Motion by Vice -Mayor Gonzales to adjourn to Closed Session at 4:03 p.m. Motion approved with Councilmembers Arias, Weir, and Smith absent. The Closed Session meeting was adjourned at 5:29 p.m. Meeting reconvened at 5:29 p.m. 4. CLOSED SESSION ACTION a. Conference with Labor Negotiator pursuant to Government Code Section 54957.6. Staff was given direction by a vote of 5-0, with Councilmembers Weir and Smith absent. 5. Councilmember Arias requested staff review the road conditions of Norman Ave and coordinate improvements in the current fiscal year or prioritize R for the next fiscal year. 6. APPOINTMENTS a. Appointment of one Regular Member (Ward 1) due to the resignation of Jenilee Fermin and one Alternate Committee Member (Ward 1) to complete a term to expire December 2026, to the Keep Bakersfield Beautiful Committee. APPOINTMENTS continued City Clerk Drimakis announced applications for appointment were received from the following individuals: Cornelia Gutierrez -Lozano; Manuel Ramirez; Noe Garcia; Brian Stephens; Jordan Webster; Rosendo Serrato. Motion by Councilmember Arias to nominate Noe Garcia as the Regular Member and Manuel Ramirez as the Alternate Member, representing Ward 1. Motion approved with Councilmembers Weir and Smith absent. 7. CONSENT CALENDAR (Staff recommends adoption of Consent Calendar items.) Minutes: a. Adoption of an Ordinance amending the Bakersfield Municipal Code Section 17.06.020 by changing the official zoning map from Agriculture (A) to Regional Commercial/Planned Commercial Development )C-2/PCD) located at 9407 South H Street. Resolution to approve the purchase of Chronic Nuisance Properties at the upcoming tax sale. RES 026-2023 j. Resolution determining that Hornady Law Enforcement/Military ammunition cannot be reasonably obtained through the usual bidding procedures and authorizing the Finance Director to dispense with bidding therefore, not to exceed $130,000. Resolution determining that Winchester Ammunition cannot be reasonably obtained through the usual bidding procedures and authorizing the Finance Director to dispense with bidding thereof, not to exceed $400,000. Motion was approved with Councilmembers Weir and Smith absent. 13. COUNCIL AND MAYOR STATEMENTS Councilmember Gray requested staff review and update the Municipal Code to expedite the illegal dumping citation process and collect costs for ongoing violations.
