AGREEMENTS
Item 7r. Design Agreement for Active Transportation Plan (All Wards)The City of Bakersfield's Public Works
Department negotiated an agreement with Kimley-Horn & Associates, Inc. (Kimley-Horn) for the
development of the City of Bakersfield Active Transportation Plan (ATP). The ATP will guide the City's
Capital Improvement Plan for the next 10 years; develop a long-term vision for a city-wide multimodal
transportation system; identify gaps in the current system; and prioritize improvements to enhance safety
and multimodal transportation opportunities. This agenda item enters into agreement with Kimley-Horn
for an amount not-to-exceed $498,950, for the design of the ATP.
Item 7s. Permanent Supportive Housing Case Management with HHAP-2 Funds (All Wards) The State of
California's Homeless Housing, Assistance, and Prevention Program Round 2 (HHAP-2) provides local
jurisdictions with funds to support regional coordination and expand or develop local capacity to address
their immediate homelessness challenges. The City received $1.5 million in HHAP-2 funds and proposed
using $365,037.50 for Permanent Supportive Housing (PSH) Case Management. This agenda item enters
into an agreement with the California Veterans Assistance Foundation to provide case management for
individuals experiencing homelessness by assisting with placement into permanent supportive housing.
Item 7t. CDBG Funds for Handicap Accessibility Improvements (All Wards) Each year, the City of
Bakersfield reserves Community Development Block Grant Program (CDGB) funds for the Home
Accessibility Grant Program (HAGP). HAGP provides grants up to $4,500 to fund minor renovations that
improve accessibility in privately-owned residential structures for qualified low-income residents who are
physically disabled. This item enters into an agreement with Habitat for Humanity to provide handicap
accessibility improvement services to qualified low-income residents in privately owned structures.
Item 7w. CDBG Funds for Food Bank Expansion at CAPK(Ward 2) In 2021, the City of Bakersfield approved
an agreement with the Community Action Partnership of Kern (CAPK) for an expansion of their existing
food bank in Southeast Bakersfield. Construction costs have escalated significantly due to a lack of
available qualified contractors and interruptions in supply chains stemming from the COVID-19
pandemic. This agenda item reallocates $632,190.86 in Community Development Block Grant
Coronavirus CARES savings to the CAPK food bank expansion project.
MISCELLANEOUS
Item 7ae. CalWater Firefighter Grant Program (All Wards) The City of Bakersfield Fire Department was
awarded a $16,100 grant from the California Water Service for the purchase of battery powered
ventilation fans. This agenda item appropriates $16,100 to the Fire Department Operating budget.

Item 70a. Fiscal Year 2023-24 PSVS Measure Proposed Budget Review (All Wards) Staff from the City
Manager's Office and Finance Department will provide City Council with a presentation previewing
allocations under consideration for the Fiscal Year 2023-24 Public Safety and Vital Services (PSVS) Measure
Proposed Budget.
Item 10b. Innovative and Efficient City Government(All Wards)City staff will provide a presentation to City
Council highlighting selected City Initiatives that support City Council Goal 5 - Innovative and Efficient
Government.
