Note, this document is provided as a general guideline and so not intended to be all-inclusive. Please refer to the appropriate laws and regulations for additional information. Failure to obtain permit or abide by these guidelines may result in enforcement action. Obtaining a Permit A Permit to install or modify a UST must be obtained for this department prior to start of work. Failure to obtain a permit may result in the issuance of an enformcent order. In order to obtain a permit for the installation or modification of a UST system the following information must be submitted to The Bakersfield Fire Department, Prevention Services section, located at 2101 H Street, Bakersfield, CA 93301. 1. Bakersfield Fire Department -Billing and Permit Statement -Form FD2021 2. Payment of the appropriate fees 3. Three (3) complete sets of project plans to include: tank(s) size, current and past contents, location of tank(s) and piping, utilities, structures, property lines and streets 4. Copy of CSLB License 5. Copy of workers comp insurance 6. Copy of State Hazardous Substance Removal Certificate 7. Copy of current City of Bakersfeld Business License 8. Copy of documentation of qualification(s)-Manufacturer certifications, ICC certifications 9. Statement indicating whether tanks will be transported as hazardous or non -hazardous waste THE UST REMOVAL PERMIT IS VALID FOR SIX(6) MONTHS UST Removal as Hazardous or Non -Hazardous Waste 1. Hazardous Waste- Tanks to be removed and transported as hazardous waste must be dry iced at a ratio of not less then 201bs per 1,000 gallons of tank capacity. The uniform hazardous waste manifest must be used for all tanks an/or piping disposed as hazardous waste. 2. Non -Hazardous Waste -Tanks and piping to be removed and transported non -hazardous waste must be triple -rinsed and certified by a industrial hygienist. Tanks may not be lifted from the excavation until a copy of the certification for each tank and associated piping has been presented to the Bakersfield Fire Department Inspector. Underground Storage Tank Removal Procedures Upon issuance of the permit, notify this department 48 hours prior to the start of project. An inspector of this department may visit, or remain on the site verify compliance with these guidelines. A properly calibrated and serviced Combustable Gas Indicator must be provided for determining LEL and/or oxygen concentrations. The Site must be secured to prevent pedestrian and vehicular access and "NO SMOKING" signs shall be posted. Back to Top Conditions of Use Privac Polic f Accessibilit, Accessibility Certification ELM ��ADVANCED ENVIRONMENTAL CONCEPTS INC ry Z July 21, 2021 Bakersfield Fire Department Prevention Services 2101 H Street Bakersfield, CA 93301 RE: 823 191h Street Bakersfield, California 93301 To Whom It May Concern: AEC intends to remove one approximately 500-g2llon single -wall steel underground storage tank (UST) that previously contained gasoline at 823 19th Street, Bakersfield, California. AEC identified what appears to be a product line riser at the southeast portion of the property in a fenced yard. The surface of the tank is weathered asphalt and AEC will remove the asphalt and soil surrounding the tank carefully to expose the tank top plumbing and allow tank access for cleaning. If there is any attached plumbing that still contains fuel it will initially be drained and the contents placed in a DOT 55- gallon drum. The UST will then be triple -rinsed using a pressure washer and the rinseate generated during the cleaning will be vacuumed into a wet/dry vac that is retrofitted with a PVC "stinger". The rinseate generated from the tank cleaning will be transferred to DOT 55-gallon drums. After cleaning the tank interior of product, sludge and scale the top, center and bottom interior of the UST will be monitored for oxygen concentration and lower explosive limit (LEL) using a RKI Eagle LEL 02 meter that has been calibrated within the past 90 days by an independent 3rd Party. If the readings indicate less than 10% LEL and oxygen approximating 21 % the tank will be considered "cleaned" and ready for dry ice addition. Approximately 15 pounds of dry ice will be inserted into the tank and the LEL and 02 readings will again be collected from the top, middle and bottom interior. If the LEL is reduced to 10% and the oxygen content measures at 5% the UST will be removed from the excavation, brought to the surface and the exterior soil will be removed. The tank and the drum(s) of rinseate will then be loaded onto a flatbed operated by Cole's Environmental of Bakersfield, California. The rinseate will be disposed at the Cole's Environmental — BTI facility and the tank will be disposed at the adjoining Sierra Recycling facility (1620 E. Brundage Lane, Bakersfield). A certificate of destruction will be obtained for the tank from Sierra Recycling and a signed manifest received from BTI. Following the removal of the UST, AEC will collect soil samples in stainless steel sleeves at approximately 2-foot and 6-foot beneath tank invert from the center of the UST. AEC infers that the former dispenser was directly over tank top, therefore, product line sampling is not anticipated. The sleeves will be sealed with Teflon -lined end caps, labeled, placed in an ice chest chilled to 4° C and recorded on a chain -of -custody for transport to BC Laboratories in Bakersfield, California. The soil samples collected beneath the UST will be analyzed for TPH-carbon chain by EPA Method 8015 and Volatile Organic Compounds (VOCs) by EPA Method 8260B. The tank excavation will be backfilled following sampling. Upon receipt of the analytical results and ancillary paperwork AEC will prepare a Tank Closure Report for submittal to the Bakersfield Fire Department. Attached to this UST Removal Process are the certifications possessed by Jon Buck of AEC. Mr. Buck will be onsite throughout the entire removal and sampling process.
