A RESOLUTION OF LOCAL SUPPORT FOR REGIONAL
SURFACE TRANSPORTATION PROGRAM (RSTP)
PAVEMENT REHABILITATION PROJECTS.
WHEREAS, Regional Surface Transportation Program (RSTP) (herein "Federal
Funds") consists of monies used for pavement rehabilitation projects; and
WHEREAS, the City of Bakersfield (herein "APPLICANT") is submitting
applications to the Kern Council of Governments (herein "Kern COG") for
$5,499,000 in RSTP in Fiscal Year 2024-25 and $5,496,000 in RSTP in Fiscal Year 2025-26
for a total of $10,995,000 in Federal Funds for the following projects:
Fiscal Year 2024-25:
• Pavement Rehabilitation: California Avenue from Stockdale
Highway to Real Road;
Fiscal Year 2025-26:
• Pavement Rehabilitation: Ming Avenue from Buena Vista Road
to Gosford Road;
(herein referred collectively as "PROJECTS"); and
WHEREAS, APPLICANT has the financial capacity to complete, operate and
maintain the PROJECTS; and
WHEREAS, APPLICANT will ensure that funds required from other sources will
be reasonably expected to be available in the time frame needed to carry out the
PROJECTS; and
WHEREAS, APPLICANT is authorized to execute and file an application for
funding the PROJECTS under the RSTP Program.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of
Bakersfield as follows:
1. The foregoing recitals are true and correct and are incorporated herein.
2. APPLICANT will provide $712,454 in Fiscal Year 2024-25 and $712,066 in
Fiscal Year 2025-26 for a total of $1,424,520 in local matching funds.
3. APPLICANT understands that the RSTP funding for the PROJECTS is fixed
at the approved programmed amount, and that any cost increases
must be funded by the APPLICANT from other funds, and that
APPLICANT does not expect any cost increases to be funded with
additional Federal Funding.

4. APPLICANT understands the funding deadlines associated with these
funds and will comply with the program implementation procedures
described in Chapter 2 of the Kern COG Project Delivery Policies and
Procedures manual.
5. PROJECTS will be implemented as described in the complete
application and in this resolution and, if approved, for the amount
programmed in the Federal Transportation Improvement Program
(herein "FTIP").
6. APPLICANT and the PROJECTS will comply with the requirements as set
forth in the program.
7. APPLICANT authorizes its City Manager, or designee to execute and file
an application with Kern COG for Federal Funding for the PROJECTS as
referenced in this resolution.

Council of the City of Bakersfield at a regular meeting thereof held on
