I appreciate your input. I will review these NFPA standards and if applicable I will notify other fire alarm companies of requirements when sending cancellation notices.
Please see the California Fire Code requirements listed below for making modifications to a fire alarm system.
2019 Title 24 California Building Code and California Fire Code
Section 105 [A] 105.1 Required. Any owner or owner’s authorized agent who intends to construct, enlarge, alter, repair, move, demolish or change the occupancy of a building or structure,
or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system, the installation of which is regulated by this code, or
to cause any such work to be performed, shall first make application to the building official and obtain the required permit
1.8.4.1 Permits. A written construction permit shall be obtained from the enforcing agency prior to the erection, construction, reconstruction, installation, moving or alteration of
any building or structure.
901.3 Modifications. Persons shall not remove or modify any fire protection system installed or maintained under the provisions of this code or the California Fire Code without approval
by the building official.
901.5 Acceptance tests. Fire protection systems shall be tested in accordance with the requirements of this code and the California Fire Code. Where required, the tests shall be conducted
in the presence of the building official. Tests required by this code, the California Fire Code and the standards listed in this code shall be conducted at the expense of the owner
or the owner’s authorized agent. It shall be unlawful to occupy portions of a structure until the required fire protection systems within that portion of the structure have been tested
and approved.
Being that you are a code driven company I hope that this information provided will show that permits are required. If you would please pull the required permits for 1220 Oak and 8200
Stockdale I would appreciate it.

Luke, we are a Proud Code Driven, Customer focus company. We have no problem following the codes to the letter. NFPA 72: Chapter 26 "Supervising Station Alarm Systems" covers the off-site
monitoring of a Fire alarm system. NAFP 72 26.2.6 [Change of Service]. When Tel-Tec notifies the AHJ (NAFP 72 26.2.6.4) about service being canceled that should have provided a make
and model number for the communicator. NAFP 72: 26.2.6.1 gives the new supervising station 30 calendar days to notify the AHJ that a new supervising station (Monitoring Company) is
now supervising the system. After re-reviewing this Chapter and re-reading code section 26.6 "Communication Methods for Supervising Station Alarm Systems" I still can not find where
the code requires a permit when the Communication Methods change. As you made mention to NFPA 72: Chapter 10 "Fundamentals" a Fire alarm system stops at the DACT (NFPA 72: Chapter
3 Section 3.3.70). A fire alarm system can be an on site or off site monitored system. That is why NFPA 72: Chapter 26 covers Communication Methods because communication off site
is an option depending on the type of installation. I would appreciate your assistance in this matter as pulling a permit is not a NFPA 72 requirement as I read it.
I'm not sure why you have to bring up other Owens projects when we are talking about 1220 Oak Street. I get why you're trying to back your play but the owner of the Oak Street building
should not have been attached to the email. Moreover, Shane and I have been in communication about T&C shopping center. As soon as Shane gives us clear code driven direction, I
will get you an update on the outcome.

I would like to clarify why this site requires a permit. Shane received a phone call from teltec that the business owner of 1220 Oak street had cancelled monitoring and that the system
was removed. While I was on site on 12/19/2022 I was unable to locate the fire alarm panel and the tenants did not know where it was. I spoke with teltec on 12/19/2022 and they said
they did not have technicians available to install and activate monitoring until Thursday 12/22. I did not receive any notification from Alpha Technologies that they would be installing
a new cell communicator. I received no notification from Alpha about the existing fire alarm system and your intent to install a new “like for like” cell communicator. I do appreciate
the photo however I cannot accept the photo as verification that the cell communicator change was “like for like”. If teltec will provide you documentation on their letterhead that
the cell communicator is the same as what you installed I will be happy to clear the violation and a permit will not be required. Fire watch is required for this site until a permit
is pulled and acceptance testing is performed.
Unfortunately based on the last situation I had with Alpha Technologies regarding cell unit modifications for 7 buildings at 8200 Stockdale Hwy I now need to verify what the existing
fire alarm systems are to insure “like for like” modifications are made. At this site I found that the existing cell communicators were removed at 5 buildings and new cell communicators
were installed. While I was on site with you allowing 2 additional cell units to be changed I was unsure if a permit was required, but I said that I would verify with Ernie and Shane.
The following day Ernie, Shane and I called you and clarified that the change was not like for like and that we required permits be pulled. The existing cell units were “Uplink 4530ex”
and what was installed without permit are “Starlink SLE-LTEV1-FIRE”. You and I exchanged emails about this site for a few days. There was also a zoom meeting on 9/1/2022 which we provided
information to all contractors about what our expectations were regarding fire alarm cell modifications. You were also a part of this meeting.
As of this morning the 7 required permits for cell modifications at 8200 Stockdale Hwy have not been submitted. I would appreciate your assistance in this matter. Please pull the required
permits so I can remove the outstanding violations from the castle and cooke properties.

The Bakersfield Fire Department has provided direction to all contractors regarding permits for cell units. This information was provided during the zoom meeting on 9/1/2022. I have
also had this conversation with you previously. That conversation was regarding the 7 buildings at 8200 Stockdale, which we have not received permits for. Please provide those permits
also.

Hello Luke, we are wondering why the property owner is telling us you are requiring a permit to be pulled for AlphaTech to monitor this system?
I have always been told if we change "like for like" a permit is not required. The system in question was communicating using a DMP CellCommF and now the system is still using a DMP
CellCommF but being monitored by AlphaTech.
