Update: Keep America Beautiful Cigarette Butt Container Grant —Theresa Olson Jessica Felix recapped how the KBBC grant project awarded in 2022, is behind schedule. She is in communication with Keep America Beautiful (KAB). KBB's KAB representative reaffirmed to Felix that KBB is not in penalty at this time and remains in good standing in the President's Circle. Felix and KAB will meet soon about the KAB grant project status. Jessica Felix and Theresa Olson reported that interested recipients are Almondale Park, Emerald Cove Park, Liberty Park, Polo Park, and KC Steakhouse. Jessica Felix invited guests at this KBBC meeting to help spread the word to businesses and organizations in the City of Bakersfield that could use one. Task: City Attorney's Office will provide a finalized gift form to KBBC via Jessica Felix. Task: KBBC will seek recipients for cigarette butt containers while supplies last. Update: Mayor's At Large Community Appearance Index (CAI) Held on Friday, June 16, 2023 and KBBC by Ward CAI Index — KBBC Jessica Felix handed out KAB's expectations of affiliates to achieve good standing/President's Circle. National affiliation requirements include the CAI. Jessica Felix reported the local CAI outcome. She explained that on a scale of 1 to 4, 1 is the best result and 4 is the worst result. With litter as an example, 1 means there is no litter or 1 person could quickly clean it up, whereas 4 would require a strategic cleanup that could involve local government, heavy machinery, and volunteers. The combined CAI averages for 2023 are as follows: • Litter/Illegal Dumps 1.60 • Illegal Signage 1.51 • Graffiti 1.20 • Abandoned/Junk Vehicles 1.27 • Outdoor Storage 1.18 Mayoral, Ward 3, and Ward 4 KBBC representatives reported that the visual survey seemed to be similar standing as last year for their respective routes. All KBBC appointees did not participate. Some Wards opted to do the optional indices. C. Request Vote to Change How KBBC Compiles Required KAB CAI in 2024 — Chairperson: Deferred Jessica Felix explained highlights of the many ways KBBC could vote to change how the CAI is conducted in 2024, while still being compliant with KAB. Zechariah Garcia recapped that this is an agenda item, because some KBBC Wards did not submit data this year. Motion to change the CAI to one day with Mayor Karen Goh's date: Zechariah Garcia Before the motion was seconded, Paul Yanez requested for the item to be tabled. Chairperson Theresa Olson tabled it for a future KBBC meeting. KBBC members asked staff to send them the information on how to conduct the CAI again. Task. Jessica Felix will resend KAB CAI instructions to KBBC. V. New Business A. She explained that KAB is a subcontractor of the State's Clean California Initiative. KAB is offering in -kind and unrestricted monetary incentives to participating affiliates. The cleanup kits KBB received are an example of an incentive. She pointed out that monetary incentives are based on volunteer thresholds for litter cleanups, illegal dump cleanups, and beautification efforts. Presentations and other activities could be considered by KAB for KBB to receive incentives. She noted that Zechariah Garcia, John Enriquez, other volunteer efforts, and a presentation she did during Clean California Community Days made KBB eligible for another $500 on top of the thresholds met during January 1—June 30, 2023. More criteria must be met in order for KBB to be eligible for incentives this fiscal year. Among the eligibility examples, is the use of the Clean California logo for KBB promotions of qualifying activities. Those activities would need to be announced to KAB at least 2 weeks in advance, and pictures or other proof of them taking place would need to be submitted to KAB. Update: Downtown Cleanup Saturday, September 16, 2023 — Ray Scott & Cathy Bulter Approximately 30 Rotarians will be among the volunteers meeting at the Fox Theater parking lot to primarily clean up litter and paint designated public benches and trash cans. The City acquired litter cleanup and painting supplies. Ray Scott would like flower funding to be used instead for plantings on September 23 and possibly a later date. 1. Request vote to approve amending August 11, 2023 vote to approve up to $1,000 for flower and painting supplies for Sept. 16 to also include the date of September 23, 2023. C mmunity member Ed Flickinger asked KBBC to consider selecting privately owned vacant lots near the dead enc at the intersection of College Avenue and Valencia Drive. Some KBBC members said they did not want to ask volunteers to clean up that area because it is private property, not ideal for children, and not particularly visible to thegeneral public. Task: Solid Waste Director Luda Fishman asked Ed Flickinger to communicate with her about this sie for further consideration by staff. Task: KBBC needs to determine Make A Difference Day locations and other logistics at the October meeting. K. 13`h Annual America Recycles Day, November 4, 2023 — Ray Scott Ray Scott relayed that the waste reduction and recycling event for household items will be from 8 a.m. to noon on Saturday, November 4, 2023, in the rear parking lot of Mechanics Bank Arena. Luda Fishman 6xplained that the drop- off drive -through event is