her business and is interest in community engagement opportunities with City Solid Waste and KBB.

IV. New Business
A. Special Projects and Programs Funding Update —Staff: Tabled.
B. KBBC Give Big Kern Update —Vice Chairperson
1. Jessica Felix reported that KBB raised $950 through Give Big Kern Day on May 2, 2023.
C. Recap Saturday, April 22, 2023: Great American Cleanup (GAC) —Brooks Douglass, GAC Chairperson
Overall, Brooks Douglass was pleased with the event turnout and thanked City staff. Generally, the group
appreciated the new event layout and new volunteer shirt layout. The following points came from a roundtable
discussion on how the event could be improved.
Volunteer registration:
a. Create an easier process to relay volunteer information to supply room distribution staff and
volunteers.
b. Create a more streamlined process for volunteer coordination on the day of the event.
c. Mayor's GAC High School Challenge
i. Create a directional video.
ii. Create a site for frequently asked questions.
2. Designate locations for volunteers to pile litter/illegally dumped items for staff to haul:
3. Shirts
Staff/KBB to distribute cleanup assignment map with locations where volunteers are expected to
leave bags/piles.
Keep volunteer shirts in a different color than Staff and KBBC/KBB Advisory.
Get more adult small and medium shirts and less adult sized 3X and 4X shirts.
4. Yokuts Park as a venue
a. Get VIP type porta potty trailers for all attendees to use.
b. Consider expanding the youth area.
5. Group photo
a. Mark sightlines for crowd to understand photographer's perspective.
b. Get microphone/megaphone to announce the photo opportunity and organize the crowd.
6. Food service
a. Use only compostable or recyclable concessionaire items.
b. Increase lunch lines to lessen time spent waiting.
c. Start food as early as possible.
d. Stop food lines during the national anthem, otherwise keep the food line open.
e. Consider more food options for individuals with diet restrictions.
7. Awards & recognition ceremony
a. Start the ceremony sooner at 11 a.m., 11:15 a.m., or 11:30 a.m. at the latest.
b. Distance the generator from the stage/picnic tables to alleviate the smell of fumes.
8. Vendors
a. Consider thank you bags for in -kind and volunteer vendors.

Solid Waste, and allow up to July 3, 2023 to submit data to staff: Zechariah Garcia

F. Anti -Litter PSA Campaign Factors to Promote Behavior Change — Heather Pennella, KBBC/California State

Heather Pennella reached out to the president of CSUB and CSUB library for help. Heather anticipates gathering
more information ahead of the next KBBC meeting.
G. Reminder: KBB Subcommittee & Advisory Board Reports — Vice Chairperson
KBBC subgroup leaders were reminded to submit their respective meeting reports on a regular basis.
V. City of Bakersfield, KBBC, and Advisory Board Comments
A. Cathy Butler: Informed she will not be able to attend the June KBBC meeting. She intends to have an advisory
board meeting and report in June.
B. Zechariah Garcia: Shared that the application process for the Ward 2 KBBC vacancy continues.
C. Heather Pennella: Offered to help Zechariah Garcia with the Ward 2 CAI survey as she lives in Ward 2.,

1. Research from two journal articles referenced resulted in these determinations.
Shaming is an effective tactic.
Litterers are more likely to be male adolescents.
More accessibility, including proximity, to public waste containers can help decrease litter.
KBB Interested Approaches
a. Do not shame, keep it positive.
b. Target youth.
c. Convince people of the personal benefits of not littering.
d. Start with a billboard anti -litter campaign.

C. Upcoming KBB Presentation Opportunities for Local Youth — Sophia Felix and Jessica Felix
Sophia Felix and Jessica Felix met recently to begin revamping the youth presentation with versions for older and
younger children. More presenters are needed. Presentations being scheduled:

The CAI is scheduled for 9:30 a.m. to 12:00 p.m. starting at the Mayor's Office, 1501 Truxtun Avenue.
V. City of Bakersfield Staff Comments
Jessica Felix: KBBC participation in the State's Clean California Community Week resulted in Caltrans District 6, which
includes Bakersfield, having the most volunteers. Ignacio Garcia resigned from the City Fellowship program, but he
valued the experience and intends to volunteer for KBB. Zechariah Garcia is now the Ward 2 primary appointee to
KBBC. Recruitments for KBBC Ward 2 Alternate and Ward 5 Alternate are underway. The Greenfield Walking Group
recently celebrated its 10th anniversary over the Greenfield Walking Group Garden with a party there. Staff and KBBC
members were present.
VI. KBBC and Advisory Board Comments
Cathy Butler: She is working toward scheduling the next KBB Advisory Board meeting.
Heather Pennella: The summer concert series at Beale Park starts Sunday. She complimented the City Park Ranger
staff. Free pickleball is available at a local park. She is excited to see progress at Seeds of Inspiration Garden, which
includes the removal of the VW Bug.
