The compliance soil sampling was performed in association with fuel facility upgrade activities that included removing and replacing the eight existing fuel dispensers and removing and replacing the existing product and vent lines at the Site. In summary, the compliance soil sampling was performed on Costco’s behalf by Kleinfelder on September 5, 2023 at the Site under the oversight of Peter Armagost, a Fire Prevention Officer of the Bakersfield Fire Department. Laboratory analytical results for the samples indicated total petroleum hydrocarbons in the gasoline range (TPH-g) and volatile organic compounds (VOCs), including fuel oxygenates, were not detected at concentrations at or above their respective laboratory reporting limits. Total petroleum hydrocarbons in the diesel range (TPH-d) were reported in three of the ten soil samples analyzed for TPH-d; however, concentrations were below San Francisco Regional Water Quality Control Board (SFRWQCB) Tier 1 Environmental Screening Levels (ESLs). These three samples were also analyzed for Polycyclic Aromatic Hydrocarbons (PAHs), and the results were also below their respective Tier 1 ESLs. Given the compliance soil sampling results, Kleinfelder recommends no further action be required by the Bakersfield Fire Department. COMPLIANCE SOIL SAMPLING AND REQUESTED LABORATORY ANALYSES On September 5, 2023, compliance soil sampling was performed by Kleinfelder at the Site as part of fuel facility upgrade activities that were being performed under Bakersfield Fire Department’s Permit No. 23-10000167, a copy of which is provided Attachment A. Sampling was performed under the oversight of Bakersfield Fire Department inspector Peter Armagost. Soil samples were collected from approximate depths of 2 feet and 6 feet beneath each dispenser location, along the piping trench at approximately 20-foot linear intervals, and beneath the former AST location. Costco’s excavation contractor, Jones Covey, assisted with sampling at each location by using the excavator bucket to excavate the pea gravel from each designated sampling location, and continue excavating the material to the final proposed sampling depth. Subsequent to excavation, Kleinfelder transferred soil from the excavator bucket into laboratory-provided glass jars. A portion of each sample was preserved pursuant to United States Environmental Protection Agency (US EPA) Method 5035 for VOC analysis. After collection, each sample container was labeled and placed into a resealable plastic bag, and put into an ice-chilled cooler that was subsequently delivered, accompanied by a chain-of-custody form, to Pace Analytical, which is accredited by the California Environmental Laboratory Accreditation Program (ELAP). A photo-ionization detector (PID), calibrated using a gas standard containing an isobutylene concentration of 100 parts per million by volume (ppmv), was used in the field to screen sampled soil from the dispensing area and along piping trenches for the presence of total volatile vapors. The PID readings obtained ranged from 0.0 ppmv to 2.2 ppmv, with sampled soil from the location of GL4-6 having the highest reading. No visual evidence of a release was observed during the compliance soil sampling activities. In total, 42 compliance soil samples, at locations designated as AST-1, AST-2, DD-1, DL-1 through DL-4, GD-1 through GD-3, and GL-1 through GL-12, were collected from “native” soil beneath the fuel-dispenser pans, former product and vent piping locations, and the former AST location. The approximate sample locations are shown on Figure 2. With the exception of ten samples described below, compliance soil samples were analyzed by Pace Analytical for TPH-g and VOCs using California Leaking Underground Fuel Tank Gas Chromatography/Mass Spectrometry (LUFT-GC/MS) Method and US EPA Method 8260B, respectively. Target VOC analytes included benzene, toluene, ethylbenzene, and total xylenes (BTEX) along with naphthalene, ethanol, methyl tertiary-butyl ether (MTBE), and other fuel oxygenates. Ten samples were collected from beneath a diesel dispenser and from beneath the diesel product piping trench. These samples were analyzed by Pace Analytical for TPH-d by US EPA Method 8015, and BTEX and naphthalene using US EPA Method 8260B. Select sample were also analyzed for MTBE and other fuel oxygenates using US EPA Method 8206B. At the request of Bakersfield Fire Department, samples with detections of TPH-d were also analyzed for PAHs using US EPA Method 8270C-SIM (selective ion monitoring). ANALYTICAL RESULTS SUMMARY AND EVALUATION The analytical results for the compliance soil samples are summarized in Tables 1 and 2, and a copy of Pace Analytical’s laboratory report is provided in Attachment B. Based on the results, compliance soil samples analyzed for TPH-g or VOCs did not contain TPH-g or VOC concentrations at or above their respective laboratory method detection limits (MDLs). No further evaluation is required. 