AN EMERGENCY ORDINANCE LEVYING UPON THE FULL
TAXABLE VALUE OF THE TAXABLE PROPERTY IN THE CITY OF
BAKERSFIELD, EXCEPT THAT AREA KNOWN AS THE RIO BRAVO
ANNEXATION, A PERCENTAGE RATE OF TAXATION UPON EACH
DOLLAR OF VALUATION FOR THE FISCAL YEAR BEGINNING
JULY 1, 1992 AND ENDING JUNE 30, 1993.
WHEREAS, this Emergency Ordinance is necessary for the appropriation of funds
providing for the operation of municipal departments and for the immediate preservation
of public property for the reason that this ordinance must be received by the Kern County
Assessor not later than August 17, 1992, in order that the tax levy be effective this fiscal
year, the amount of such levy could not be determined until after the City received the
City's total assessed value from the Kern County Assessor on August 5, 1992, and the levy
is necessary to satisfy the City's obligations concerning its bonded indebtedness; and
WHEREAS, general obligation bonds were approved by the voters at a special City
bond election conducted September 28, 1965. Two separate bond propositions were
submitted to electors at that time. Approval of Proposition A authorized the incurfence of
a bonded debt of $3,525,000 for additions and improvements to sewer and sewer treatment
facilities and such acquisitions as might be necessary thereto; Proposition B, as approved,
authorized the incurrence of a bonded debt of $125,000 to acquire and construct a fire
station, including appurtenant properties; and
WHEREAS, $1,125,000 General Obligation Municipal Improvement Bonds, 1966
Series A, dated January 1, 1966, and $2,525,000 General Obligation Municipal Improvement
Bonds, 1966 Series B, dated October 1, 1968, have been issued; and
WHEREAS, Series A debt is retired and $335,000 Series B are outstanding at June
30, 1992.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Bakersfield
as follows:
SECTION 1.
That there is hereby levied a tax of .0024 percent on each dollar ($1.00) of the
full taxable value of all taxable property within the City of Bakersfield, except that area
known as the Rio Bravo Annexation, County of Kern, State of California, for Municipal
Improvement Bonds, Series B, Interest and Redemption Fund, during the fiscal year
beginning with the first day of July, 1992, and ending with the thirtieth day of June, 1993.

SECTION 2.
This Emergency Ordinance is necessary for the appropriation of funds providing
for the operation of municipal departments, and shall become effective immediately
upon its passage.
I HEREBY CERTIFY that the f6regoing Ordinance was passed and adopted by
the Council of the City of Bakersfield at a regular meeting thereof held on August 5, ~992
bythe following vote:
