Domestic Water Rate Study and Proposed Domestic Water Rate Increase Water Board Chairman Smith announced this is the time and place for a public hearing regarding the Domestic Water Rate Study and Proposed Water Rate Increase for the City of Bakersfield. Chairman Smith turned it over to Daniel Maldonado, Assistant Water Resources Director, for staff's presentation. Daniel Maldonado introduced John Wright, who attended the meeting in person and Sudhir Pardiwala and Cleo Koening, who participated via Zoom, from Raftelis Financial Consultants. The City of Bakersfield Water Bakersfield, California, March 2, 2023 -- Page 2 Resources Department contracted the services of Raftelis Financial Consultants to prepare a Domestic Water Rate Study and Proposed Domestic Water Rate Increase Study. Mr. Wright presented the Domestic Water Rate Study and Proposed Domestic Water Rate Increase model presentation for the next 5 years of a 7.5% rate increase in each year of FY 2024 -FY 2027 and a 4% rate increase in FY 2028. Chairman Smith opened the Public Hearing for comments. With no public comments, the Public Hearing was closed. Chairman Smith asked if there are any comments from the Board. Member Freeman requested an explanation of assumptions and inflation built into the Domestic Water Rate Increase financial model when brought before the full City Council. Member Gonzales requested Mr. Wright to clarify the drought rates and would like to see how rates were structured. Chairman Smith inquired about our debt service. Gary Hallen, Assistant City Manager clarified it was a bond with the County of Dern that was issued for 30 year at 1.3 million per year. Chairman Smith requested staff clarify what the City of Bakersfield received from the County of Kern. Member Freeman requested staff include a chart showing City of Bakersfield rates with the percentage increase compared to other cities when presenting presentation to the City Council. Motion by Member Freeman to front load rates between 9-10% the first year, 5% the next 5 years rate increase to City Council for approval on March 22, 2023. UNANIMOUSLY APPROVED 8. BACKGROUND: The Kern River Levee District was formed in 1928 with the single responsibility to operate and maintain a levee system along the Kern River through Bakersfield. On March 281 2000 the Local Agency Formation Commission (LAFCO) approved the merger of the Kern River Levee District with the City of Bakersfield and establishment of a Subsidiary District. The attached map shows the Kern River Levee District sphere of influence. The purpose of the Kern River levee system is to hold back and contain high river flows and prevent flooding of developed areas. Report on current Kern River flow and Isabella storage conditions. U.S. ARMY CORPS OF ENGINEERS Location & Description Isabella Lake Dam (consisting of a Main Dam, Auxiliary Dam and service spillway) is located about 40 miles northeast of Bakersfield in Kern County, California, and became fully operational in 1953. The Main Dam is located near the confluence of the north and south forks of the Kern River and the Auxiliary Dam is located about half a mile east of the Main Dam. The Main Dam is a 185 -foot -high earth -fill dam, and the Auxiliary Dam is a 100 -foot -high earth -fill dam. The service spillway is located between the two dams. The reservoir (Isabella Lake) has a gross storage capacity of 568,075 acre feet. ISABELLA LAKE, CA CONSTRUCTION BUILDING STRONG. March 2023 Advisory Photo shows aerial visual overlooking the Labyrinth Weir • USACE is following the latest CDC guidelines to ensure the safety of our employees and our partners, and to take necessary precautions to prevent the spread of COVID-19. • The Phase II Dams and Spillways contractor continues construction activities. As a result, the site including Engineers Point is an active construction area and is off limits to the public. • Corps policy prohibits public operation of unmanned aircraft systems, such as drones, on or above federal lands and waters managed by USACE. The policy is intended to ensure critical infrastructure security and public safety. Looking Ahead (Next 30+ days) • There will be ongoing construction efforts into spring/summer 2023 that will not affect the functionality of the project; this includes road work, utilities, emergency spillway concrete apron, site restoration, disposal of waste materials, final clean-up of local rock surfaces, and demobilization. • In support of the USFS Visitor's Center project, USACE continues working closely with the U.S. Forest Service on the design process. The Main Dam Campground is in the early stages of design. • In the coming weeks, USACE will be releasing an SEA/FONSI to cover the remaining vegetation mitigation for the Isabella DSMP. Following the requirements of the National Environmental Policy Act, a Supplemental Environmental Assessment (SEA) and Finding of No Significant Impact (FONSI) for the Isabella Lake Dam Safety Modification Project, Fay Ranch Road East Vegetation Mitigation, Kern County, California, has been prepared and will be available at https://www.spk.usace.army.m1I/Missions/Civil- Works/Isabella-Dam/. Current Lake Status (as of March 7, 2023) The current pool resides at 120,762 acre-feet (elevation 2,536 feet-IPD), which is 39% of restricted pool and 82% of flood conservation pool. As part of our interim risk reduction measures, Isabella Lake is restricted to 361,250 acre-feet (elevation 2,585.5 feet-IPD) outside of flood season. During flood season (November -April), flood conservation pool is restricted to 170,000 acre-feet (elevation 2,560.4 feet-IPD). Water Resources Director DEPARTMENT HEAD �/OV DATE: April 14, 2023 SUBJECT: Update on Water Conservation in the City's Domestic Water Service Area RECOMMENDATION: For Board Information and Direction BACKGROUND: On March 24, 2023, the Governor rescinded his call for a voluntary 15% reduction in water use. The Governor also rescinded a March 2022 order requiring urban water suppliers to activate Level 2 of theirwater shortage contingency plans. Even with the recent significant rainfall and snowpack, the Governor still has emergency drought orders in place, including certain provisions around wasteful water use. The graphs on the following page show the water usage and the monthly percentage reduction for the City's Domestic Water Service Area in the past year, as compared to the same period in 2020, which was required during the latest drought proclamation. So far in 2023, the City's Domestic Water Service Area has already saved 1,250 acre-feet compared to the same period in 2020, which equates to a savings of 20.22% for the year. These water savings amounts are for the total water deliveries within the system. It should be noted that the City's Domestic Water System has grown over the past two years. In 2020, the population served by the City's domestic water system was approximately 157,440 residents and the population currently serviced is about 163,386 residents, an increase of almost 6,000 residents with over 1,600 new service connections.
