Samples were delivered the same day to American Scientific Laboratories, Los Angeles, California,  under proper chain‐of‐custody procedures (Appendix G). Soil sample and soil boring logs are provided in Appendices D and F.  Soil samples were screened in the field for  volatile organic compounds using a photoionization detector (PID) instrument.  Field indicators of potential  chemical impact, including discoloration, degradation, or odor, or elevated PID readings were not identified in  any of the soil samples collected from the borings.      Soil encountered during drilling consisted of interbedded silt, silt with sand, silty sand, well graded sand to a  maximum drilling depth of 50 feet bgs.      6.0 Analytical Results    All soil samples collected were analyzed for Total Petroleum Hydrocarbons (TPH) as gasoline, diesel and oil range  organics via EPA Method 8015, BTEX, MTBE and fuel oxygenates, and Ethanol via EPA Method 8260B.     TPH‐Diesel Range Organics (DRO) and TPH‐Oil Range Organics (TPH‐ORO) were detected in sample D1‐S at  respective concentrations of 4,260 mg/kg and 230 mg/kg. No other concentrations of TPH, VOCs, or BTEX/fuel  oxygenates were reported above their respective method detection limits in any of the soil samples collected.   See Tables 1 and 2 for a summary of results.    The detected concentration of TPH‐DRO in soil sample D1‐S (4,260 mg/kg) exceeds the San Francisco Regional  Water Quality Control Board’s industrial/commercial environmental screening level (ESL) for TPH‐DRO of 1,200  mg/kg. No other detected concentrations of contaminants of concern were detected above respective screening  levels.     The 10‐ foot soil sample intervals from borings SB1 and SB2 were analyzed for Total Petroleum Hydrocarbons  (TPH) as gasoline, diesel and oil range organics via EPA Method 8015, BTEX, MTBE and fuel oxygenates, and  Ethanol via EPA Method 8260B.   Sample SB‐40 contained 14.1 mg/kg TPH as diesel, below the San Francisco  Regional Water Quality Control Board’s industrial/commercial environmental screening level (ESL) for TPH‐DRO  of 1,200 mg/kg.  No other detected concentrations of contaminants of concern were detected above respective  screening levels.  See Tables 3 and 4 for a summary of results. FR provided environmental services during the removal of one 20,000‐gallon capacity UST located at 2201 Taft  Highway, Bakersfield, CA 93313. Services provided include the collection of thirteen (13) soil samples in the area  of the former UST excavation, former fuel dispensers, former product lines, and stockpile locations.      One soil sample (DI‐S) collected from beneath a southern‐most former fuel dispenser contained 4,260 mg/kg  TPH as Diesel, which exceeded the respective screening level of 1,200 mg/kg. No other detections of  contaminants of concern were reported above respective screening levels.  Concentrations of MTBE, BTEX, or  fuel oxygenates were not observed above their respective method detection limits in any of the soil samples  collected and submitted for analysis.      Two soil borings were drilled to 50 feet adjacent to the southern fuel dispenser, to delineate the elevated TPH  as diesel concentrations detected in sample DI‐S at a depth of four feet.  Boring SB1 was drilled east of DI‐2, and  boring SB2 was drilled west of DI‐2.  Based on the results of the soil sampling from borings SB1 and SB2, the  release of TPH as diesel and TPH as oil at a depth of four feet at location DI‐S appears limited laterally and with  depth.  A threat to groundwater was not identified.    Based on the field observations at the time of removal of the UST, and the analytical results of the samples  collected, it is FR’s professional opinion that no further action is required.   On behalf of Bakersfield 119 LLC, FR  requests closure of the UST case. This Phase II Limited Subsurface Investigation report was prepared for the site at 2201 Taft Highway, Bakersfield,  California (subject property) per the request of Bakersfield 119 LLC. Fulcrum Resources Environmental has  applied appropriate scientific judgment and used suitable measures consistent with accepted industry standards  of practice for site assessments. Fulcrum Resources Environmental makes no expressed or implied warranty, in  fact or by law, of the fitness of the site, for any particular purpose, with the material or “services” furnished by  Fulcrum Resources to the client.    It should be recognized that potential subsurface contamination from unknown sources could vary laterally and  with depth below a given site. The analysis and interpretations in this report have been developed based on the