intended to help reduce illegal dumping. Task: Brooks Douglass will volunteer with Ray Scott. Task: Luda Fishman will coordinate Solid Waste support with Ray Scott. VI. City of Bakersfield Staff Comments: None VII. KBBC and Advisory Board Comments • Cathy Butler: Third Thursday will return as a monthly community event at Mill Creek Park starting this October. A info[o)kab.oro / wwwAab.oro BEAUTIFUL Good Standing — President's Circle Recognition Reaching a set of common criteria strengthens the credibility of the national affiliate network and identifies an affiliate as being in good standing within the organization. President's Circle: Recipients will receive a certificate for their achievement and will be honored at the annual Keep America Beautiful National Conference. Awardees will also receive a logo for their website to display their award status. For affiliates to be eligible for Keep America Beautiful grants they must be in good standing. To be eligible for President's Circle, Affiliates must meet the criteria listed below and complete reporting requirements on or before August Is' of each year. Each Affiliate must: 1. Have an active Affiliate Board of Directors/Committee/Commission/Advisory Council Community -based with public, private and civic representatives. Meets regularly (minimum quarterly) Exceptions may be made based on affiliate organizational structure • Ensures the relevance of the affiliate's mission • Determines programs and activities that follow the mission • Secures adequate resources to fulfill the mission Provides legal and ethical integrity and accountability and assesses Board performance • Supports an executive director • Enhances affiliate's public image 2. Have an active Affiliate Leader/Executive Director/Coordinator/President/Team Leader, etc. Although not required, KAB recommends a paid position (part-time or full-time). Duties may be associated with another job, but we recommend that job description include KAB duties. 3. Affiliate Leader/Executive Director/Coordinator/President/Team Leader will have attended 6' hours of KAB training annually. Credit may be earned at KAB's National Conference, Executive Director training by KAB staff, Program or Event Trainings, KAB Webinars, or other KAB Speaking Engagements, 4. Complete the Affiliate Profile and Governance Report related to basic info on your organization, board, staff, budget, and affiliate needs annually. Conduct Community Appearance Index: Includes the Litter Index and Optional Indices on illegal signs, outdoor storage, graffiti and junked/abandoned vehicles. Completion of a Litter Index annually is required for President Circle and should be conducted at approximately the same time each year. The Litter Index may be conducted any time between July 1 and June 30. Contact your Regional Director for detailed instructions. 6. Event Reporting: While Keep America Beautiful recommends affiliates report as programs and activities are completed, reports from signature programs and volunteer activities conducted between July 1-June 30 must be reported on or before the established reported deadline as outlined below: • Great American Cleanup — July 31 • America Recycles Day — December 30 • Local Activities (Board Meetings, Youth/Education Programs & Local Events)— August 1 • Cigarette Litter Prevention Program (where applicable) — Per Grant Terms • Grants — Per Grant Terms 7. CLEAN c E P A M E R I C A CALIFORNIA BEAUTIFUL Clean CA Campaign KAB CA Affiliate Incentive Structuie Overview As part of the Clean CA Campaign, Keep America Beautiful (KAB) is excited to draw upon the local leadership, volunteer engagement, and existing partnerships of Keep California Beautiful and KAB's local affiliates for this three-year statewide campaign. This anticipated support includes help with organizing cleanups, conducting volunteer outreach and engagement, tracking staff and volunteer hours, and other complementary support that could vary by affiliate, ranging from educational programs to event planning and other initiatives. KAB recognizes that these commitments, while adding to the public prominence and awareness of each affiliate, will also result in greater commitments of time, money, and other resources by affiliates. As such, for 2023, KAB is providing the following resources and incentives to local California affiliates who participate in and support the Clean CA campaign: • up to 9,000 new cleanup kits to local California affiliates to help support and enhance volunteer engagement • branding, collateral, and educational programming support to connect each affiliate to the statewide Clean CA campaign. • reward stipends for cleanups, based on reaching established volurl thresholds. Note that KAB is happy to offer equivalent non -monetary stipends for those)) affiliates who would prefer those in lieu of a monetary stipend, whether through additional supplies, food and refreshments, materials, or other ways of support. Please see the next section to learn more about these incentives. Incentive Structure Cleanup Kits CA affiliates can request Clean CA branded cleanup kits at no cost. To request kits, please contact Noah Ullman (nullman@kab.org) or David Wheeler (dwheelerPkab.org). Branding & Collateral KAB can support CA affiliates