will be used to pay for personnel,
equipment and training to reduce this
rising trend.
Police Chief Greg Terry announced the
award in a press conference in front of the
Valley Plaza Mall, joined by Mayor Karen
Goh, Vice Mayor Andre Gonzales (Ward 2),
Councilmembers Eric Arias (Ward 1) and
Manpreet Kaur (Ward 7) as well as
representatives from the California Highway Patrol and businesses
at the mall and around the City.
"Our community has experienced a signi cant amount of loss from
theft," Chief Terry said. "Businesses provide tremendous support to

This is hardly the rst effort made in ghting organized retail theft.
In February 2023, the department created the Organized Retail
Theft investigative unit, dedicated to working with retailers on
criminal investigations of retail theft rings to disrupt operations,
recover stolen property and arrest those responsible. That unit is
funded by the Public Safety & Vital Services Measure (PSVS), also
known as Measure N.
Chief Terry reported that hundreds of arrests and the recovery of
thousands of dollars worth of property have resulted. He also
encouraged businesses to join and participate with BPD's Organized
Retail Crime Group which meets the rst Thursday of every month
at headquarters on Truxtun Avenue to discuss issues businesses are
facing. Anyone interested in participating is asked to call 661-326-
3196 for more information.
"There are three members of the City Council here today," Gonzales
said, "but this is an issue that all seven Councilmembers agree on and
