This week the City of Bakers eld submitted an application for the
Transformative Climate Communities (TCC) grant. This program is
available from the Strategic Growth Council and only awards three

grants up to $29.5 million each. The Bakers eld application was a
community-led effort that calls itself Southeast Strong.
The Southeast Strong initiative envisions a vibrant and
interconnected community in southeast Bakers eld, built upon a
foundation of inclusivity, collaboration, and shared cultural pride.
Southeast Bakers eld is one of California’s most disadvantaged
communities, still grappling with historically being underserved and
the lingering impacts of discrimination. This grassroots effort,
shaped by robust and meaningful engagement with residents and
stakeholders, will build upon this area’s heritage and enhance its
dynamic identity. Together, Southeast Strong will leverage the local
partners strengths to implement transformative projects that reduce
Greenhouse Gas Emissions (GHG), address historic
underinvestment, and provide new opportunities and connectivity to
southeast residents.

Thank you to staff for their hours of dedication, our trusted
messengers who championed for their neighborhood and multiple
community-based organizations who helped with the process and
submitted quality projects.

Brown eld Program educational public meeting held
Economic & Community Development staff
hosted a presentation (at right) about the
City of Bakers eld’s Brown eld Site Re-
use and Revitalization Program that
supports the transformation of vacant or
underutilized properties and helps change
properties from liabilities into assets to
revitalize our neighborhoods.
The City can help property owners of abandoned, vacant, or
contaminated property with environmental assessments, hazardous
building material surveys, reuse/redevelopment planning, cost
estimating and cleanup planning, eliminating thousands of dollars in
redevelopment costs. The property can be small commercial sites to
multi-acre industrial lands.

It was a bittersweet morning for the City of Bakers eld as nearly two
dozen individuals participating in the inaugural Youth Jobs Program
City Hall Fellowship were recognized as their terms came to an end
Friday, Aug. 4.

In all, 22 individuals participated in the program, administered
through the Kern Community Foundation.

The Fellows were assigned to departments throughout the City,
working and learning over the course of 11 months from September,
2022 through Friday.

During Friday's ceremony, a number of the Fellows spoke about their
experiences, giving examples of professional and life lessons they
learned during their time with the City.

experiences with the Fellows.

As the City says goodbye to its inaugural group of Fellows, it
prepares to welcome the next class.
Applications are currently being accepted for the next City Hall
Fellowship group. Applications close at 11:59 p.m., Friday, Aug. 18,
2023.

2023-24 City Hall Fellowship program now accepting
applications
The Kern Community Foundation is now
accepting applications for the City of
Bakers eld's 2023-2024 Youth Jobs
Program City Hall Fellowship program!
Eligible participants must be at least 18-
years-old by Monday, Sept. 18, 2023, and
no older than 30-years-old by Friday, Aug.
2, 2024.
The City Hall Fellowship Program spans
ten months and offers a unique
opportunity for youth to work and learn alongside staff in various
City departments. Fellows will engage in administrative duties and
analyses, participate in budget management, prepare and present
reports, and attend workshops covering personal, professional, and
civic development.
Fellows will work approximately 20 hours per week and be paid $23
an hour. In addition to hands-on experience, participants will bene t
from ongoing support and career development services from the
Kern Community Foundation, including mentorship, professional
workshops, travel stipends, and eld trips.
Applications are due by 11:59 p.m. Friday, Aug. 18, 2023. Use the

The City Hall Fellowship is a component of the Bakers eld Youth
Jobs Program. Funded by a $5.39 million grant from California
Volunteers and the State of California, the program offers four
tracks: a paid high school summer internship; a paid college-level
fellowship program; a paid recreation internship; and collaborations
with nonpro t organizations to employ at-risk youth.

BLNC operator receives $5,000 donation from Tri
Counties Bank
The organization operating the City's Brundage Lane Navigation
Center received a very welcome donation this week: $5,000 from Tri
Counties Bank!
Mercy House, Inc. plans to use the donation to create a tness
program for clients at the BLNC, empowering them on their journey
to a brighter future as health and wellness are critical steps towards
a stable future.
The City and Mercy House, who has operated the BLNC on the City's
behalf since opening in October 2020, are very grateful for the
donation and we thank Tri Counties Bank for their support in helping
our homeless get back on their feet!

Public input sought for Niles & Monterey Complete
Streets Project
The City of Bakers eld is committed to
improving road safety and mobility for all
users to save lives and meet diverse needs
and challenges of our disadvantaged
communities.
The City is working to secure federal funds
for the Niles and Monterey Complete
Streets Project, which will transform these
corridors into safer, more accessible, and
pedestrian-friendly routes using Complete
Streets strategies.
These strategies focus on traf c calming, ADA modi cations, raised
cycle tracks, and new trees to improve users’ safety and travel.

Westbound Hwy 58 to
Southbound 99 connector ramp
closure
Nighttime closures have been scheduled
for the westbound State Route 58 to
southbound State Route 99 connector. The
closures will take place from Monday, Aug.
7 through Thursday, Aug. 10 for pavement
grinding operations. The closure will begin at 9 p.m. and end at 5 a.m.
California Highway Patrol will be monitoring the construction zone.
During the closure, westbound motorists will be detoured to
northbound State Route 99. From State Route 99 exit and turn
left/west at California Avenue. Merge right to enter the southbound
State Route 99 on-ramp.
Construction schedules may be changed without notice due to
unforeseen circumstances. The Thomas Roads Improvement
Program apologizes for any inconvenience this work may cause the
traveling public.
