Barbara Sandrini introduced her colleagues from the Assistance League,
Lila Mettler, and Sandy Spray.
3. SUMMARY REPORT
a. Adoption of the May 16, 2022, Special meeting Youth Commission minutes.
Staff recommends adoption of the May 16, 2022, Special Youth Commission
minutes.
Motion by Resolme, second by Mizar to approve the minutes from May 16,
2022 meeting. Motion passed unanimously.
4. NEW BUSINESS
a. Finalize planning the annual Youth Commission project for FY 2021-22.
Staff recommends the Youth Commission continue planning the annual
project in coordination with the Assistance League of Bakersfield.
Chair Bell announced that Commissioner Kakarla finally heard back from the
Bakersfield Californian. They will run a story prior to the event. They asked for
more information on the event and for a couple of photos showing students
putting donated items in a donation box.
Chair Bell asked that Commissioners to try to get the word out. The flyer is
being reviewed by the Public Information Office. That will be ready
soon.
Barbara Sandrini suggested asking for the schools lost and found items, if
possible.
Chair Bell reminded everyone the event is on June 4, from 10 a.m. to 1 p.m.
(Please be there by 9:30 a.m.) at the Bargain Box parking lot on R Street.
She also reminded everyone that the Assistance League crew would be
taking pictures, after the meeting.
5. STAFF COMMENTS
Management Assistant Gutierrez congratulated everyone for sticking it out, despite
everyone's busy schedules. He reminded everyone to read their email and the
the minutes so you can approve them at the next meeting. Stay in touch and
notify him if you can't attend the meetings. He also thanked the Assistance
League for all their help.
Deputy Attorney Zambrano reminded everyone that even though this is the last
meeting before the event and school being out, she reminded the commissioners
that the meeting calendar was adopted for the whole year. That means the Youth
Commission meetings are still expected to take place on the fourth Monday of
every month.
6. COMMISSION COMMENTS
Chair Bell thinks the commission had an amazing year even though they got off to
a slow start. She thanked everyone for their participation and thanked the
Assistance League for their help.
Commissioner Beardsley said he had fun getting to know some of the other
commissioners.
Commissioner Taft thanked the staff for all their time and for keeping things running

STAFF RECOMMENDATION:
BACKGROUND:
For the past two years, Commissioner Burrow has served on the Youth Commission,
representing Ward 3, as well as the commission Vice Chairperson for FY 2021-
2022. Additionally, Commissioner Morgan served as the regular commissioner for Ward 5 for the
past two years.
During FY2020-2021, both commissioners participated in the planning and filming of the public
service announcement regarding the dangers of teen vaping, which was played throughout the
Summer of 2021 on all three local television news stations. During FY 2021-2022, both
commissioners were instrumental in planning the Donation Drive in collaboration with the
Assistance League, to support local K-8 students in need.

BACKGROUND:
The City of Bakersfield is conducting a survey to constituents regarding the Recreation & Parks
Master Plan, which will inform the public on park facilities, future growth, and programming over
the next decade. Community members have the opportunity to participate in the survey, providing
feedback to City Council and staff regarding amenities and improvements to be completed.
The survey will be available to the public online or may request a hard copy through the
Recreation and Parks Department through July 10, 2022.

SUBJECT: Report on the outcome of the Youth Commission Donation Drive in
collaboration with the Assistance League Bakersfield for FY 2021-2022
STAFF RECOMMENDATION:

BACKGROUND:
Each year, the City of Bakersfield Youth Commission is tasked with organizing and completing a
project that leaves a positive impact on the youth in the community. In FY 2020-2021, the
commission developed a Public Service Announcement regarding the dangers of teen vaping
that aired on all three local television news stations throughout the summer.
For FY 2021-2022, the Youth Commission discussed and voted to plan an in-person event that
would provide local K-8 students resources for their educational readiness as they return to the
classroom on a full-time basis after state and local COVI D-19 safety restrictions were lifted.
On June 4, 2022, the Youth Commission, in collaboration with the Assistance League
Bakersfield held a donation drive to help provide clothing, school supplies, and hygiene supplies
to local students in preparation for the 2022-2023 school year. Three 6-foot clothing racks were
filled with clothing and several hygiene items were donated by the community. Mayor Goh, City
staff, and several Assistance League volunteers were in attendance; and both KGET 17, and
KERO 23 provided event media coverage.
