REQUEST: A proposed vesting tentative parcel map (VTPM) to subdivide 141.46 acres into four industrial
parcels and one designated remainder in the M-2 (General Manufacturing) zone.

PROJECT LOCATION: Southwest corner of East Belle Terrace and South Mt Vernon Avenue in southeast
Bakersfield.
PROJECT ANALYSIS:
This project was considered by your Commission on September 21, 2023. At that meeting, staff noted that
a late comment letter was submitted on behalf of the Southwest Mountain States Regional Council of
Carpenters (SWMSRCC). Additionally, a representative of SWMSRCC spoke at the meeting regarding: (1)
use of local skilled and trained workforce for construction; (2) training to prevent spread of infectious
diseases; and (3) concerns with the environmental review. During rebuttal, the applicant noted they
coordinate with Union Labor on their projects but was too early to engage on this specific site. The
representative of SWMSRCC suggested your Commission consider a continuance to provide time for
negotiations. Your Commission made a motion which passed by three AYES and two NAYS to continue
for two weeks to October 5, 2023. As of this writing, no new formal information has been submitted for
staff’s review. Consequently, staff is recommending another two week continuance to the regularly
scheduled Planning Commission meeting of October 19, 2023.
STAFF RECOMMENDATION: Continue to October 19, 2023.
