I 2 - 9 6 l l0) AMENDMENT NO. 10 TO RESOLUTION NO. 12-96 APPROVING MEMORANDUM OF UNDERSTANDING FOR EMPLOYEES OF THE BLUE AND WHITE COLLAR UNITS AND ADOPTING SALARY SCHEDULE AND RELATED BENEFITS. WHEREAS, Resolution No. 12-96 sets salaries and related benefits for employees of the White Collar Unit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield that effective immediately, the Salary Schedule, a part of Resolution No. 12-96, is hereby amended as follows: 1. DeputyClerk.wpd 05/04/99 2 CITY OF BAKERSFIELD CLASS SPECIFICATION: UNIT: EE04: 26350 WHITE COLLAR PARA-PROFESSIONALS CLASS TITLE: DEPUTY CITY CLERK CLASS SUMMARY: Under general direction, provides complex administrative and clerical support for the City Council and City Clerk; independently organizes and completes assigned tasks; handles community relations; assists in the preparation, custody and preservation of official documents and records in the City C!erk's Office; and performs related work as required. REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of the position's essential duties. They are descriptive, not limiting. Essential Duties: Conducts research as required relating to requests and subpoenas for information on current and archival records; provides backup administrative and clerical support for City Council meetings; transcribes from tape or dictation including minutes, correspondence, memoranda, reports and agendas; composes agendas and prepares minutes; assists Council members, Mayor, Commissioners and City employees in filing of Statements of Economic Interest and Campaign Statements; operates office and document imaging equipment; implements records and retention schedules; provides information, training and assistance regarding record management policy and procedures to City employees and the public; files, scans, stores and destroys records according to policies and procedures; drafts and prepares routine correspondence; contacts officials of other public agencies, citizens, and civic organizations regarding scheduled meetings; certifies copies of records and documents; administers oaths of office; acts as a lead worker when needed. DISTINGUISHING CHARACTERISTICS: This class is distinguished from Secretary l/II positions in that it performs duties of a technical nature in the City Clerk' s field including computer processing of City Council referrals, optical imaging, records management and related research. It is distinguished from the Assistant City Clerk position in that it is supervised by the later and has no supervisorial responsibilities. MINIMUM QUALIFICATIONS: Knowledge off Municipal organization, policies, functions, and procedures; requirements of the Brown Act; City Charter, ordinances and related State laws applicable to City Clerk responsibilities and City government; records management practices, and procedures, modern office practices, procedures and equipment; business English usage; and personal computer applications related to work. Ability to: Compose correspondence; provide backup administrative and clerical support for City Council meetings; work occasional evenings and weekends when needed for Council meetings, elections and the annual destruction of records; provide quality customer service to the public; interact with Councilmembers and provide administrative assistance as required; keep complex records; respond to a variety of requests for information; and possess the ability to make decisions in accordance with various laws, rules and regulations. Training and Experience: Graduation from High School or attainment of a satisfactory score on a GED test and three years of progressively responsible experience in administrative support work. Desirable: previous experience in a City Clerk's Office, experience with and/or knowledge of an automated records management system, and college course work in business, public administration, or related field. Physical Conditions or Special Working Conditions: Standard office environment and working conditions, including lifting boxes up to 25 pounds and climbing ladders for document storage and records maintenance. EXAMPLES OF DUTIES: Attends City Council Meetings, and as required, transc~ibes minutes; aids in preparation of City Council agendas; assists in coordinating annexation procedures; maintains cross-index for minute actis.s; indexes and files deeds, easements, ordinances, resolutions, contracts and agreements; certifies copies of records and papers; admini- sters oaths; performs secretarial work for Councilmen, City Clerk and Mayor; answers citizen and employee inquiries by phone or in person; assists in various election preparation tasks; registers voters; prepares legal notices; and assists Councilmen, Mayor, Commissioners and employees in filing of Statements of Economic Interest and Campaign Statements. DESIRABLE MINIMUM QUALIFICATIONS: Training and Experience: Graduation from high school or attainment of a satisfactory score on a G.E.D. test, includ- ing or supplemented by course work in business practices, and stenography, and three years of progressively responsi- ble experience in clerical work or any equivalent combina- tion of training and experience which would provide the required knowledge and abilities. Knowledge, Abilities, and Skills: Knowledge of modern office practices, procedures and equipment; knowledge of good business English, including vocabulary, grammar, and spelling; ability to learn City government organization, functions and policies, ability to establish and maintain detailed filing systems; ability to transcribe dictation from tapes; and ability to type at a speed of not less than 50 words per minute. Ability to make a variety of mathematical computations and tabulations rapidly and accurately; ability to keep complex records, to assemble and organize data, and prepare reports from such records; ability to anticipate official require- ments and to prepare and assemble materials and alternative actions relating to general operating problems; ability to supervise clerical work and to make decisions in accordance with laws, rules, and regulations in the assigned area. REPRESENTATIVE DUTIES: The following typical tasks and responsibilities are representative of the position's essential duties. They are descriptive, not limiting. Essential Duties: Responds to user requests for hardware and software assistance by operating a computerized "help desk" system; maintains a current inventory of all computer hardware and software that is supported by the Management Information Services Division; tracks incoming hardware and software; assists with budget tracking; coordinates, handles and processes centralized computer printouts for dissemination to user departments: maintains stock level of paper for the central computer system printing functions; maintains and executes backups of designated computer systems; performs other duties as required. DISTINGUISHING CHARACTERISTICS: This class is distinguished from the Office Systems Technician class in that it does not require the ability to perform basic PC hardware and software maintenance. It is distinguished from the clerical series in that it requires knowledge of standard Windows program constructs and of basic network operating system functions. MINIMUM QUALIFICATIONS: Knowledge of.' Computer hardware and software to determine the best course of action for "help desk" calls; use of City standard software applications (i.e. Windows, Corel Office Suite, etc.); nature and interrelated uses of various computer equipment including paper handling equipment (e.g. bursters & decollators). Ability to: Diagnose routine problems with office computer systems and questions regarding basic functions of word processing, spreadsheet and database software; maintain equipment inventories; establish and maintain satisfactory working relationships with vendors, departmental officials, coworkers, City staff, etc; organize work effectively. Training and Experience: Graduation from high school or GED equivalent and three years of experience in the operation of a computer console (or other related computer equipment) or use of office applications software in a Windows environment; or an equivalent combination of training and experience which provides the capabilities to perform the described duties. EXAMPLES OF DUTIES: Coordinates, handles, and processes computer input data from user departments, establishing priorities according to prescheduled tasks, workload, processing time involved and availability of required data; operates computer console and related peripheral equipment; processes input data by sorting into desired sequence out- ,,~ ..... :~:~lined in procedures, program selection, and special forms alignment; produces i special reports for quarterly, semi-annual, annual or other special periods, or as requested by user departments; maintains and'updates master files; maintains stock level of blank card stock and paper. Knowledge, Abilities, and Skills: Good knowledge of stored program computer sys- tems, techniques, and procedures; good knowledge of the nature and interrelated uses of various data processing equipment; some knowledge of organization and management principles.
