RESOLUTION TO ACCEPT THE AFFORDABLE HOUSING
FINANCING AND INCENTIVE PLAN PER THE SB2 PLANNING
GRANT PROGRAM REQUIREMENTS
WHEREAS, on March 28, 2019, the State of California, Department of
Housing and Community Development (Department) issued a Notice of Funding
Availability (NOFA), for its SB2 Planning Grants Program (PGP) funded by Senate
Bill (SB) 2 The Building Homes and Jobs Act; and
WHEREAS, on November 6, 2019, the City Council of the City of Bakersfield
adopted Resolution 174-19 authorizing staff to submit a project application for the
PGP program to accelerate the production of housing as described in the
Planning Grants Program NOFA and SB 2 Planning Grants Program Guidelines
released by the Department for the PGP Program; and
WHEREAS, on April 17, 2020, the Department approved Agreement Number
19-PGP-13637 authorizing the City to proceed with the scope of work to develop
an Affordable Housing Financing and Incentive Plan to accomplish two tasks: 1)
Financing and Incentive activities that includes a site inventory, an Affordable
Housing Trust Fund, an ADU incentive program, and developer assistance and 2)
an Affordable Housing Implementation Plan to recommend strategies/actions
that increase affordable housing production; and
WHEREAS, ECONorthwest was selected as the consultant to perform the
planning activities listed through a Request for Proposals process; and
WHEREAS, the Financing and Housing Incentive Plan has been completed
per the S132 Planning Grants Program requirements along with the following
incentive program activities: 1) site inventory utilizing Housing Element
requirements, was completed and has been incorporated into the Draft Housing
Element; 2) City Council created an Affordable Housing Trust Fund by Resolution
125-2021 to leverage various funding sources to increase the number of
affordable housing units; and 3) ADU Incentive Program and 4) development
assistance tools; and
WHEREAS, the Affordable Housing Implementation Plan (later named the
Affordable Housing Strategy) was prepared with community input, presentations
to Planning Commission and input from the City Council. The final document was
presented to the Ad Hoc Housing and Homeless Committee on March 28, 2023.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and are incorporated herein.
2. In accordance with the terms and conditions as specified in the
Standard Agreement, the SB 2 Planning Grants Program Guidelines, and
any applicable PGP guidelines published by the Department, the City
Council accept the Affordable Housing Strategy and directs staff to
implement the deliverables of the Affordable Housing Strategy
accordingly.

I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the
Council of the City of Bakersfield at a regular meeting thereof held on April 26, 2023 by
