Item 6a. Appointments to Keep Bakersfield Beautiful Committee (Ward 1,3) City Council plans to make three (3)
appointments to the Keep Bakersfield Beautiful Committee (KBBC) for Words I and 3.
CONSENT CALENDAR—AGREEMENTS
Item 7j. S90,000 in QQBG Funds for Bakersfield Senior Center (Ward 2)The FY 2022-23 US Department of Housing
and Urban Development (HUD) Action Plan appropriated $90,000 in Community Development Block Grant
(CDBG) funding for the Bakersfield Senior Center.This agenda item enters into an agreement with the Bakersfield
Senior Center for the total appropriated amount of$90,000.
Item 7k. $74,711 EOA Grant to BB&A Construction (Ward 2) The Economic Opportunity Area Incentive Program
(Program) offers grants and development assistance to encourage business growth and redevelopment with
an Economic Opportunity Area (EOA). The Program provides grants for site and building improvements,
businesses expansion or moving costs, development fees,and/or costs of required public improvement projects.
This item approves an EOA grant agreement with BB&A Construction for $74,711 to improve and renovate a
building in Old Town Kern on 309 Lake Street Bakersfield, CA 93305.
Item 71. Additional Considerations to Affordable Housing Strategy Plan (Ward 6) In March of 2021, the City of
Bakersfield (City) entered into an agreement with ECONorthwest to develop an Affordable Housing Strategy
Plan (Plan) for the City. The Plan is funded through a $625,000 grant from the State of California. In August of
2022, the City and ECONorthwest agreed to add an item to the scope of work to support the City's efforts to
bolster its housing production efforts and meet the goal of increasing the number of residents living in Downtown
Bakersfield. This agenda item approves the amendment to the scope of work and terms of the agreement.
CONSENT CALENDAR— PUBLIC SAFETY & VITAL SERVICES MEASURE
Item 7v. Hardscaping and Landscaping at Hosking Ave at SR-99 Interchange (Ward 7) The California
Department of Transportation (Caltrans) is reconstructing two lanes on State Route 99 (SR-99).The reconstruction
project crosses the Hosking Avenue Interchange (Interchange). The City wants to improve the Interchange by
adding new irrigation, landscaping, and hardscaping features within the existing Caltrans right-of-way. This
agenda item enters the City into a Cooperative Agreement with Caltrans for the installation of hardscaping
and landscaping at the Hosking Avenue at SR-99 Interchange. The City will contribute $675,000 to the project.
Item 7w. Recreation& Parks Master Plan (All Wards)On November 3, 2021, Council approved Design Consultant
Agreement No. 2021-257 with MIG, Inc. (Design Consultant) for the Recreation and Parks Department Master
Plan Update. Agreement No. 2021-257 was amended on July 12, 2022 to expand the scope by adding
additional services and increased costs from the original proposal. This agenda item provides a second
amendment to Agreement 2021-257,which expands the amended scope by requesting the Design Consultant
provide Dr. Martin Luther King Jr. Park, Building, and Pool Conceptual plans. The additional cost of the
conceptual plans is $229,1 10 for a not-to-exceed contract amount of $1,124,760.

Item 10a. Recommendations for City Charter Review (All Wards) In response to a recent Council referral, City
staff have developed recommendations for approaching further review of the City Charter. Staff will provide a
presentation to City Council outlining recommendations and soliciting Council direction on several items.
