Department Budget Presentation Meeting
REGULAR MEETING -12:00 PM
1. ROLL CALL
Present: Mayor Goh, Vice -Mayor Gonzales, Councilmembers
Arias (seated at 12:25 p.m.) Weir )seated at 1:02 p.m.), Smith,
Freeman, Gray and sour (seated at 12:25 p.m.)
2. PUBLIC STATEMENTS

Michael Turnipseed requested that presentations be provided to
the public prior to the meeting.

None.
3. WORKSHOPS
a. Fiscal Year 2023-24 Department Budget Presentations - Budget
Workshop No. 1:
Police Department
Chief Terry, Assistant Chief Stratton and Captain Blakemore
made staff comments and provided a PowerPoint
presentation.
Councilmember Freeman left the dais at 1:37 p.m.
Mayor Goh recessed the meeting at 1:54 p.m. and reconvened the
meeting at 2:07 p.m.
Councilmember Freeman returned to the meeting at 2:07 p.m.
2. City Attorney's Office
City Attorney Gennaro made staff comments and provided
a PowerPoint presentation.

Councilmember Smith requested staff explore imminent domain
opportunities for health and safety problems of chronic nuisance
properties.
3. Financial Services
Finance Director McKeegan made staff comments and

Councilmembers Arias and Kaur left the meeting at 2:22 p.m.
Councilmember Gonzales left the dais at 2:24 P.M.
Human Resources
Human Resources Director Tenter made staff comments and
provided a PowerPoint presentation.
Councilmember Weir left the meeting at 2:58 p.m.
Technology Services
Technology Services Director Pronovost made staff
comments and provided a PowerPoint presentation. f
6. Visit Bakersfield i
Visit Bakersfield Manager Lyman made staff comments and J
provided a PowerPoint presentation.
General Government
City Manager Budget Officer Orosco made staff comments
and provided a PowerPoint presentation. Risk Manager
Covey and Finance Director McKeegan made additional
staff comments.
Motion by vice Mayor Gonzales to receive and rite budget presentations.
Motion was approved with Councilmembers Arias, Weir and Kaur absent.
Councilmember Gonzales left the meeting at 4:00 p.m.
Councilmember Smith requested staff map the nuisance properties.
Councilmember Freeman requested staff re-examine wall and fence
heights along the backup to public streets.

4. ADJOURNMENT
Mayor Goh adjourned them Ling at 4:07 p.m.
