A RESOLUTION DETERMINING THAT A COMMERCIALLY AVAILABLE GUN SHOT DETECTION AND LOCATION SYSTEM CANNOT BE REASONABLY OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFORE TO CONTRACT WITH SOUNDTHINKING, INC. TO ADMINISTER AND SUPPORT A GUN SHOT DETECTION AND LOCATION SYSTEM, NOT TO EXCEED $450,000 ANNUALLY. WHEREAS, in 2018 the City Council passed resolution No. 005-18 finding ShotSpotter Inc. to be the sole source commercially available to law enforcement for gunshot detection and location systems; which is operated through a cloud-based subscription managed service and offers warranty, repair, maintenance and support services on all of its systems; and WHEREAS, in 2023 ShotSpotter Inc. experienced a name change to SoundThinking Inc.; and WHEREAS, there is currently only one gunshot detection and location system available commercially for law enforcement and it is exclusively offered by SoundThinking Inc., previously known as ShotSpotter Inc.; and WHEREAS, the City desires to continue the use of gunshot detection and location system services through SoundThinking Inc. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1 . The above recitals are true and correct and incorporated herein by reference. 2. The work, supplies, equipment or materials can only be reasonably obtained from one vendor because of restricted availability of such work, supplies, equipment or materials 3. The desires to continue the use of gunshot detection and location system services through SoundThinking, Inc. and to negotiate the purchase of the same in an amount not to exceed FOUR HUNDRED FIFTY THOUSAND DOLLARS ($450,000). - Page 1 of 2 Pages- > �n E- r OORIGINP-'c 4. The Finance Director or designee is authorized to negotiate and execute any documents that may be necessary to register with, and purchase work, supplies, equipment, or materials from the vendor herein.
