HomeMy WebLinkAboutRES NO 024-2023RESOLUTION NO. 0 2 4- 2 0 2 3 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BAKERSFIELD LIFTING THE EMERGENCY DECLARATION OF THE COVID-19 PANDEMIC IN THE CITY OF BAKERSFIELD. WHEREAS, a novel coronavirus (named "COVID-19") was first detected in Wuhan City, Hubei Province, China, in December 2019. The Centers for Disease Control and Prevention (CDC) considered the virus to be a very serious public health threat with outcomes ranging from mild sickness to severe illness and death. COVID-19 has spread globally, infecting more than 757 million people, and killed more than 6.85 million individuals worldwide; and WHEREAS, on January 30, 2020, the World Health Organization declared the COVID-19 outbreak a Public Health Emergency of International Concern, and on January 31, 2020, the United States Secretary of Health and Human Services declared a Public Health Emergency; and. WHEREAS, on March 4, 2020, fhe Governor of the State of California, Gavin Newsom, proclaimed a State of Emergency to exist in California as a result of the threat of COVID-19; and WHEREAS, on March 13, 2020, the President of the United States, Donald Trump, declared a national emergency as a result of the threat of COVID-19; and WHEREAS, on March 16, 2020, Kern County declared a local health emergency and proclaimed a local emergency; and WHEREAS, on March 17, 2020 the first case of COVID-19 was confirmed in Kern County; and WHEREAS, March 19, 2020 the City of Bakersfield declared a state of emergency in response to the COVID-19 pandemic; and WHEREAS, the City implemented measures to address the pandemic, including social distancing guidelines, and face covering requirements per the Kern County Public Health Department; and WHEREAS, the impact and effects of the COVID-19 pandemic in the city has significantly improved, with a decrease in the number of cases and hospitalizations and an increase in the vaccination rate; and WHEREAS, the State of California has lifted the COVID-19 restrictions, including the color -coded tier system and the capacity limits for businesses; and WHEREAS, on October 17, 2022, Governor Gavin Newsom announced the COVID-19 State of Emergency will end February 28, 2023; and Resolution Lifting Emergency Declaration of the COVID-19 Pandemic in the City of Bakersfield o11�pKZaT Page 1 s m `ORIGINAL WHEREAS, the State of California maintains a state of operational readiness with infrastructure and processes to manage any significant rise in cases and will continue to actively monitor statewide cases and trends; and WHEREAS, the City Council desires to rescind Resolution No. 035-2020 establishing the emergency order in response to the COVID-19 pandemic in the City of Bakersfield. NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Bakersfield as follows: 1. The above recitals are true and correct. 2.
