Southeast Strong TCC program receiving public
feedback
The Economic & Community Development
Department has been working diligently
with community advocates, leaders and
residents to apply for grant funding from
the state's Strategic Growth Council
Transformative Climates Communities
(TCC) Program Round 5 for the Southeast
Strong Martin Luther King Neighborhood.
The TCC Program empowers the communities most impacted by
pollution to choose their own goals, strategies, and projects to
reduce greenhouse gas emissions and local air pollution. With

community collaborative efforts, the City can secure grant funding of
up to $29.5 million to help improve a speci ed focus area in the City,
which will be the southeast area of Bakers eld.
The City has so far hosted ve in-person meetings, four online
meetings, and staff has attended or conducted outreach at ve
community spaces such as churches and other community events
(top right and below).
Approximately 212 residents have voted in the project prioritization.
Demographic data shows that 59.3% of residents identi ed as
African American and 26.2% identi ed as Hispanic. Just more than
71% of respondents live in the 93301, 93304, 93305, 93306, 93307,
and 93309 zip codes. Staff is encouraged by the participation among
residents who live or have a direct connection to the project focus
area.
Staff is scheduled to attend additional in-person and online
community events before the end of April to wrap up project
prioritization for the TCC application.
The next step in the process will be to compile the data received
from the public and community partners and continue to build out
the application for submission this summer.
Home Accessibility Grant Program underway
Each year the City’s Community Development Block Grant (CDBG)
Program reserves funds for the Home Accessibility Grant Program.

The program provides a grant up to $4,500 to fund minor housing
renovations that will improve accessibility in privately-owned
residential structures for quali ed low-income residents who are
physically disabled.
On May 5, 2021 City Council approved $50,000 of CDBG funding
for the Home Accessibility Program as part of the Fiscal Year 2021-
22 HUD Action Plan. On May 4, 2022 City Council
approved $47,453 of CDBG funding for the Home Accessibility
Program as part of the Fiscal Year 2022-23 Action Plan for a total of
$97,453.
City Council has approved a contractor for this program, Habitat for
Humanity. There are more than 20 applications that have been
received and applications are currently being processed.
Ribbon cutting held for PSVS-funded Stonecreek Park
improvements project

in upgrades at Stonecreek Park.

a ribbon cutting ceremony on Friday, April 21.

gathered in celebration.

The improvements project was made possible thanks to $163,563 in
funding from the Public Safety & Vital Services (PSVS) Measure, also
known as Measure N.
Rec & Parks wraps up rehabilitation project at Planz
Park
Residents living near Planz Park will have some new amenities to
utilize thanks to a new rehabilitation project at the park.
The City's Recreation & Parks Department has completed a
basketball court rehabilitation and Americans with Disabilities Act-
compliant sidewalk and drinking fountain improvements.
The more than $187,000 improvements were made possible thanks
to the Public Safety & Vital Services Measure.

Movies in the Park returns
The Recreation & Parks Department's
popular Movies in the Park program
returns this weekend with a screening of
"The Lorax" at the Park at River Walk
(11200 Stockdale Highway) on Friday,
April 21.
Rec & Parks will host FREE movie nights at
City parks on seven different Fridays
starting this week. The movies start at
dusk. Please feel free to bring lawn chairs,
blankets and other picnic gear - and of course, your family!
Housing Element feedback needed
The 2045 General Plan Update team is looking for public feedback
on housing in Bakers eld. Anyone interested can take a look at the
new Housing Element and provide their thoughts.

City Summer Youth Jobs Program accepting
applications
The Bakers eld Youth Jobs Program is now accepting applications
for its summer jobs. The program is a partnership between the Kern
Community Foundation and the City of Bakers eld to hire hundreds
of students from around the city in positions providing public and
community services.
Applications are being accepted until May 5, 2023 for three types of
paid summer jobs:

California Ave pavement rehab
project underway
A pavement rehabilitation project on
California Avenue between Union Avenue
and Washington Street started Thursday,
April 20.
The work for this project will take place from 8:30 a.m. to 4:30 p.m.
April 20 and 21, as well as May 1 through 5. The project is expected
to be completed by Friday, May 5.
Traf c delays are expected as a result of this work. Drivers are
advised to use alternate routes, or to allow for extra travel time
through the area and to use caution when doing so.
The City thanks the public for its patience and understanding during
the completion of these improvements.
Please note: Construction work may be postponed and rescheduled
without notice due to inclement weather or other unforeseen
conditions.
Temporary closures planned for Haley-Columbus
streets intersection
Temporary closures are planned for the intersection of Haley and
Columbus streets on Saturday, April 22.
The closures are needed for repaving work. The temporary closures
are expected between 6 a.m. and 3 p.m.

The closures will result in delays of up to 30 minutes and temporary
closures of Haley Street may last for up to two hours.
Drivers are advised to use alternate routes, or to allow for extra
travel time through the area and to use caution when doing so.

Overnight closures planned for SB 99 to Ming Avenue
off-ramp
Closures have been scheduled for the southbound State Route 99 to
Ming Avenue off-ramp. This ramp closure will take place nightly from
Monday, April 23 through Thursday, April 27 for the release of
falsework. The closures will begin at 9 p.m. and end at 5 a.m. During
the closures, motorists can exit at the Stockdale Highway off-ramp or
White Lane off-ramp. California Highway Patrol will be monitoring
the construction zone.
Construction schedules may be changed without notice due to
unforeseen circumstances. The Thomas Roads Improvement
Program apologizes for any inconvenience this work may cause the
traveling public.
Nighttime closures planned on WB Hwy 58 to SB Hwy
99 connector
Closures have been scheduled for the westbound State Route 58 to
southbound State Route 99 connector. These closures will take place
nightly from Monday, April 23 through Thursday, April 27 for the
release of falsework. The closures will begin at 9 p.m. and end at 5
a.m. California Highway Patrol will be monitoring the construction
zone.

northbound State Route 99. From State Route 99 exit and turn
left/west at California Avenue. Merge right to enter the southbound
State Route 99 on-ramp.

traveling public.
Stockdale Highway pavement rehab project starts April
24
A pavement rehabilitation project on Stockdale Highway from
Renfro Road to Allen Road is set to begin Monday, April 24, 2023.
The reconstruction of the roadway will take place from 7 a.m. to 7
p.m. Monday through Friday, from April 24 to July 11 when the
project is expected to be completed.
Traf c delays are expected as a result of this work. Drivers are
advised to use caution and to take alternate routes or allow extra
travel time through this area.
There may be temporary road closures at intersections during the
reconstruction; however, detours and alternative routes will be
provided during these phases of construction.
The City thanks the public for its patience and understanding during
the completion of these improvements.
