A RESOLUTION DETERMINING THAT BADGER WATER
METERS CANNOT BE REASONABLY OBTAINED THROUGH
THE USUAL BIDDING PROCEDURES AND AUTHORIZING
THE FINANCE DIRECTORTO DISPENSE WITH BIDDING AND
PURCHASE BADGER WATER METERS, NOT TO EXCEED
$1,000,000 DOLLARS.
WHEREAS, Badger Meter has over 115 years of experience and a wide range of water
meters and flow measurement technologies; and
WHEREAS, the Badger Beacon AMI system provides utilities the ability to install AMI on a
few critical meters or an entire meter population, anywhere in the utility footprint that has
cellular coverage; and
WHEREAS, the existing water meters located within the City's water system were
installed for many years by Cal Water; and
WHEREAS, Cal Water manages the City's water system and has installed Badger
Beacon AMI meters within the City's water system; and
WHEREAS, the City desires to purchase meters directly from Badger in -lieu of Cal Water
purchasing the meters, which will result in a cost savings; and
WHEREAS, the City received a grant from the Bureau of Reclamation in the amount of
Four Hundred Ninety Seven Thousand One Hundred Seventeen Dollars and No
Cents("$497,117.00) to fund a portion of its "Advanced Metering Infrastructure Installation"
Project which entails the purchase and installation of certain Badger AMI meters; and
WHEREAS, Water Resources and Cal Water staff, through significant evaluation, have
determined that only one vendor, Badger, provides the product needed to successfully
integrate into the City's existing system to meet the aforementioned requirements, and has
recommended that this Council authorize dispensing with bidding requirements in
accordance with Section 3.20.060(D) (2).
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The Council hereby finds that the purchase of particular water meters from
Badger utilizing the Badger Beacon AMI system, can only be reasonably obtained from one
vendor, Badger, because of the necessity to successfully integrate such work, supplies,
equipment or materials into an existing city project or system.

3. The Finance Director is authorized to dispense with bidding in accordance with
Section 3.20.060 of the Bakersfield Municipal Code, and to negotiate the purchase of Badger
water meters on a continuing basis, not to exceed $1,000,000.
HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of
the City of Bakersfield at a regular meeting thereof held on MAY 2 4 2023by the following vote:

Re: City of Bakersfield Water System AMI Meters
Dear Daniel:
With the City contemplating purchasing AMI meters, I would like to take the opportunity to
provide you with Cal Water's experience in this area.
Cal Water is currently purchasing Badger manufactured AMI meters for some applications and
therefore, highly recommend the City purchase the same Badger AMI meters for the following
reasons:
• Consistency with known technology will allow for a seamless transition from direct read
to automation.
• Badger has over 115 years of experience and a wide range of meters and flow
measurement technologies.
• Badger Beacon AMI system provides utilities the ability to install AMI on a few critical
meters or on an entire meter population, anywhere in the utilities footprint that has
cellular coverage.
• Benefits of commonly used products such as water meters aid In the operation and
maintenance. These benefits include but are not limited to meter reading, meter
repairs, AMI technology, and stocking commonly used parts.
Over the last year, Cal Water has been installing AMI on our constructions meters. This program
has been a great success in reducing the need to track down meters in order to obtain reads on
a monthly basis. As I am sure you are aware, this can be a very cumbersome process. I would
encourage you to investigate and consider purchasing Badger meters for use in construction
applications in order to implement AMI as well. If you would like more information on this
program, Cal Water would be happy to provide you with a presentation on our successes.
