Motion to adopt the MAY 22, 2023, Agenda Summary Report by
Committee Member Gonzales. Motion unanimously approved.

Acting Director Byers gave a presentation on Affordable Housing Trust Fund -

SUBJECT: Procurement Policy Review
BACKGROUND
This report is in response to a City Council referral in 2022 to review the City procurement policies on how
the City can improve and streamline processes. In 2022, staff completed a solicitation of an assessment
and audit services, and City Council approved a contract with an audit firm Moss Adams to conduct these
services.
As part of the assessment, Moss Adams also conducted planning, document review, peer city
comparisons, best practice research, and analysis in order to gain an understanding of the existing
environment, identify opportunities for improvement, and provide practical recommendations.
Moss Adams analyzed the procurement policies that could be improved to allow for more streamlining
processes while still protecting the City authority as well as identify opportunities to support the following
goals:
• Create efficiencies and clarity;
• Address areas of risk and concern;
• Evaluate alignment with industry best practices where policies should reside (e.g., charter,
municipal code, board policies).
The procurement policy that will be presented in committee for consideration and will include topics such
as:
• Bidding Thresholds
• Non-competitive bidding
Staff will provide a presentation to the committee summarizing key set of facts from the review and any
proposed changes to the policy or the code, and Moss Adams will be available to speak to best practices
employed by others.
RECOMMENDATION
Approve recommended policy changes regarding procurement code amendments and direct staff to
bring those to City Council for approval.
Or
Direct staff to revise the recommendation and be brought back for future committee consideration.
