a. Complete Youth Commission recruitment video to be used on the
City of Bakersfield's social media platforms.
5. STAFF COMMENTS
Management Assistant Gutierrez reminded the Commissioners who are
seniors or who are not planning to serve on the Commission next year to
turn in their resignation letters.
Deputy City Attorney Villanueva thanked the Commissioners for their
participation.

Commissioner Bell thanked everyone for their participation in making the
recruitment video.

Motion to adopt the minutes from the February 27 Youth Commission
Meeting by Commissioner Beardsley, seconded by Commissioner
Webster. Motion passed unanimously.
b. Adoption of the January 30, 2023 Special Youth Commission minutes
Motion to adopt the minutes from the January 30 Special Youth
Commission Meeting by Commissioner Resolme, seconded by
Commissioner Batth. Motion passed unanimously.
4. NEW BUSINESS
a. Presentation by Ray Scott of the Keep Bakersfield Beautiful Committee
regarding the 2023 Great American Cleanup, including the Mayor's High
School Challenge on Saturday, April 22, 2023
4. NEW BUSINESS continued
Ray Scott gave a presentation on the Great American Cleanup and the
Mayor's High School Challenge and invited the Commissioners to
participate, and to get the word out to their high schools.
He also gave a presentation on Keep California Beautiful. He invited the
Commissioners to volunteer for their watershed stewardship -citizen
science project.
a. Recap of the 2023 Youth Commission donation drive at the Haggin Oaks
Farmers Market in collaboration with the Applecore Project, Inc.
Commissioner Pursel gave a report of the 2023 Youth Commission
donation drive. She said that Jaclyn Allen from Applecore invited the
Commissioners to help hand out the items collected from the donation
drive.
Motion to receive and file report by Commissioner Beardsley seconded by
Commissioner Tran. Motion passed unanimously.
b. Discussion regarding the development of a video to promote youth
engagement in the community and recruit interested high school students
to serve on the Youth Commission for the 2023-2024 school year.
Commissioner Bell asked that this item be included on the agenda for
discussion at the next meeting.
5. STAFF COMMENTS
Management Assistant Gutierrez made staff comments.
Deputy City Attorney Villanueva made staff comments.
6. COMMISSION COMMENTS
Commissioner Bell asked to agendize the Keep California Beautiful project for
discussion at the next meeting.

Bakersfield Youth Commission, under Section 2.60.010 of the Bakersfield Municipal Code and a
presentation of the Ralph M. Brown Act, which governs the rules by which the commission
operates (Section 2.60.070 (B)).

Staff recommends election of the Chair and Co -Chair of the Bakersfield Youth Commission for
FY 2023-2024
BACKGROUND:
Two regular appointed members of the Bakersfield Youth Commission are voted by their peers
(regular voting members) by ballot during the August meeting each year, the Chair and Co -Chair,
respectively.
The Chair serves as the head of the Youth Commission, facilitating meeting protocols and
leading discussions between all members. They provide feedback, and make requests to City
staff on behalf of the Youth Commission.
The Co -Chair serves as second -in -charge of the Youth Commission, assuming all meeting
responsibilities of the Chair when the Chair is absent or unable to fulfill their duties.
The Chair and Co -Chair serve a single term following the school calendar which generally begins
in August and runs through June 30 of the following calendar year.

The city council creates an eight -member Bakersfield youth commission ("commission"). The city council also
appoints the city manager, or designee, as the committee coordinator of the commission. The purpose of the
commission is to engage and empower local youth in having a voice on relevant issues pertaining to municipal
policies, programs, and projects. (Ord. 4833 § 1, 2016)
2.60.020 Application process.
Applications for the commission are available at the city clerk's office and require one letter of recommendation
from a teacher, advisor, counselor, or coach. (Ord. 4833 § 1, 2016)
2.60.030 Appointment of members and alternates.
The commission shall consist of eight members and eight alternates
A. During the August meeting of the calendar year, each city councilmember and the mayor shall appoint two
members to the commission; the mayor's appointments shall be from the city at -large. One appointment will be
the voting member and the second appointment will be the alternate member.
B. Alternate members may only have voting rights in the event that the regular members are absent from a
commission vote.
1. A majority shall constitute a quorum at any regular or special meeting of the commission. For this
commission, a quorum is defined as five members.

