PUBLIC STATEMENTS a. Agenda Item Public Statements - None. b. Non -Agenda Item Public Statements - None. 3. SUMMARY REPORT C. Adoption of the August 22, 2022, Youth Commission special meeting minutes. Motion to approve Minutes from August 22, 2022, special meeting by Commissioner Resolme, seconded by Commissioner Garcia, motion passed unanimously. 4. NEW BUSINESS a. Discussion and vote to amend the FY 2022-2023 Youth Commission meeting calendar. Motion amending the proposed calendar time to 4:30 p.m. by Commissioner Beardsley, seconded by Resolme. Motion passed unanimously. Motion to approve the Youth Commission Calendar as amended by Commissioner Garcia, seconded by Commissioner Beardsley. Motion passed unanimously. b. Discussion of a referral received by the Youth Commission from Ward 1 Councilmember Arias regarding opportunities for enhancing education and awareness to youth in the community around the use of tobacco and vaping products. The Commissioners discussed the possibility of doing a project on the dangers of vaping as their end -of -year project. They also discussed the platform to get the message out to the community. Bakersfield California, September 26, 2022, Page 2 C. Continue discussion and Youth Commission determination regarding the annual Youth Commission project for FY 2022-2023. Chair Bell reviewed the project ideas that were introduced at the last meeting and called for more ideas. Commissioner Pursel suggested partnering with Jaclyn Allen, president of Apple Core, a non-profit organization, and manager of the local farmers markets. The idea is to put up a booth/table at one of the markets to collect items that would be given to the homeless families that are currently living in hotels. The markets are well attended and could bring a lot of donations. Chair Bell stated she would like to give the Commissioners the opportunity to put together a presentation/plan of action supporting the ideas that were mentioned during the last two meetings. Presentations could be made and voted on at the October 24 meeting, 5. STAFF COMMENTS Management Assistant Gutierrez reminded the Commissioners to contact him if they had any questions and to please notify him if they are not able to make the meeting. Management Assistant Gutierrez reminded the Commissioners a group picture needs to be scheduled. Associate Attorney Villanueva discussed potential Brown Act issues that could come from meeting outside of the regular meetings times and how to avoid them. COMMISSION COMMENTS Chair Bell reminded everyone to start thinking about which project they want to present and how to make it happen. 7. TO: Bakersfield Youth Commission FROM: Nathan Gutierrez, Management Assistant CREATED BY: Nathan Gutierrez, Management Assistant DATE: 10/5/2022 WARD: SUBJECT: Continue discussion and vote regarding the annual Youth Commission project for FY 2022-2023 STAFF RECOMMENDATION: Staff recommends the Youth Commission continue discussion and vote on the annual project for FY 2022-2023 BACKGROUND: At the August 22, 2022 Youth Commission meeting, Youth Commissioners discussed potential project ideas including: 1. Collaborating with JJ's Legacy to promote organ donation awareness, specifically focusing on the "Got The Dot" initiative, which educates students on organ, eye, and tissue donation as they become first-time licensed drivers. 2. Providing information on Workforce & Education Training to students who may be considering other options besides traditional higher education. Collaboration opportunities with the Kern High School District, Kern Community College District, the 133K Initiative, and Employers' Training Resource could provide resources and information on middle skills training and employment opportunities within local in -demand industry sectors. 3. Educating local youth in elementary school and junior high about extracurricular activities including sports, art, community service, and other interactive events in the city. 4. Provide information and educate on the importance of driver safety as local teens, who may be first-time licensed drivers, return to school. 5. Educate parents and students on parent and student Rights in the education system. 6. Inform and educate local youth around the use of tobacco and vaping products (per referral from Councilmember Arias at the August 17, 2022 Council meeting) Additionally, two new Youth Commissioners (Ward 3 regular and alternate members, respectively) joined the Youth Commission at the September 26, 2022 meeting, staff recommended that they have an opportunity to have additional time to consider other project ideas. The Youth Commission also discussed the possibility of forming subcommittees of 2-3 members each to further research one of the ideas previously considered and to bring to the full Commission in October for further consideration and vote.
