ROLL CALL YOUTH COMMISSION MINUTES MEETING OF September 25, 2023 City Hall North-1600 Truxtun Avenue, First Floor, Conference Room A Special Meeting- 4:30 p.m. Commissioners Present: Brar, Tarango (seated at 4:34 p.m.), Valladares-Macias, Simpson (seated at 4:31 p.m.), Beardsley, Webster, Batth (seated at 4:43 p.m.), Mendiburu (A), Ocampo (A), Yum (A) Commissioners Absent: Thallapalle, Robledo (A), Woods(A), Pursel(A), Nahama(A) 2. PUBLIC STATEMENTS a. Agenda Item Public Statements None. b. Non -Agenda Item Public Statements 1. Alexander Juarez, a Bakersfield College student, introduced himself. 3. SUMMARY REPORT C. Adoption of the August 28, 2023, Youth Commission special meeting minutes Motion to adopt the Minutes from August 28, 2023, special meeting by Commissioner Webster, seconded by Commissioner Beardsley. Motion passed unanimously with Commissioners Tarango and Batth absent. 4. NEW BUSINESS a. Adoption of the FY 2023-2024 Youth Commission meeting calendar (October 2023 through June 2024) Motion to amend the FY 2023-2024 Youth Commission meeting calendar by changing the date of the March 25fh meeting to March 78fh and approve the remainder of the calendar by Commissioner Webster, seconded by Commissioner Beardsley. Motion passed unanimously with Commissioner Batth absent. b. Review of past Youth Commission projects Management Assistant Gutierrez gave a summary of past Youth Commission projects. C. Discussion regarding potential youth -focused projects for the Youth Commission projects for FY 2023-2024 Commissioners shared ideas for potential Youth Commission projects for FY 2023-2024 and discussed methods to spread the word to Bakersfield youth. 5. STAFF COMMENTS Management Assistant Gutierrez made staff comments. 6. COMMISSION COMMENTS Commissioner Brar urged Commissioners to come to the next meeting prepared with project ideas. Commissioner Webster requested that Commissioners vote on a Youth Commission project at the next meeting. Commissioner Tarango requested that City staff look into local and City events and organizations that the Youth Commission could partner with for their project. Commissioner Beardsley requested that a City staff member discuss Teen Government Day with the Youth Commission. Commissioner Valladares-Macias asked if email was the best form of communication for the Commission and Deputy City Attorney Villanueva gave a brief overview of the Ralph M. Brown Act in response. 7. BACKGROUND: During the Youth Commission special meeting of September 25, 2023, the Youth Commission began discussions regarding an annual project to be completed before June 30, 2024. The discussion did not conclude with any concrete topics; rather, staff provided an overview past projects as far back as FY 2019-2020 to prompt new ideas. During Commission Comments, Commissioner Webster requested the Youth Commission finalize the discussion and vote on a project at the October 23, 2023 meeting.