needs in designing and/or creating Clean CA co -branded materials and collateral —from flyers to banners. KAB can also provide design templates for affiliates use. Please reach out to Gabriela Polo (gpoloftab.org) with requests. Each kit, includes: a reusable litter collection cinch bag with 3-biodegradable liners, gloves, safety vest, litter grahber, scale to weigh and report collected litter, and a metal canister to collect and recycle cigarette litter. Educational Programs KAB can support CA affiliates in elevating their educational programming or accessing the Clean CA educational resources. Please reach out to Gabriela Polo (goolo(@kab.ore) with requests or questions. Stipends To amplify and grow the number of organized cleanup events, KAB will provide stipends to KAB California Affiliates who organize and host cleanups in 2023 and reach the following volunteer thresholds: # of Volunteers Engaged in 2023 2023 Volunteer Engagement Stipend 250 — 999 $3,000 1,000 — 2,499 Additional $3,500 for total of $6,500 2,500 — 4,999 Additional $4,000 for total of $10,500 5,000+ Additional $4,500 for total of $15,000 Please see Eligibility Requirements section below for additional details. Clean CA Community Days Affiliates that led one or more cleanups within the designated high -priority Clean CA Community Days — Spring into Action, March 17-27, 2023, will receive an additional $500 bonus in 2023 (or an equivalent non -monetary stipend) upon reaching their first volunteer threshold. Supporting Externally Led Cleanups Affiliates are encouraged to collaborate with existing cleanup efforts hosted by other organizations. Affiliates may contact KAB for support in identifying potential co-sponsorship funding for participation in external events. Non -Cleanup Stipends There may be a possibility for other stipends to be earned for work that is not directly related to cleanups, such as education or other related programming. Please contact your RD, Gabriela Polo (gpolo@kab.org) to discuss further. Eligibility Requirements for Stipends To be eligible for incentive funding, affiliate must meet all the following requirements: 1. Affiliate must be actively engaged with KAB (eg. attending meetings, reporting activities) 2. Affiliate must have photographic evidence of the qualifying events. 3. Affiliate must track volunteer numbers and hours for each qualifying event. 4. Qualifying events must be reported on at least a quarterly basis, though monthly is preferred. 5. Affiliate must track in -kind hours devoted to Clean CA -related projects (see more below). Beginning September 1, 2023: • Qualifying events/cleanups must be added/registered on the KAB Affiliate Hub at least two weeks in advance of the events. This will help KAB share these events with Sagent & Caltrans for them to promote on their own platforms and help increase the visibility and reach of affiliate events. • Qualifying events/cleanup must include Clean CA branding in public outreach/signage/social media for the (see co -branding toolkit for further guidance). We understand co -branding may not be feasible for every event. If this is the case, but you may otherwise qualify for the incentives, please email your RD, Gabriela Polo (gpolo@kab.org). Please note that these last two requirements are not required for all cleanup events held before September V, 2023. Reporting & Tracking Affiliate must report qualifying events/cleanups on the KAB Affiliate Hub. Information requested for each event includes: • # of volunteers • # of volunteer hours • Estimated weight of litter collected • Duration of the event in hours • Type of area cleaned up • Location of cleanup event • Event photos In addition, affiliates must track in -kind hours spent on Clean CA efforts and any work planning or execution of litter prevention or cleanup efforts in California, including: • Staff time • Board time Many affiliates already track volunteer and Board time to demonstrate how they leverage funding to deliver benefits to their community that are beyond the actual funding amount. This information will be reported via the KAB Affiliate Hub. To earn these stipends, we also ask that you track the time that your staff spends on efforts contributing to a dean, litter -free state on a regular schedule (e.g. monthly or quarterly). Since that time itself isn't directly paid through Clean CA funding, this information will further help KAB measure and demonstrate the value of the work carried out across the network in California. Specifically, this will include person, date, time, and task. Two examples include: • David Wheeler, staff — QI 2023 — 50 hours —outreach to volunteers; cleanup event planning • Gabriela Polo, staff —July 2023 —10 hours —cleanup event coordination Please submit your QI and Q2 2023 (January- June 2023) estimates using this form. KAB will provide instructions on how to submit staff time estimates for Q3 and Q4 2023 by September F5 payment Upon reaching each incentive threshold, affiliates shall submit an invoice to their Regional Director, Gabriela Polo (RaoloOkab.ora). KAB will provide the incentive within 30 days of receiving the invoice and confirming the supporting documentation. Thank you for being a vital part of the KAB network and the Clean CA campaign!