2. Immediate family members of city councilmembers and mayor shall not be eligible for appointment.
C. If the voting member resigns, the alternate shall assume the position for the remainder of the term. (Ord.
4993 § 1, 2019; Ord. 4914 § 1, 2017; Ord. 4833 § 1, 2016)
2.60.040 Qualifications of commission members.
A. Members and alternates must be current high school students at the time of appointment.
B. Members and alternates must reside in the ward they represent or in the ward their school is located.
C. Members and alternates must have and maintain as close to a 3.0 grade point average as possible during
their tenure on the commission. (Ord. 4856 § 1, 2016; Ord. 4833 § 1, 2016)
2.60.050 Term of office.
A. Members and alternates are appointed to a two-year term with the possibility of a one-year reappointment.
B. Each city councilmember and the mayor have the discretion to extend or terminate the terms for their
appointed members and alternatives.
C. During the August meeting of the calendar year, the commission shall elect a chair and co-chair among its
appointed members for a term of one year.
D. Any member and alternate maybe removed from the commission as a result of any of the following:
1. Continued absences from meetings or unexcused absences from three consecutive meetings. The city
council may waive such removal forjust cause;
2. By the city councilmember or mayor that appointed them. (Ord. 4993 § 1, 2019; Ord. 4833 § 1, 2016)
2.60.060 Duties.
Generally, to identify the concerns and needs of local youth, including matters related to: recreational
opportunities, park amenities, student safety, and volunteer opportunities with the city, and to:
A. Develop and propose plans that support or improve such programs;
B. Provide recommendations to the mayor and city council;
C. Educate and inspire local youth involvement in relevant issues;
D. Respond to requests on matters referred by the mayor and city council;
E. Report to the mayor and city council, as requested;

F. Identify outside funding sources, including grant opportunities, to achieve the commission's goals and
objectives;
G. Host an annual youth conference to identify local youth concerns and needs;
H. Play an active role in Teen Government Day;
I. Other appropriate actions to further the purpose of the commission. (Ord. 4833 § 1, 2016)
2.60.070 Meetings.
A. The commission shall meet monthly. Members and alternates are required to attend every scheduled and
special meeting.
B. Commission meetings shall be subject to the Ralph M. Brown Act.
C. Agendas and minutes of the commission shall be prepared by the city clerk, or designee, and filed with the city
clerk.
D. Members and alternates shall communicate with the mayor and city council by:
1. Directly contacting their appointed councilmember;
2. Directly presenting at a city council meeting, as requested;
3. Indirect contact through the youth commission meeting minutes;
4. Providing an annual report to city council.
E. The city manager shall designate city staff to assist the youth commission with achieving its goals and
objectives. (Ord. 4833 § 1, 2016)
2.60.080 Compensation/funding.
There is no monetary compensation for serving on the commission; however, members and alternates widely
benefit by participating in active leadership roles, networking amongst civil leaders, making a difference in the
community, and developing critical skills to solve real -world problems.
The commission will be funded by city council as is reasonably necessary to implement the goals and objectives of
engaging and empowering local youth. (Ord. 4833 § 1, 2016)

BYLAWS
OF THE
BAKERSFIELD YOUTH COMMISSION
ARTICLE I - THE COMMITTEE
Section 1. Name of Committee
This Committee shall be called the Bakersfield Youth Commission.
Section 2. Mission Statement
The Bakersfield Youth Commission serves to engage and empower local youth in
having a voice on relevant issues pertaining to municipal policies, programs and
projects.
Section 3. Business Office
This Committee's business office shall be located at the City of Bakersfield, City
Clerk's Office, 1600 Truxtun Avenue, Bakersfield, California 93301.
Section 4. Powers and Duties
The Committee is formed to recommend to the City Council, policies and specific
programs which promote the mission statement of the Bakersfield Youth
Commission as reflected above, and to actively participate in the discussion of
various programs and projects to achieve the Bakersfield Youth Commission's
mission statement.
Section 5. Committee Members
This Committee shall consist of eight (8) voting Committee Members, eight (8)
Alternate Committee Members (having voting rights only in the event that their
respective Committee Members are absent from a Bakersfield Youth Commission
vote), and a non -voting Committee Coordinator. The Committee Coordinator,
Committee Members and Alternate Committee Members shall be appointed
and serve terms as set forth in Bakersfield Municipal Code Chapter 2.60.

