Motion by Commissioner Beardsley, second by Commissioner Toler to approve the March 28, 2022, Youth Commission minutes. Motion fails: 4-0-1, with Commissioner Taff abstaining. NEW BUSINESS a. Presentation by Juan Heredia, Administrative Analyst III on the City of the Bakersfield Youth Workforce Development Program. Staff recommends receipt and file of the presentation b. Continue planning the annual Youth Commission project for FY 2021-22 to be completed no later than June 30, 2022. Staff recommends the Youth Commission continue planning the annual project in coordination with the Assistance League of Bakersfield. Bakersfield California, April 25, 1022, Page 2 4. NEW BUSINESS continued Chair Bell and Commissioner Resolme completed the flyer and stated that each school could add their drop off location and other information specific to each school. Commissioner Toler and contacted Channel 29 and Channel 23 is waiting for someone to get back to her. Commissioner Kakarla contacted the Bakersfield Californian and is also waiting for a call back. Commissioners Mizar and Beardsley completed the 15 second PSA. They also reached out to the local radio stations and have not heard back from anyone. 5. STAFF COMMENTS Management Assistant Gutierrez reminded the Commissioners that if they need any assistance to let him know. City Deputy Attorney Gallardo-King recognized student guests there to observe the meeting: Sabastion Mendez, Edgar Jimenez, and Fabian Ortega. 6. COMMISSION COMMENTS Commissioner Vargas stated her school needs more information regarding the donation drive to put a collection box at her school. Commissioner Mizar stated that her school (Stockdale) said yes. Commissioner Toler stated she has someone to take a video and pictures the day of the event. Present: Chair Bell, Commissioners Vargas(A), Garcia, Resolme, Mizar, Beardsley (A) Absent: Commissioners Burrows, Morgan, Taft (A), Toler (A), Kakarla (A) PUBLIC STATEMENTS Barbara Sandrini, Assistance League, stated that they are ready to help with the donation drive SUMMARY REPORT a. Adoption of the March 28, 2022, Youth Commission minutes Staff recommends adoption of the March 28, 2022, Youth Commission minutes. No action was taken as there was no quorum. Item differed to next meeting. NEW BUSINESS a. Continue planning the annual Youth Commission project for FY 2021-2022 to be completed no later than June 30, 2022, Staff recommends the Youth Commission continue planning the annual project in coordination with the Assistance League of Bakersfield. No action was taken as there was no quorum. The commissioners decided that since the actual date of the drive is after school is out, they would contact several of the high schools for permission to have a PSA read each morning during announcements and have a donation collection box placed at each high school. Students could then drop off their items at the school and the commissioners would pick up boxes from schools. NEW BUSINESS continued Bakersfield California, April 18, 1022, Page 2 Management Assistant Gutierrez reminded the Commissioners that they need to first get permission from the individual high schools before anything goes up for advertising. He suggested talking to the head Councilors for permission. He reminded the Commissioners that he has already receive permission from the Kern High School District for the event. Barbara Sandrini from the Assistance League remined everyone that there were strict guidelines that will need to be followed when using their logo. At this point Commissioner Bell reviewed the following assignments that the Commissioners agreed to take care of: Commissioners Vargas, Toler and Kakarla will contact the local TV stations. Commissioners Bell and Resolme will work on digital flyer. Commissioners Mizar and Beardsley are work on a 15 second PSA for radio stations. Nathan reminded the commissioners to be specific in the information that are put on the flyer. Chair Bell reminded everyone to have their project completed for the next meeting and for everyone to check their emails often. 5. STAFF COMMENTS Management Assistant Gutierrez stated he thought it was a good meeting even without quorum. He asked Chair Bell to get any additions to him and he would get out the assignments and logo information for Assistance League out to everyone for Monday. He asked that everyone please be at the meeting on Monday April 25, 2022. 6. COMMISSION COMMENTS Commissioner Garcia said she was happy to be there. Chair Bell welcomed Commissioner Garcia to the Youth Commission. She asked that everyone have their assignments completed by Monday's meeting. 7. Motion by Commissioner Jordyn Toler, second by Commissioner Sophia Resolme to adopt the February 28, 2022, Youth Commission meeting minutes. Motion passed. 4. NEW BUSINESS a. Continue planning the annual Youth Commission project for FY 2021- 2022 to be completed no later than June 30, 2022. Staff recommends the Youth Commission continue planning the annual project in coordination with the Assistance League of Bakersfield. The Commissioners have tentatively agreed to have the donation drive on June 4, at the Assistance League's Bargain Box located at 1924 Q Street, from 10 a.m. to 1 p.m. Bakersfield California, March 28, 1022, Page 2 4. NEW BUSINESS continued Public Information Officer, Conroy recommended the following: putting together a 15 second Public Service Announcement for local radio stations to read on air; design a digital flyer to post on social media (Instagram, Twitter, Facebook); contact the Bakersfield Californian regarding donated ad space, contact the local TV stations interested in doing a story on the donation drive to run a few days before the actual event. Nathan also suggested reaching out to all area high schools to request the Public Service Announcement be added to the morning announcements. The Commissioners agreed to work in teams of two, to complete the following: Commissioners Sanjna Mizar and Carter Beardsley will develop a script for the radio stations, Commissioners Jordyn Toler and Aditya Kakarla will contact the local TV stations, Chair Emily Bell, and Commissioner Sophia Resolme will develop the digital flyer to send to social media and to post at local high schools. Management Assistant Gutierrez reminded the commissioners that they need to decide how to document the evert for a presentation at the June City Council meeting. He also reminded Commissioners to start thinking about who to invite to the event either as a guest or as a volunteer. 5. STAFF COMMENTS None 6. COMMISSION COMMENTS Chair Bell reminded the Commissioners they need to check their email daily. She stated they will be meeting again before the next regular meeting time. 7. For FY 2021-2022, the Youth Commission has decided to plan and implement a drive -by donation drive to collect new clothing items, shoes, toys, and hygiene supplies for children in kindergarten through eighth grade. The Youth Commission is in the final planning stages of the event including social media outreach activities, finalizing event media scripts, coordinating with local media, scheduling individual school site donation drives where available, and organizing event day plans with the Assistance League of Bakersfield volunteers.