24000047.001A/LH23R159329 Page 3 of 4 October 13, 2023 Copyright 2023 Kleinfelder KLEINFELDER 24411 Ridge Route, Suite 225, Laguna Hills, CA 92653 p | 949.727.4466 f | 949.727.9242 Concentrations of TPH-d were detected in soil samples DL1-2, DL3-2, and DL4-2, at concentrations ranging from 0.977 B J to 52.0 B J mg/kg. The maximum concentration was detected in soil sample DL1-2. The “J” flag indicates that the concentration was detected above the MDL but below the laboratory reporting limits. The “B” flag indicates that the associated analyte was also detected in the method blank. Concentrations were compared to and did not meet or exceed the SFBRWCB Tier 1 ESL for TPH-d, which is the most conservative of the ESLs. Based the TPH-d concentrations not exceeding the Tier 1 ESL, the presence of TPH-d in the method blank, and the lack of detectable concentrations of TPH-d in the deeper soil samples collected at 6 feet bgs, the TPH-d concentrations present in the 2-foot soil samples are not considered significant and therefore, would not require further action. The three samples that contained TPH-d concentrations were also analyzed for PAHs. PAH concentrations were present in two of the three samples (DL1-2 and DL4-2). With the exception of one concentration of benzo[g,h,i]perylene, PAH analytical results were “J” qualified indicating that the concentrations were detected above the MDL but below the laboratory reporting limit. The maximum detected PAH concentrations are as follows: Benzo[a]anthracene – 0.00215 J mg/kg Benzo[a]pyrene – 0.00265 J mg/kg Benzo[a]fluoranthene – 0.00335 J mg/kg Benzo[g,h,i]perylene – 0.0128 mg/kg Chrysene – 0.00260 J mg/kg Fluoranthene – 0.00246 J mg/kg Indeno[1,2,3-c,d]pyrene 0 0.00314 J mg/kg Pyrene – 0.00272 J mg/kg The PAH concentrations detected did not meet or exceed their respective Tier I ESLs. DISCUSSION AND CONCLUSIONS Compliance soil sampling was performed at the Site on September 5, 2023 during gasoline station expansion activities. Soil samples were collected from approximately 2 feet bgs and 6 feet bgs into “Native” or competent soil underlying the pea gravel beneath the dispensers and piping. Eight compliance soil samples were collected from beneath fuel dispenser locations, 32 additional samples were collected from the bottom of piping trenches, and two samples were collected from under the AST. Sampled soil was screened in the field using a PID calibrated using a 100-ppmv isobutylene standard. Soil from the location of sample GL4-6 produced the highest obtained PID reading of 2.2 ppmv. No visible indication of a fuel release was evident during the removal activities. Figure 2 shows the approximate compliance soil sampling locations. The compliance soil samples were analyzed for one or more of the following by Kleinfelder’s subcontracted California ELAP-accredited laboratory: TPH-g, TPH-d, PAHs, and VOCs (including BTEX and fuel oxygenates). Based on the analytical results, concentrations of TPH-g and VOCs (including BTEX and fuel oxygenates) were not detected in the analyzed soil samples at or above their MDLs. Concentrations of TPH-d were present three of the analyzed soil samples. As previously mentioned, these three samples were also analyzed for PAHs. TPH-d and PAH concentrations were detected in the 2-foot soil samples but were not present in the deeper samples collected at 6 feet bgs at the same locations. Given the analytical results of the compliance soil samples, Kleinfelder recommends no further action be required by the Bakersfield Fire Department. LIMITATIONS Kleinfelder performed this assessment and prepared this report in accordance with generally accepted standards of care that exist in California at this time. This report may be used only by Costco, and only for the purposes stated, within a reasonable time from its issuance, but in no event later than 5 years from the report’s date. All information gathered by Kleinfelder is considered confidential and will be released only upon written authorization of Costco or as required by law. Non-commercial, educational, and scientific use of this report by regulatory agencies is regarded as a “fair use” and not a violation of copyright.