ARTICLE II - OFFICERS
Section 1. Chairperson and Vice -Chairperson
This Committee shall elect, from its members, a chairperson and vice -chairperson
to serve a one-year term. The Committee shall hold the election during the
August meeting of the calendar year, which will coincide with the start of the
school year. If the position of chairperson or vice -chairperson becomes vacant
during the course of the year, the committee members shall elect a replacement
to serve for the balance of the year.
Section 2. Duties of Chairperson
The chairperson shall preside at all meetings of the Committee and perform the
duties necessary or incidental to the office. This includes calling special meetings
and signing documents or instruments on, behalf. of the Bakersfield Youth
Commission.
Section 3. Duties of Vice -Chairperson
The vice -chairperson, in the absence of the chairperson, or when the chairperson
is unable to act, shall perform the duties of the chairperson.
Section 4. Temporary Chairperson
If both the chairperson and vice -chairperson are absent or unable to act, the
Committee shall elect one of its members to act as temporary chairperson to
serve until a replacement is elected, if necessary.
Section 5. Secretary and Administrative Staff
The City Clerk, or its designee, shall serve as secretary to the Bakersfield Youth
Commission. The secretary shall keep minutes of each meeting, record the official
actions taken, record the vote of all official actions, certify each official act and
resolution of the Bakersfield Youth Commission, maintain records of the operations
and perform such other duties as the Bakersfield Youth Commission or Committee
Coordinator assigns.
Section 6. Committees/Task Forces
Committees and/or Task Forces shall perform such duties as shall be prescribed
at the time of creation or from time to time by the Board or the Chairperson.

ARTICLE III — MEETINGS
Section 1. Regular Meetings
Bakersfield Youth Commission shall hold its regular meetings at a date and time
that is mutually agreeable to the Youth Commission and City at City Council
Chambers. The Committee may hold its meetings at another place within the
City upon recommendation from the Committee Coordinator and approval by
the Committee Chairperson.
Section 2. Quorum
Five (5) Committee Members constitutes a quorum. Alternate Committee
Members may only vote in the event that their respective Committee Members
are absent from a Bakersfield Youth Commission vote.
Section 3. Notice/Conduct of Meetings
All meetings of the Board shall be called, noticed, held and conducted subject
to the provisions of the Ralph M. Brown Act [Chapter 9] (commencing with
Section 54950) of Part I of Division 2 of Title 5 of the Government Code of the State
of California.
Section 4. Order of Business
In the absence of approval of an agenda to the contrary, Bakersfield Youth
Commission shall pursue the following order of business:
A. Roll Call
B. Public Statements
C. Approval of Minutes
D. Deferred Business
E. New Business, including Standing Subcommittee Reports
F. Committee Member Statements
G. Adjournment
Section 5. Public Statements
At regular meetings, the chairperson shall allow any member of the public to
address the Committee on items within the jurisdiction of the Bakersfield Youth
Commission. No individual speaker shall speak for more than two (2) minutes. The
chairperson, in his or her discretion, may, for good cause, increase the time
allowed for public statements.

Section 6. Cancellation of Meetings
If the Bakersfield Youth Commission has no business, or if the secretary determines
a quorum is not available, the chairperson may cancel a regular meeting. The
secretary shall make reasonable efforts to give timely notice of cancellation to all
members and to all other persons to whom the secretary normally gives notices
of meetings.
Section 7. Public Holidays
If a regular meeting falls on a public holiday, the Bakersfield Youth Commission
shall not meet on that date. The chairperson may reschedule or cancel the
meeting and the secretary shall arrange for delivery of proper notice.
Section 8. Adjourned Meetings
The Bakersfield Youth Commission may adjourn a meeting to another date, time
and place.
Section 9. Special Meetings
The chairperson may call a special meeting of the Bakersfield Youth Commission.
The secretary shall give notice of a special meeting, as required by law. In a
special meeting, the Bakersfield Youth Commission may only deal with matters
recited in the notice.
ARTICLE IV - AMENDMENTS TO BYLAWS
Section 1. Procedure to Amend
These bylaws may be amended by an affirmative vote of at least five (5) BYC
members at a regularly scheduled meeting.
