A RESOLUTION AUTHORIZING THE BAKERSFIELD POLICE
DEPARTMENT TO ACCEPT FUNDING IN THE AMOUNT OF
$6,203,009 MADE AVAILABLE THROUGH THE BOARD OF
STATE AND COMMUNITY CORRECTIONS (BSCC) FOR THE
ORGANIZED RETAIL THEFT GRANT PROGRAM.
WHEREAS, the Organized Retail Theft Prevention Grant Program was
established in the State Budget Act of 2022 (Senta Bill 154). This funding is available
to California city police departments, sheriff's departments, and probation
departments; and
WHEREAS, the BSCC Organized Retail Theft Prevention Grant Program
provides funds to units of local government for the purpose of preventing and
responding to organized retail theft, motor vehicle or motor vehicle accessory
theft, or cargo theft; and
WHEREAS, the City of Bakersfield Police Department has been awarded
$6,203,009 from the 2023, BSCC Organized Retail Theft Prevention Grant Program,
for the purpose of implementing the following:
• Establish a retail theft unit within the Bakersfield Police Department,
including new positions for tracking and implementation of the grant.
• Procure related equipment and supplies, that will assist in the
prevention of retail and auto theft.
• Procure software programs to assist in tracking and reporting on
statistics to show tangible progress in prevention.
• Training for BPD staff to receive the most up-to-date strategies and
equipment for prevention.
• Funds for an outside auditor for program quality assurance.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Bakersfield, as follows:
1. The above recitals are true and correct and incorporated herein.
2. The council of the City of Bakersfield authorizes the City Manager, or his/her
designee, to apply for and accept the 2023 BSCC Organized Retail Theft
Prevention Grant Program.
3. The Police Department is hereby authorized and empowered to execute in
the name of the City Of Bakersfield, all necessary, contracts„ payments

requests, agreements, and amendments thereto for the purpose of
securing grant funds, implementing and carrying out the purposes of the
specified in the grant.
HEREBY CERTIFY that the foregoing Resolution was passed and adopted
by the Council of the City of Bakersfield at a regular meeting thereof held on
